OF THE CITY OF DOWNEY
JUNE 9, 1987
The City Council of the City of Downey held a regular meeting at 7:47 p.m.,
June 9, 1987, in the Council Chamber of the Downey City Hall, Mayor James S.
Santangelo presiding.

PRESENTATIONS: There were none.
HEARINGS
A Public Hearing on Lighting Maintenance District AD 121. Confirming the 1987-88
Assessment Levy.
City Clerk Young affirmed the Affidavit of Mailing and Posting and the
Proof of Publication. It was moved by Council Member Cormack, seconded by
Council Member Barb, and unanimously carried to receive and file.
Public Works Director Ralph presented the Engineer's Report. There being
no objections, the Engineer's Report was approved as submitted.
City Clerk Young stated that there was no written correspondence received
for or against Lighting Maintenance District AD 121, 1987-88 Assessment Levy
Mayor Santangelo called for those in the audience who wished to speak for
or against. There were none.
It was moved by Council Member Boggs, seconded by Council Member Cormack,
and unanimously carried that the Public Hearing be closed.
RESOLUTION NO. 4886
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
CONFIRMING THE 1987-98 FISCAL YEAR ASSESSMENT FOR
LIGHTING MAINTENANCE DISTRICT A.D. 121
The Resolution was read by title only. It was moved by Council Member
Cormack, seconded by Council Member Boggs, and unanimously carried to waive
further reading and to adopt.

A Public Hearing on Specific Plan Amendment SP-85-1A for Parcel A of the
Rancho Los Amigos Property - 12 Acre Parcel Southwest of Imperial Highway/Rives
Avenue Intersection.
City Clerk Young affirmed the Proof of Publication. It was moved by
Council Member Cormack, seconded by Council Member Barb, and unanimously carried
to receive and file.
City Planner Yoshiki summarized the staff report and presented Planning
Commission Resolution 1014, which recommends an amendment to Specific Plan 85-1
to permit Division G's land uses to locate within Parcel A's northeast quadrant,
subject to a Conditional use Permit. A short slide presentation was made by Mr.
Yoshi ki.
City Clerk Young stated that there was no written correspondence for or
against.
Mayor Santangelo called for those in the audience wishing to speak in favor
of his proposed Specific Plan Amendment.
The following person spoke in favor of the proposed amendment, indicating
that the viability of developing the subject property, known as Parcel "A",
would be based upon the developer's ability to locate a family -type restaurant
at the corner of Rives Avenue and Imperial Highway along with support retail -
type commercial use as provided for in the approved Specific Plan. A chart
presentation was shown to Council by Mr. Lauener of the Lusk Company, Mr. Pete
Michael of the Lusk Company, and Mr. Art Love of Corbin-Yamafugi.

Mayor Santangelo called for those in the audience wishing to speak in
opposition of this proposed Specific Plan Amendment.
The following person spoke in opposition, asking how this development would
be good for Downey. Slides were shown showing traffic ingress and egress for
the area and, also, that the restaurant would be built, under the current plans,
over what is now an outdoor physical fitness area for wheelchair people.

The following person spoke in rebuttal to those in opposition stating that
a quality restaurant is needed and that square footage of the proposed
development has been reduced, thereby reducing traffic.

It was moved by Council Member Cormack, seconded by Council Member Barb,
and unanimously carried that the Public Hearing be closed.
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SPECIFIC PLAN SP-85-1 FOR RANCHO LOS AMIGOS
PARCEL "A"
The Ordinance was read by title only. It was moved by Council Member
Cormack, seconded by Council Member Barb, and unanimously carried to waive
further reading and to introduce.
The Community Development Commission was reconvened with all Council
Members present.
A Public Hearing in Joint Session as the Community Development Commission for
Proposed Redevelopment Plan and Draft Environmental Impact Report Proposed
Amendment No. 4.
Mayor Santangelo relinquished the gavel to Mayor Pro Tem Boggs and
abstained from taking part in this Hearing.

Note from the City Clerk: This Public Hearing is set forth in full in the
minutes of the Community Development Commission dated June 9, 1987. Those
minutes are attached hereto for reference. The Hearing was not closed this
date, but was continued in Joint Session with the Community Development
Commission to Monday, July 6, 1987.
The Community Development Commission adjourned at 12:02 a.m. (Wednesday,
June 10, 1987).
The City Council continued. Mayor Santangelo resumed the gavel.
ORAL COMMUNICATIONS - Items not on Agenda
Mr. Lennie Whittington, 8542 Manatee St., asked if a letter over his
signaturehadbeen received by the City Clerk relative to Redevelopment Project -
Amendment No. 4. The City Clerk answered in the affirmative.
OTHER BUSINESS - Staff Members: None
OTHER BUSINESS - City Council
Council Member Cormack:
1. Asked status of safety glass at City Hall.
2. Asked status of "No Smoking" Ordinance.
3. Asked that we agendize for a future meeting discussion re: Rental
of Motel Rooms.

The meeting was adjourned to June 23, 1987, 6:30 p.m., in the Council
Chamber of the Downey City Hall.
