OF THE CITY OF DOWNEY
MAY 26, 1987
The Community Development Commission of the City of Downey held a regular
meeting at 7:40 p.m., May 26. 1987, in the Council Chamber of the Downey City
Hall, Chairman James S. Santangelo presiding.

The Invocation was delivered by Father G. Kevin Taylor, St. Mark's
Epsicopal Church. The Flag Salute was led by Mr. Floyd Tooley, President of
the Rio Hondo Men's Club.
There were no presentations.
A Joint Public Hearing with the Downey City Council re: Proposed
Redevelopment Plan and Draft Environmental Impact Report on Proposed Woodruff
Industrial Project was delayed to be heard in joint session with the Downey
City Council (see below).
CONSENT CALENDAR
It was moved by Commissioner Cormack, seconded by Commissioner Barb, and
carried by the following vote to approve the Consent Calendar as recommended.
Minutes: Regular Meeting of May 12, 1987 - Recommendation: Approve.
Warrants Issued (contained in Council Packet) - Recommendation: Approve.

RESOLUTIONS
A Resolution for Allocation of Taxes Pursuant to Section 33676 of the
Health and Safety Code was removed for consideration at a later date.
ORAL COMMUNICATIONS: There were none.
The meeting recessed at 7:45 p.m. and reconvened at 8:00 p.m. in Joint
Session with the Downey City Council. All Council/Commission Members were
present.

A Joint Public Hearing with the Downey City Council re: Proposed
Redevelopment Plan and Draft Environmental Impact Report on Proposed Woodruff
Industrial Project.
Mayor/Chairman Santangelo relinquished the gavel to Mayor Pro Tem/Vice-
Chairman Boggs and abstained from participation in this Public Hearing.
Mayor Pro Tem/Vice-Chairman Boggs made opening statements, and outlined
the Public Hearing procedure. She advised that staff presentations would be
made by: Jim Cutts, Director of Community Development; Jake Wager,
Redevelopment Manager; Brice Russell, Gunn, Russell, Copenhaver Redevelopment
Consultants; and Mark Huebsch, Commission Special Counsel.
Staff confirmed legal publication and mailing of this Public Hearing.
Special Counsel, Mr. Mark Huebsch, commented on findings and
determinations contained in Section 33367 of the Health and Safety Code. He
referenced other statements and determinations set forth in the proposed
Ordinance adopting the Redevelopment Plan.
Mr. Brice Russell, President GRC Redevelopment Consultants, Inc.,
submitted a statement of qualifications for the record.
Mr. Russell also submitted an eleven (11) page set of pictures taken
within the proposed project area. These pictures were made a part of the
Report to Council.
A report entitled Comments to Report Submitted as Fiscal Review Committee
(From Administrative Officer) dated May 25, 1987, was submitted for the
record.
City Planner Yoshiki called the Adjourned Regular Meeting of the Planning
Commission to order and adjourned for lack of a quorum.
Mr. Brice Russell summarized pertinent parts of the report to Council.
He stated that the Commission's Report and the Staff Report should be made
part of the record. There being no objections, so ordered.
Director of Community Development Cutts recited contents of the report to
Council, summarizing blight influences and constraints of the Project Area.
There were no questions or comments by the Council/Commission at this
time.
Mr. Brice Russell, Redevelopment Consultant, briefly summarized the Final
Environmental Impact Report on the Redevelopment Plan. He advised that this
is also a part of the Report of the Commission to the City Council on the
Redevelopment Plan. The Commission is the "lead agency" in the preparation of
the EIR. There being no objections, the Final Environmental Impact Report, as
submitted, as well as any letters, comments, and responses submitted in
relation to the Environmental Impact Report were made a part of the record.
Mr. Mark Huebsch, Special Counsel to the Commission, referred to and
briefly summarized the Redevelopment Plan. Within this review, he explained
that any eminent domain requires a 2/3 vote on a case by case basis. There
being no objections, the Proposed Redevelopment Plan was made a part of the
record.
There being no objections, written comments received concerning the
Redevelopment Plan were placed into the record. They are as follows:

Environmental Impact Report for the Proposed Woodruff Industrial Project.
OPPONENTS (Also see, letters received)
Opponents urged disapproval citing concern of eminent domain, and
questioned financial feasibility and the evidence of blight as set forth in
the Report to the Council. Also expressed was a desire to remain at their
present location due to economic hardship.

County would have input. Council asked if the County might return if it is
determined that this meeting should be continued to allow Council/Commission
to consider the input this evening.
It was moved by .Council/Commission Member Cormack, seconded by
Council/Commission Member Paul, and carried 4-1 (Santangelo abstained) to
continue this Public Hearing to Wednesday, June 3, 1987 at 6:30 p.m. in the
Council Chamber of the Downey City Hall.
Mayor Santangelo resumed the gavel and recessed the City Council meeting
at 11:50 p.m.
ADJOURNMENT: The Community Development Commission was adjourned at 11:50 p.m.
to Wednesday, June 3, 1987 at 6:30 p.m. in the Council Chamber of the Downey
City Hall in Joint Session with the City Council.
