MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
ADJOURNED REGULAR MEETING
MAY 20, 1987
The City Council of the City of Downey held an Adjourned Regular Meeting
at 1:00 p.m., May 20, 1987, in the Council Chamber of the Downey City Hall,
Mayor James S. Santangelo presiding.

CONTINUED STUDY OF CITY OF DOWNEY PRELIMINARY BUDGET FOR FISCAL YEAR 1987-88
Chief Martin reviewed the Police Department Budget. He advised that
funds are requested for one additional crossing guard and responded to
questions regarding billing for drunk under the influence citations.
Chief Irwin reviewed the Fire Department Budget. Discussion followed
regarding more publicity on the ambulance service and also on emergency
preparedness. Chief Irwin mentioned a new Multi Functional Emergency Plan now
in progress.
Public Works Director Ralph reviewed the Public Works Budget setting
forth four new Capital Improvement Projects budgeted from Gas Tax Funds.
It was moved by Council Member Boggs, seconded by Mayor Santangelo, and
unanimously carried to transfer funds set forth as Capital Improvement Project
No. 26-164 (Alley) to Project 26-164 (Citywide Sidewalk Repair).
Also discussed: Vacuuming of island areas and walls topped with plastic
and wood (locations Lakewood Blvd. south of Florence Ave. and Paramount
Blvd.).
Community Services Director Jarrett reviewed the Community Services
Budget Council discussed the positive value of the Chamber of Commerce Budget
(although Council Member Cormack urged they upgrade their business package),
program for Senior citizen trash rebate, and improvements at the threatre.
It was moved by Council Member Cormack, seconded by Council Member
Boggs (motion later withdrawn) that the City proceed with funds available
this fiscal year to build a meeting room, to be designated for use by the
Downey Civic Light Opera, at an approximate cost of $19,000, and that the
Downey Civic Light Opera be notified immediately of this action and estimated
date of completion. Further that the box office be controlled by City staff.
Director of Administrative Services Powell reviewed the Administrative
Services Budget. Discussion followed regarding a pro -active enforcement
business license program relative to transient and home office businesses.
RECESS:
The meeting recessed at 2:20 p.m. to closed session in the Council
Meeting Room for the purpose of labor negotiations. The meeting reconvened at
2:50 p.m. with all Council Members present.

Council Member Boggs commented on State Grants Fund (pg. 286) pointing
out a need for park improvements in District 1.
Community Services Director Jarrett responded to questions regarding
income of the Golf Course, estimating $1,000,000.00 next year. Council
discussed the feasibility of a major improvement at the Golf Course Club
House.
Council and staff discussed Transit (Prop A) Funds. Creative funding to
replace general fund budgeting was suggested. Some items discussed were
transit for recreation purposes, flexible transporation to shopping centers,
bus shelters, landscaping cleanup around bus areas, and Police Department
Security patrol of bus areas.
It was moved by council Member Barb, seconded by Council Member Cormack
(motion later withdrawn with understanding that a staff report will follow
regarding feasibility) to transfer funds from Prop A to equal the cost of
Police Department security patrol of bus areas, thus relieving the general
fund. The motion was amended (amendment later withdrawn) to include school
bus areas.
Council Member Paul was excused at 3:15 p.m.
Council discussed Civic Center landscaping, and a possible firmer policy
regarding dress code of Civic Center workers; uniforms were discussed.
The Capital Project Preliminary Budget was reviewed.
Community Services Director Jarrett advised that architects are being
considered for the Olympic Swimming Pool project at Downey' High School. A
report to follow at the June 9th Council Meeting.
ORAL COMMUNICATIONS: There were none.
ADJOURNMENT:
Mayor Santangelo adjourned the meeting at 3:45 p.m. to an Adjourned
Regular Meeting at 6:00 p.m. on Tuesday, May 26, 1987, in the Council Chamber
of the Downey City Hall.
