ADJOURNED REGULAR MEETING
MAY 18, 1987
The City Council of the City of Downey held an adjourned regular meeting
at 1:00 p.m., May 18, 1987, in the Council Chamber of the Downey City Hall,
Mayor James S. Santangelo presiding.

BUDGET STUDY SESSION:
City Manager Davis summarized the City Manager's Transmittal Letter set
forth in the front of the Preliminary Budget.
Council discussed fee and charge revenue. Concerns were that fees keep
up with costs to avoid general tax base subsidizing. A monitor system and
formula for increase were suggested.
Director of Community Development Cutts reviewed the Community
Development Department Budget. Discussion followed regarding leeway for
staff to allow for variances to the code; the procedure for contract plan
check; pro -active enforcement priority to those codes that definitely affect
the community; the pigeon/rat problem; narrow lot development; and the status
of the housing and rehabilitation program.
Mr. Yotsuya reviewed the City Council and City Attorney Budgets and
discussion followed regarding expenditure for a word processor for the City
Council secretary. Also discussed was the basic legal fees to the City and
general litigation costs.
City Clerk -Treasurer Young reviewed the City Clerk -Treasurer Budget.
Brief discussion of the Clerk -Treasurer title followed and it was pointed out
there are no funds budgeted should there be a special election.
City Manager Davis reviewed the City Management Budget.
Director of Administrative Services Powell reviewed the Administrative
Services Budget. Discussion followed regarding a pro -active enforcement
business license program relative to transient and home office businesses.
RECESS:
The meeting recessed to closed session at 4:00 p.m. for the purpose of
Personnel Negotiation Matters. The meeting reconvened at 5:20 p.m. with all
Council Members present.

ADJOURNMENT:
The meeting adjourned at 5:25 p.m. to Wednesday, May 20, 1987 at 1:00
p.m. in the Council Chambers of the Downey City Hall.
