March 24, 1987
The City Council of the City of Downey held a regular meeting at 7:38 p.m.,
March 24, 1987, in the Council Chamber of the Downey City Hall, Mayor James S.
Santangelo presiding.

PRESENTATIONS
Mayor Santangelo introduced Mr. Jack Biggar, Vice -President of Tournament
of Roses. Mr. Jack Biggar and Mr. Jeff Smith, Tournament Liaison, accompanied
by several members of the Downey Rose Float Association, presented the Downey
1987 Float Portrait (Wings of a Dream), which received the Founder's Trophy
Award. Mr. Biggar congratulated the City on winning the award and also for the
City's thirty-three years of participation in the Tournament of Roses. Pictures
were taken.
Mayor Santangelo read in full a Proclamation proclaiming March 30, 1987 as
Health Fair Expo Day in Downey. Certificates of Appreciation were presented
to: Ms. Doris Ray, Chairman of the Volunteers representing the Red Cross, Mr.
Rod Spackman, representing Chevron Oil Company, Ms. Judy Anderson, Hospital
Council, and KNBC Channel 4. Pictures were then taken.
Mayor Santangelo read in full a Proclamation proclaiming the week of April
19 - 25, 1987 as National Secretaries Week. Ms. Ann St. Martin, Vice President,
and Ms. Janis Williams represented the Stellar Chapter of Professional
Secretaries. Pictures were taken.
Ms. Debbie Linn of the Los Angeles County -Community Development Department
presented a status report on the Rancho Los Amigos Development. She indicated
there will be a three-phase development, with Phase I starting mid -April.
Council questioned traffic control signing, signals, substance abuse property,
hospital facilities, and an Environmental Impact Report. She stated that the
County would return with an Environmental Impact Report for the whole
development, as well as a specific plan which will come before the Planning
Commission and the City Council as public hearings.

ORAL COMMUNICATIONS
Mr. Lennie Whittington, 8542 Manatee, Downey, commented on the new
suggestion box in the City Hall lobby; expressed concern that water should not
be cut off as a result of uncollected trash bills; and asked the purpose of the
6:00 p.m. Special Meeting, indicating concern as to employee negotiations by
Council Members who have family employed by the Police Department.

CONSENT CALENDAR
It was moved by Councilman Barb, seconded by Councilwoman Boggs, and passed
by the following vote to approve the Consent Calendar:
Minutes: Adjourned Regular Meeting, March 2,% 1987; and Regular Meeting,
March 10, 1987: Approved
Correspondence from Jay Price, Mayor Pro Tem, City of Bell, re status
report on Corridor A - So. Cal. Rapid Transit District: Received and filed.
Correspondence from Downey Chamber of Commerce regarding recognition of
Chamber as Lead Agency for 1987 Christmas Parade: Received and filed.
Rejection of Legal Claims: Ref. #849, Robert Vogel; Ref. #850, Paska
Juncaj; and Ref. #851, Dominic Daddado: Rejected
Cash Contract No. SS-382 (FAU) - Brookshire Ave., Firestone Blvd. to
Cherokee Dr.: Approve Change Order Nos. 1 and 2; accept improvements
under Cash Contract; accept maintenance responsibility for the street
improvements constructed; and appropriate additional funds in the amount
of $8,000 from unappropriated gas tax balances to Account No. 26-16382
for use on this project: Approved
Cash Contract No. 547 - Citywide Pedestrian Improvements: Award a unit
price contract for the basic bid only, totalling $29,515.00, to Damon
Construction Company for construction of sidewalk and wheelchair ramps:

COUNCILMANIC DISTRICT FOUR

ORDINANCE 140.
AN ORDINANCE OF THE CITY OF DOWNEY AMENDING
ARTICLE IV, CHAPTER 2, SECTIONS 4227 AND 4228
OF THE DOWNEY MUNICIPAL CODE RELATING TO
THE VACCINATION OF DOGS
The Ordinance was read title only. It was moved by Councilman Cormack,
second by Councilwoman Boggs, and passed by unanimous vote to waive further
reading and to adopt.
RESOLUTIONS
RESOLUTION NO. 4848
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ESTABLISHING FEE SCHEDULES FOR PLANNING CASES
The Resolution was read by title only. It was moved by Councilwoman Boggs,
seconded by Councilman Cormack, and passed by unanimous vote to waive further
reading and to adopt.
ADMINISTRATIVE REPORTS
It was moved by Councilman Barb, seconded by Councilman Cormack, and passed
by the following vote to authorize staff to begin work to Exchange $500,000 in
Prop A Funds for the 1987-88 fiscal year.

At the request of Councilwoman Boggs, Mr. Lee Powell, Director of
Administrative Services, clarified that there is a special reserve account for
funds exchanged, and he also outlined several uses for the funds.
Councilman Paul indicated his preference to use the funds for
transportation related needs.
Firestone Demonstration Project/Private Improvements was removed from the
agenda.

OTHER BUSINESS - City Council
Councilman Paul agreed with the progress being made by the Cheyenne Avenue
Revitalization Effort and commended the various personnel for putting this work
together.
Councilwoman Boggs commended staff for an excellent Sign Ordinance
presentation at the Chamber of Commerce Breakfast on March 24, 1987.
Councilwoman Boggs asked for follow-up on the nine restaurants in the City
that were previously not providing no smoking areas.
Councilwoman Boggs requested follow-up regarding safety glass adhesive film
on windows at City Hall.
Councilman Cormack inquired about the status on use of property beneath the
Water and Power right-of-way.
Mr. Yotsuya stated that 3,500 surveys should be mailed to Downey residents
next week.
Councilman Cormack asked about status of improvements at Wilderness Park.
Mayor Santangelo commended the staff on the outstanding handcrafted oak
suggestion box made available in the lobby.
The Council thanked Ross Dunton (Public Works dept.) for the beautiful
work.
ADJOURNMENT: 8:15 p.m.
