The City Council of the City of Downey held a regular meeting at 7:50 p.m.,
1986, in the Council Chamber of the Downey City Hall, Mayor James S. Santangelo
presiding.

INVOCATION AND FLAG SALUTE
The Invocation was delivered by Robert Shand, City Clerk. The Flag Salute
was led by Councilman Paul.
PRESENTATIONS
Mayor Santangelo presented to Mr. Gary George, member of the Downey
Exchange Club, a Proclamation commending the Exchange Club for implementing a
program of "One Nation Under God."
Mayor Santangelo read a Proclamation designating November 6, 1986, as a Day
of Spiritual Rededication in Downey.
HEARINGS
Mayor Santangelo opened the hearing on Zone Change Case No. 232, 12808
Woodruff Avenue. He inquired if the City Clerk had the Proof of Publication,
and the response was yes.
It was moved by Mayor Pro Tem Boggs, seconded by Councilman Barb, and so
ordered to receive and file the Proof.
Mr. Cutts reported on the request to rezone property from R1-5000 to C-2
(General Commercial), which is developed with commercial buildings. Calvary
Chapel is in the process of converting the larger building for use as a church,
parochial school, and offices, and has also purchased the parcel on the south-
west corner of the site for use as a book store.
There was no correspondence received.
There being no one present to speak in favor or in opposition, it was moved
by Councilman Barb, seconded by Councilman Paul, and so ordered to close the
hearing.

The Ordinance was read by title only. It was moved by Councilman Cormack,
seconded by Councilman Barb, and passed by the following vote to waive further
reading and to introduce.
Mayor Santangelo stated for the record that he has talked to the City
Attorney, who feels this property is sufficiently removed from his property on
Woodruff to not have any effect.

turned the meeting over to Mayor Pro Tem Boggs.

PRESENTATION OF CERTIFICATES OF APPOINTMENT
Councilman Paul presented Certificates of Appointment to Pat Gomez of the
Downey Citizens Charter Review Committee, and Douglas Haydon of the Downey Civic
Center Corporation.
RESOLUTIONS: None
ADMINISTRATIVE REPORTS
Mr. Henriksen mentioned there are minor changes to the material presented
on Residential Refuse Rate Adjustment, Exhibit D, which outlines the new rates
proposed for residential and multiple units. He noted that one of the major
items in this year's increase, which has not been reflected or been a factor in
the past, is the 549 percent increase in liability insurance from $51,352 for
the fiscal year ending June 30, 1985, to $333,253 for the fiscal year ending
June 30, 1986. The 27-cent per customer increase equates to $6.17 for single
family residences and $5.32 for multiple units.
Mayor Santangelo asked if there would be some possible insurance relief if
Calsan were to join a consortium for other refuse collectors.
Mr. Maury Adnoff, President of Calsan, Inc., 9821 Downey -Norwalk Road,
Downey, replied he presently belongs to the California Disposal Association,
which has eight chapters in the Southern California district, and he is also
part of the National Solid Waste Association. He indicated there has been some
discussion about starting an insurance company that would encompass most of the
refuse haulers, but presently they are working on hazardous waste insurance
because those carriers are having difficultly obtaining insurance. Mr. Adnoff
then commented on his attempts to obtain insurance and noted his liability
insurance will be expiring November 31st. During discussion, he also noted the
early daily closing of landfills and the high charges imposed and said he is now
using a landfill in Pomona. As soon as he learns something about an insurance
consortium, he will pass the information on to the City.
Mr. Lennie Whittington, 8542 Manatee, said he is not against the increase
but mentioned the fact that trash pickup is billed to every citizen three months
in advance, and he feels this should be considered.
It was moved by Councilman Cormack, seconded by Councilman Barb, and passed
by unanimous vote to approve the new refuse collection rates of $6.17 per month
for single family residences, $5.32 per unit per month for multiple unit resi-
dences, and the new formula for future adjustments in rates as noted. (Multiple
units include up through six units per property. Large apartment units are
handled by private commercial haulers and are not controlled by this contract.)
ITEMS REMOVED FROM CONSENT CALENDAR
RESOLUTION NO. 4820
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING A PARTICIPATION AGREEMENT BY AND BETWEEN THE
COMMUNITY DEVELOPMENT COMMISSION AND ROBERT J. AND
FRANCES E. FLYNN; DETERMINING THAT THE CONSTRUCTION OF
CERTAIN PUBLIC IMPROVEMENTS ON OR ADJACENT TO THE SITE
IS OF BENEFIT TO REDEVELOPMENT PROJECT AND THE IMMEDIATE
NEIGHBORHOOD IN WHICH THE PROJECT IS LOCATED; DETERMINING
THAT THERE ARE NO OTHER REASONABLE MEANS OF FINANCING
SAID IMPROVEMENTS; AND AUTHORIZING THE EXECUTION AND
DELIVERY OF SAID PARTICIPATION AGREEMENT
Responding to a request for clarification, Mr. Cutts said the Resolution
states the City Council approves of the Resolution adopted by the Community
Development Commission.

The Resolution was read by title only. It was moved by Mayor Pro Tem
Boggs, seconded by Councilman Cormack, and passed by unanimous vote to waive
further reading and to adopt.
At the request of Councilman Paul, the Resolution appointing Thomas White,
Jr., to the Personnel Advisory Board, Dist. 2, was continued to the next
meeting.
OTHER BUSINESS - Staff Members
Mr. Henriksen announced that lights have been obtained to illuminate the
City Hall Flag poles.
OTHER BUSINESS - City Council
Mayor Pro Tem Boggs mentioned he has purchased a book entitled "Roberts
Rules of Order," which she asked Councilman Cormack to autograph.
Mayor Pro Tem Boggs then gave a brief update on Refurbishing Vacant Homes
on Adoree Street in the I-105 Freeway Corridor, noting that she has met with
staff persons from Caltrans and that this matter is now progressing. She also
thanked City staff for its assistance.
Councilman Paul presented a Birthday Cake to Councilman Cormack.
Councilman Paul complimented Chief Martin on the recent Physical Fitness
and Ultra -Light Patrol Programs that appeared in the publication for the Los
Angeles County Peace Officers Association.
Mayor Santangelo noted his appearance on the "Meet the Mayor Program" with
Tom Fransden on Channel 9 and said video copies are available.
ADJOURNMENT: 8:32 p.m.
The meeting was adjourned to 6:30 p.m., November 10, 1986, in the Council
Chamber of the Downey City Hall, for closed session. At 7:30 p.m., the Council
will conduct its regular meeting (November 11, 1986, is Veteran's Day holiday).
