OF THE CITY OF DOWNEY
REORGANIZATION DING
JULY 1, 1986
The City Council of the City of Downey held a reorganization meeting at
7:30 p.m., July 1, 1986, in the Council Chamber of the Downey City Hall, Mayor
Bob Davila presiding.
PRESENT: Council Members:
Bob Davila Mayor
James S. Santangelo Mayor Pro Tem
Diane P. Boggs
Robert G. Cormack
ABSENT: Randall R. Barb (excused)
ALSO PRESENT: Don Davis, City Manager
Robert L. Shand, City Clerk -Treasurer
James R. Cutts, Director of Community Development
Ronald Irwin, Fire Chief
James R. Jarrett, Director of Community Services
William Martin, Police Chief
Lee Powell, Director of Administrative Services
William A. Ralph, Director of Public Works
Scot Yotsuya, Assistant to the City Manager
Judy McDonnell, Executive Secretary
The invocation was delivered by Monsignor John M. Young, Our Lady of
Perpetual Help. The Flag Salute was led by Terry Lambros, Vice -Chairman of the
Planning Commission. _
.Mayor Davila extended his appreciation on being able to serve as Council
Member and Mayor of the City, which he said has been a most rewarding experience
and commented on the accomplishments of the City throughout his term on the
Council. He thanked his wife and family members for their support, as well as
members of City staff, boards and committee members, and extended best wishes to
incoming Mayor James Santangelo.
RESOLUTION NO. 4775
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION CONSOLIDATED WITH THE PRIMARY ELECTION AND
HELD IN SAID CITY OF DOWNEY ON THE 3RD DAY OF JUNE, 1986,
DECLARING. THE RESULT THEREOF AND SUCH OTHER NATTERS AS
ARE PROVIDED BY LAW
The Resolution was read by title only. It was moved by Councilman Cormack,
seconded by Councilwoman Boggs, and passed by the following vote to waive
further reading and to adopt.
AYES: 4 Council Members: Santangelo, Boggs, Cormack, Davila
ABSENT: 1 Council Member: Barb
Mr. Shand administered the Oath of Office to Newly -Elected Council Member
Roy L. Paul and presented him with the Certificate of Election.
Councilman Paul was then seated with the City Council.
The Mayor's Chair was turned over to Mr. Shand, who declared the office of
Mayor open and asked for nominations.
It was moved by Councilman Cormack and seconded by Councilwoman Boggs to
nominate Councilman James S. Santangelo as Mayor of the City of Downey.
There being no further nominations, it was moved by Councilman Cormack and
seconded by Councilwoman Boggs to declare the nominations closed.
Roll call vote on motion to elect Councilman James S. Santangelo as Mayor:
AYES: 4 Council Members: Boggs, Cormack, Paul, Santangelo

Mayor Santangelo declared the office of Mayor Pro Tempore open.
It was moved by Councilman Cormack and seconded by Councilman Paul to
nominate Councilwoman Diane P. Boggs as Mayor Pro Tempore of the City of Downey.
There being no further nominations, it was moved by Councilman Cormack and
seconded by Councilman Cormack vote to declare the nominations closed.
Roll call vote on motion to elect Councilwonman Boggs as Mayor Pro Tempore:
AYES: 4 Council Members: Boggs, Cormack, Paul, Santangelo
ABSENT: 1 Council Member: Barb
Mayor Santangelo introduced his wife, Rosell, and other family members; the
City Council Members; and staff members. He also asked that board and
commission members to stand and be recognized. Mayor Santangelo then outlined
his proposed accomplishments for the coming year.
Mayor Santangelo presented a plaque, tietack, and certificate to former
Mayor Bob Davila.
On behalf of City staff, Mr. Davis presented former Mayor Davila a scrap
book which depicts his year as Mayor.
Mrs. Santangelo presented a bouquet of flowers to Mrs. Davila.
Mayor Santangelo presented the First Lady Necklace to his wife, Rosell.
Each of the Council Members introduced members of their family, friends,
and dignitaries present in the audience.
The meeting was adjourned at 8:17 p.m.
