OF THE CITY OF DOWNEY
SPECIAL CALLED MEETING
JUNE 19, 1986
The City Council of the City of Downey held an a special called meeting at
2:00 p.m., June 19, 1986, in the Council Chamber of the Downey City Hall, Mayor
Pro Tem James S. Santangelo presiding.

Continuation of Study Session - City of Downey Budget for Fiscal Year
1986-87
Mr. Cutts discussed the number of employees staffing the Code Enforcement
Program and suggested hiring another Administrative Clerk II, which would free
the Code Enforcement Officers for more field work. He noted that the Code
Enforcement Officers are handling more complaints than they have in the past,
and many of the cases end up with the City Prosecutor and in court. Mr. Cutts
mentioned that certain office equipment ill also be necessary in conjunction
with the Administrative Clerk II position. He responded to questions of the

Councilwoman Boggs proposed that the Administrative Clerk II and additional
equipment be placed on the list for consideration.
Mr. Cutts indicated he will prepare a budget of the cost for the Adminis-
trative Clerk II and additional equipment and bring it back to the Council.
Mr. Cutts commented on the Chamber of Commerce budget, noting that $20,000
has been placed in the budget, which is consistent with last year. The Chamber
has sent a letter requesting an additional $20,000.
Councilwoman Boggs would like each organization seeking funds to submit
their budget expenditures for the past three years.
Discussion followed.
Mr. Davis mentioned since the last Budget study session one area has been
added pertaining to Drug Awareness and Drug Enforcement Program.
Chief Martin explained a new law went into effect allowing for the billing
of drunk drivers involved in traffic accidents to cover the costs for investi-
gation, etc. The funds generated would cover the drug awareness program in the
schools, and it is recommended those funds be earmarked for that purpose.
Mayor Pro Tem Santangelo requested a report on the program prior to the
Budget hearing.
Mr. Ralph commented on the Street Sweeping Budget noting the changes
recommended to increase the service. Posting the streets would generate

sufficient funds to pay for the street sweeping program. He will bring informa-
tion back on contract sweeping and posting the City on street sweeping days.
Discussion on replacing damaged sidewalks with black asphalt or concrete
will be held pending a report from Mr. Ralph.
Mayor Pro Tem Santangelo called for discussion on the City Book Budget.
It was moved by Councilwoman Boggs and seconded by Councilman Cormack to
leave $10,000 in the budget to purchase more books for the Library and to
proceed with the possibility of adding a Librarian Cataloguer for $18,810. (See
later motion.)
Councilman Barb said if new programs are proposed, then permanent, on -going
funding sources should be considered.
Mrs. Jenkins responded to questions regarding the request for a cataloguer.
Mr. Davis recommended the Council not add anything to the Budget or addi-
tional people until after the study sessions and workshops in September to see
what the financial condition of the City will be in the future.
Councilman Cormack commented on the need to increase the City's income and
noted the Trash -to -Energy Program being undertaken in the City of Commerce,
which was previously considered by Downey.
It was moved by Councilwoman Boggs and seconded by Councilman Cormack to
add $18,810 to the Library Budget for a cataloguer; $4,500 to the Rose Float
Association for use of the Theatre for the Miss Downey Pageant the same arrange-
ment as last year which totals $23,310; $12,000 for hand -sweeping for the Public
Works Department; and approximately $20,000 for an Administrative Clerk II, as
items to be considered at the budget hearing on June 24th.
Following discussion, it was moved by Councilwoman Boggs and seconded by
Councilman Cormack to amend the motion by withdrawing the figures and have staff
report back.

It was moved by Councilman Barb, seconded by Councilwoman Boggs, and so
ordered to hold tree trimming in the amount of $20,000 until September.
It was so ordered to hold community grants for Campfire, WICS, Proj Info,
YES, SCAD and SECIL to September.
It was moved by Councilwoman Boggs, seconded by Councilman Cormack, and so
ordered to consider the Rose Float Association in the amount of $4,500 in the
Budget hearing.
It was moved by Councilwoman Boggs and seconded by Councilman Cormack to
consider the Senior Citizen Rebate, We Tip, and Cerritos Corridor in September.
Following discussion, the motion and second were withdrawn.
It was moved by Councilwoman Boggs, seconded by Councilman Cormack, and so
ordered to have the Senior Citizen Rebate and We Tip scheduled for September and
that Cerritos Corridor be considered during the Budget hearing. .
Discussion was held regarding the request of the Downey Chamber of Commerce
for an additional $20,000. It was removed from the Budget List.

It was moved by Councilwoman Boggs, seconded by Councilman Cormack, and so
ordered to consider the Librarian Cataloguer during the Budget hearing.
It was moved by Councilman Cormack and seconded by Councilwoman Boggs to
consider the Code Enforcement Program during the Budget hearing with instruc-
tions that staff take a further look to see if there is another way the program
can be handled.
Councilwoman Boggs would like to see the Code Enforcement Program separated
between the position and equipment and look at alternatives in equipment.

ordered to consider concrete sidewalk work in September.
It was moved by Councilman Cormack, seconded by Councilwoman Boggs, and so
ordered to consider street sweeping in September.
It was moved by Councilwoman Boggs, seconded by Councilman Cormack, and so
ordered to consider the Unified Computer System in September.
It was moved by Councilwoman Boggs, seconded by Councilman Cormack, and so
ordered to consider the Drug Awareness Resistance Program (DARE) during the
Budget hearing.
It was moved by Councilwoman Boggs, seconded by Councilman Cormack, and so
ordered to consider City -owned Parking Lots in September.
It was moved by Councilwoman Boggs, seconded by Councilman Cormack, and so
ordered to leave the $10,000 additional amount for purchasing of supplies in the
Library Book Budget as in the printed budget.
It was moved by Councilman Barb, seconded by Councilwoman Boggs, and so
ordered that the Budget be adopted with the exception of new Capital Projects
and the Civic Center sign, which would not be approved until Council reviews
them.
It was moved by Councilman Cormack, seconded by Councilwoman Boggs, and so
ordered to delay Capital Outlay Projects until the second meeting in July.
It was moved by Councilman Cormack, seconded by Councilwoman Boggs, and so
ordered that consideration be given to controlling commercial and industrial
rubbish in the Trash -to -Energy program.
Mr. Ralph said this can be included in the franchise.
Mayor Pro Tem Santangelo asked that all employees be invited to the Mayor
Transition Ceremony on July lst.
The meeting was adjourned at 4:00 p.m. to 6:55 p.m., June 24, 1986, in the
Council Chamber of Downey City Hall.
