ADJOURNED REGULAR MEETING
JUNE 5, 1986
The City -Council of the City of Downey held an adjourned regular meeting
at 2:30 p.m., June 5, 1986, in the Council Chamber of the Downey City Hall,
Mayor Bob Davila presiding.

Scot Yotsuya, Assistant to the City Manager
Continued Study of City of Downey Budget for Fiscal Year 1986-87
Mr. Yotsuya reviewed the Cable TV - Public Access Budget, which
represents a combination of General Fund money and Community Access Funds.
Responding to questions, he explained that at the request of Rogers Cable and
after lengthy negotiations, the City last year approved reducing the community
access fund payment from $300,000 to $50,000. Rogers has again requested con-
tinuing the financial relief at the same amount for one more year.
Councilman Cormack arrived at the meeting at 2:43 p.m.
Councilman Cormack has received input from constituents that the Communi-
cator appears to be a recreation publication rather than an overall City
publication, and he feels this needs to be changed.
Discussion was held regarding legal fees related to Cable TV.
It was moved by Councilman Santangelo, seconded by Councilman Barb, and
passed by unanimous vote to approve the projected expenditures for the Cable
TV - Public Access Budget.
Chief Irwin reviewed the Fire Department Budget and responded to
questions of the Council.
Discussion was held regarding the Paramedic Program and transporting
patients to the hospital. It was noted people are given the option of signing
a waiver if they elect to be transported to a hospital that is not a licensed
emergency facility.
Chief Irwin commented on the request for a supervisor in the Fire Commu-
nications Center and discussed the Emergency Preparedness Program.
It was mcvc� by Councilman Cormack, seconded by Councilman Santaiiyci,,,
and passed by unanimous vote to approve the Fire Department Budget.
Mr. Jarrett reviewed the Community Services Budget and responded to
questions of the Council.
Discussion was held regarding use of credit cards for recreation
programs.
It was moved by Councilman Santangelo and seconded by Councilman Cormack
to continue to support the Miss Downey Pageant sponsored by the Downey Rose
Float Association.

Councilwoman Boggs said a look needs to be taken on how the associations
raise funds.
Mr. Davis suggested earmarking funds from the Social Services Grant.
Councilman Barb called for review of all the requests for funds.
The motion and second were withdrawn and it was requested contribution
for the Miss Downey Pageant be placed on the list for further consideration.
The meeting was adjourned at 4:27 p.m. to 6:30 p.m., June 10, 1986, in
the Council Chamber of Downey City Hall.
