ADJOURNED REGULAR MEETING
JUNE 4, 1986
The City Council of the City of Downey held an adjourned regular meeting at
2:00 p.m., June 4, 1986, in the Council Chamber of the Downey City Hall, Mayor
Bob Davila presiding.

ORDINANCE NO. 823
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING AN AGREEMENT WITH THE DOWNEY UNIFIED SCHOOL
DISTRICT FOR THE CONSTRUCTION AND OPERATION OF A
SWIMMING POOL IN THE CITY OF DOWNEY
The Ordinance was read by title only. It was moved by Councilman
Santangelo, seconded by Councilwoman Boggs, and passed by unanimous vote to
waive further reading and to adopt.
Study Session - City of Downey Budget for Fiscal Year 1986-87
Mr. Roy Paul, Councilman -Elect, was invited to sit with the Council during
its review of the Budget.
Mr. Davis commended staff for its cooperation in developing the Budget,
noting there was almost $2 million shortfall between revenue estimates and
budget requests when the Budget process began. A balanced Budget is presented
at this time. He commented on the increase in the General Fund Budget; in-
creases in insurance premiums; and absorption of new equipment Capital Outlay
items in the General Fund Budget. Mr. Davis mentioned information has been
received from the Federal Government that the City will receive a one-time
partial Revenue Sharing payment of around $70,000 which has not been included in
the Budget document. Noting problem areas needing to be faced in the future, he
recommended after the Budget is adopted that Council and staff discuss what the
direcion will be in the future regarding service levels and increased revenues.
During review of capital outlay requests, Councilwoman Boggs suggested
leaving the word processing unit requested for the City Manager's office in the
Budget because of the work load in that office.
Mr. Ralph reviewed the Public Works Budget.
Councilwoman Boggs would like to see some shifting of funds to provide for
concrete repair of sidewalks.
A discussion was held regarding maintaining the tree trimming program.
It was moved by Councilman Santangelo, seconded by Councilman Barb, and
passed by unanimous vote to place the $20,000 for tree trimming on a list to be
considered following review of the budget.
Councilwoman Boggs suggested taking a further look at the concrete crew and
that it be added to the list of items to be reviewed.

It was moved by Councilman Santangelo and seconded by Counclman Cormack to
not repair any concrete on sidewalks with black asphalt.
Mr. Ralph explained the reason the black asphalt is used and agreed to come
back with alternatives.
The motion and second were withdrawn.
Mayor Davila has received complaints from senior citizens about a sidewalk
that was closed when the condominium project was built near Meadow Park School,
and he asked if another sidewalk or trail could be constructed around the wall
of the project. He directed staff to work with the County on this matter.
Mayor Davila declared a recess from 3:25 p.m. to 3:40 p.m. The meeting
resumed with all Council Members present.
Councilman Santangelo feels the street sweeping program needs improvement.
Councilwoman Boggs suggested consideration be given to no parking on
certain days for street sweeping and that the County provide the cleaning of its
streets.
On page 199, the reference to street sweeping on holidays was deleted.
Councilman Barb commented on the need for periodic checks of gardeners and
plumbers, people who work in the neighborhoods, to see that they have a business
license and proper permits.
Councilman Barb feels there should be uniformity of word processing equip-
ment throughout City Hall.
Staff will bring back a report.
It was moved by Councilman Santangelo, seconded by Councilwoman Boggs, and
passed by the following vote to approve the requested appropriation for the City
Council Budget.
Responding to a question, Mr. Yotsuya commented regarding the Council's
previous decision to not join the National League of Cities.
Councilwoman Boggs questioned if cities benefit from this organization
whether or not they are a member and requested further information.
It was directed that the item for consulting services - lobbiest to analyze
State Legislation be brought back to the Council.

Review of the City Attorney Budget was deferred until after the June loth
Council Meeting.
Mr. Shand reviewed the City Clerk -Treasurer Budget. It was moved by
Councilman Santangelo, seconded by Councilman Cormack, and passed by unanimous
vote to approve.
Mr. Davia reviewed the City Manager Budget. It was moved by Councilman
Santangelo, seconded by Councilman Cormack, and passed by unanimous vote to
approve.
Mr. Powell reviewed the Administrative Services Budget.

offices of the City and suggested seeking a proposal.
Mr. Powell will research.
It was moved by Councilman Santangelo, seconded by Councilman Barb, and
passed by unanimous vote to approve the anticipated expenditures for the
Administrative Services Budget.
It was moved by Councilman Santangelo, seconded by Councilman Barb, and
passed by unanimous vote to approve the estimated expenditures for the Public
Works Budget.

The meeting was adjourned at 4:46 p.m. to 2:30 p.m., June 5, 1986, in the
Council Chamber of Downey City Hall, for continued Budget Study Session.
