MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
SPECIAL CALLED MEETING
APRIL 21, 1986
The City Council of the City of Downey held a special called meeting at
6:00 p.m., April 21, 1986, in the Green Room of the Downey Community Theatre,
Mayor Bob Davila presiding.

Joint Meeting with the Board of Education, Downey Unified School District,
regarding Proposed Olympic Swimming Pool Development
The Invocation was delivered by Mr. Morris. The Flag Salute was led by
Dr. Riley.
Discussion was held regarding establishing ground rules for participation
in the topic to be discussed. It was agreed to limit speakers to a
spokesperson.
Mr. Rivers spoke in favor of the swimming pool program and stongly advo-
cated obtaining the $500,000 State Grant, stressing the need for proposed
specifications, i.e. "build the pool right for the proper purposes."
Mr. Tom McQuade, 12211 Samoline, commented on the dilapidated condition of
the Downey High School swimming pool and favored obtaining funds from
Sacramento. He also urged close scrutiny for ongoing costs after completion of
the pool.
Chairman Mayes called for a show of hands of people in favor of the pool.
The results were unanimous with only one person indicating disfavor.
Mayor Davila commented on specific uses and costs to be shared for the
maintenance of the pool and also emphasized the understanding of mutual use of
the swim pool by the School District and the City.
Councilwoman Boggs asked for clarification by staff on limitations for
using the $500,000 grant.
Mr. Jarrett explained the intended sharing of the $500,000 grant under the
terms of a joint powers development operating agreement between the City and
the School District.
Mr. Temple favors having the staff personnel research and prepare a report
reflecting the actual figures for construction and maintenance of the proposed
swimming pool.
Councilman Santangelo is greatly concerned and questions why it is taking
so long to establish firm specifications involving pool size, cost of the pool,

etc. He stressed the need to agree on the proper size of the pool and getting
out the specifications as soon as possible for bid purposes.
Chairman Mayes indicated the School Board and City Council need to
determine whether they are ready to move forward on the project and direct
staff to obtain details and proceed with the specifications.
Mrs. Hoffer commented on obvious areas other than the swim pool that
require refurbishing and noted there is not enough money for everything needed.
Councilman Cormack stressed the need for an ongoing expense analysis and
said the City is willing to assist the School District on this matter.
Mr. LaPlante asked for full support from all concerned parties and said
now is the time to get on with the project and build the pool. The pool is to
be 25 yards by 50 meters as required for an Olympic pool.
Councilman Cormack said the Council will advise City staff as to what will
be necessary to proceed.
Mrs. Horney emphasized the need for starting immediately to address all
problems related to the project. No one has yet voted on this project. She
said what appears to have started out as a 50-50 split program now seems to
lean more toward 75 percent for the schools. She also emphasized the need to
establish controls of the pool during the peak recreation session. Mrs. Horney
called for a financial commitment from the City and said the cost of the school
property must be considered ($325,000). Figures are needed that include the
cost of the entire facility, i.e. pool, locker rooms, etc.
Brief discussion followed regarding possible liability problems involved
with the pool.
Mr. Jarrett indicated the date for executing an agreement with the State
is June 30, 1986. However, he would like to forward the agreement to the State
in May for review prior to final action.
Dr. Sussman questioned whether the pool would be classified for multiple
use. He also said the School Board would have to take action on the agreement
May 5 or May 19 at the very latest.
Councilwoman Boggs said she has not voted to approve the pool but did vote
to apply for funds. She wants more details as to what kind of money will be
considered.
Mrs. Horney requested the School Board to go along with the City Council
for the project. She called for definitive figures.
Councilman Santangelo reiterated that things are moving very slowly, and
he wants to see something more substantial in the way of cost figures and
specifications.
Councilman Cormack questioned how much more it will cost to maintain a new
swimming pool according to today's standards.
Councilman Santangelo said maintenance would probably be distributed 80
percent for the school and 20 percent for the City.
The overall concensus of both groups was to refer the matter to their
respective staff for reporting the total costs back to the School Board and
City Council. Another joint meeting would then be conducted to consider the
agreement. City Council will have (1) specifications on the pool; and (2)
estimate of operating costs.
Chairman Mayes invited the Council Members to attend the April 29th dedi-
cation of the Manuel Gallegos Administration Center on Brookshire Avenue.
The meeting was adjourned at 7:05 p.m.
