HomeMy WebLinkAboutMinutes-02-25-86-Adjourned Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING FEBRUARY 25, 1986 The City Council of the City of Downey held an adjourned regular meeting at 5:50 p.m., February 25, 1986, in the Council Chamber of the Downey City Hall, Mayor Bob Davila presiding. PRESENT: Council Members: Bob Davila Mayor James S. Santangelo Mayor Pro Tem Diane P. Boggs Robert G. Cormack Randall R. Barb ALSO PRESENT: Don Davis, City Manager Carl K. Newton, City Attorney William A. Ralph, Director of Public Works Lee Powell, Director of Administrative Services William F. Martin, Police Chief Ronald Irwin, Fire Chief James R. Jarrett, Director of Community Services Martin Mayer, City Prosecutor Jeff Allred, Director of Personnel Kevin O'Connor, Theatre Manager Jake Wager, Redevelopment Manager Scot Yotsuya, Assistant to the City Manager Robert L. Shand, City Clerk -Treasurer Mr. Davis explained the Council has been provided with a comprehensive survey of the Management Compensation Plan for its review and consideration. It is suggested it be implemented on a two-year basis, and staff has attempted to establish recommended salary ranges on the basis of competitive salary levels. Councilwoman Boggs commented on her experience in determining salaries in the public sector and questioned the cities selected as benchmark cities. Mr. Powell explained the criteria used in selecting benchmark cities, which included population similar to Downey's and full -service cities. When another question was raised on how salary levels in the public sector compare to the private sector, he said it has not been his experience to use any comparisons that included the private sector, although some cities do so. Councilwoman Boggs said there is one area in Community Services that is below what she feels it should be. Councilman Santangelo inquired regarding the proposed increase for Police Captain. Councilman Cormack's remarks concerned the pay ratio between the Foreman position and the people under supervision. Mr. Powell explained the salary difference between the City Engineer and the Director of Community Services. Councilwoman Boggs values services in the City and is afraid of losing valuable staff to competitors. Mayor Davila recessed the meeting to closed session from 6:10 p.m, to 6:40 p.m. for the purpose of discussing personnel matters. The meeting resumed with all Council Members present. Mayor Davila stated there was no action taken in closed session required to be announced. It was moved by Councilman Barb, seconded by Councilman Santangelo, and passed by unanimous vote to have items of specific performance brought back with the additions as discussed by Council. Council Minutes 2/25/86 (adj.) -1- �%�13 Mayor Davila announced the Council will be recessing to closed session to discuss personnel matters and pending litigation under the provisions of Section 54956.9 - Government Code, as follows: 1. Three Subdivision (a) matters: People vs. Confirmed Word Faith Center; People vs. Gonzalez; and People vs. Glaser. 2. Two Subdivision (b) matters. The meeting was then recessed to closed session from 6:45 p.m. to 7:50 p.m. and resumed with all Council Members present.
