HomeMy WebLinkAboutMinutes-10-01-85-Adjourned Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING OCTOBER 1, 1985 The City Council of the City of Downey held an adjourned regular meeting at 5:07 p.m., October 1, 1985, in the Council Chamber of Downey City Hall, Mayor Bob Davila presiding. PRESENT: Council Members: Bob Davila Mayor James S. Santangelo Mayor Pro Tem Diane P. Boggs Robert G. Cormack Randall R. Barb ALSO PRESENT: Don Davis, City Manager Pro Tem Carl K. Newton, City Attorney James R. Cutts, Director of Community Development Lee Powell, Director of Administrative Services Robert L. Shand, City Clerk -Treasurer Mayor Davila announced the council will be recessing to closed session for discussion of personnel matters, confidential information, and one matter of pending litigation under the provisions of Section 54956.9 - Government Code, Downey CAREs vs. City of Downey, et al. The meeting was then recessed to closed session from 5:07 p.m. to 7:35 p.m. and resumed with all Council Members present. Mayor Davila announced there was no action taken in closed session. ORDINANCE NO. 804 _ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECLARING A MORATORIUM ON THE INSTALLATION OF SATELLITE DISH ANTENNAS ON PROPETIES IN THE CITY OF DOWDY PENDING ESTABLISHMENT BY THE CITY OF ZONING REGULATIONS FOR SUCH USE; SAID ORDINANCE TO BE ADOPTED AS AN URGENCY ORDINANCE PURSUANT TO SECTION 511 OF THE DOWNEY MUNICIPAL CHARTER SECTION 65858 OF THE GOVERNMENT CODE Mr. Cutts explained the Planning Commission has recommended adoption of an urgency Ordinance concerning installation of satellite dish antennas because decisions and recommendations are not ready at the Commission level for Council consideration. The Commission will be conducting a hearing on this matter on October 2nd. Mr. Joel Lubin, 7820 Allengrove, expressed concern that certain facts are not being considered with regard to the number of antennas in the City, where they are, and how many would be in violation. He suggested Council not pass the Ordinance unless it gives guidance on how it wants this matter studied. Councilwoman Boggs concurred with sending guidelines to the Commission for considering the aesthetics of the community. Mr. Cutts said the Planning Commission has studied this matter at a number of meetings and is looking at development standards. Mayor Davila favors an Ordinance to protect the City from blight. A change was noted in the third paragraph of the Ordinance, third line, wherein the word "due" was inserted between "antennas" and "to." The Ordinance was read in its entirety. It was moved by Councilman Cormack, seconded by Councilman Santangelo, and passed by unanimous vote to adopt. Mayor Davila declared a recess at 7:50 p.m., at which time the Council convened as the Community Development Commission. During the Commission meeting Councilman Santangelo was excused at 7:57 p.m. Council Minutes 10/1/85 (adj.) -1- The meeting resumed at 8:00 p.m, with Council Members Boggs, Cormack, Barb, Davila present; Council Member Santangelo absent. RESOLUTION NO. 4646 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DONNEY DESIGNATING REDEVELOPMENT SURVEY AREA FOR STUDY PURPOSES The Resolution was read by title only. It was moved by Councilman Barb, seconded by Councilman Cormack, and passed by the following vote to waive further reading and to adopt. AYES: 4 Council Members: Boggs, Cormack, Barb, Davila ABSENT: 1 Council Member: Santangelo Mayor Davila announced the Council is recessing to closed session to discuss matters of litigation. The meeting was then recessed to closed session from 8:02 p.m, to 8:45 p.m, and resumed with Council Members Boggs, Cormack, Barb, Davila present; Council Member Santangelo absent. Mayor Davila announced there was no action taken in closed session. It was further announced the City Clerk will adjourn the October 8, 1985, Council Meeting for lack of a quorum. The meeting was adjourned at 8:47 p.m, in memory of Sandra Mathis, former reporter for the Herald American Newspaper. Robert L.
