OF THE CITY OF DOWNEY
REORGANIZATION MEETING
JULY 2, 1985
The City Council of the City of Downey held a reorganization meeting at
7:30 p.m., July 2, 1985, in the Council Chamber of the Downey City Hall, Mayor
Randall R. Barb presiding.
PRESENT: Council Members:
Randall R. Barb Mayor
Bob Davila Mayor Pro Tem
James S. Santangelo
Diane P. Boggs
Robert G. Cormack
ALSO PRESENT: Robert L. Shand, City Clerk -Treasurer
Judy McDonnell, Executive Secretary
The Invocation was delivered by Father Bob Gipson, St. Raymond's Catholic
Church. The Flag Salute was led by Councilman Cormack.
Mayor Barb asked past Council Members and Mayors present in the audience
to stand. He then commented on his past year as Mayor and the unanimity
displayed among the Council Members. He introduced the City Manager Pro Tem
and Department Heads present in the audience and discussed various programs
the City has been involved with including expanding the Police Department,
Paramedic Program and various Redevelopment issues. He then resigned as Mayor
and turned the Chair over to the City Clerk.
Mr. Shand declared the office of Mayor open and asked for nominations.
It was moved by Councilwoman Boggs and seconded by Councilman Santangelo
to nominate Councilman Bob Davila as Mayor of the City of Downey.
There being no further nominations, it was moved by Councilwoman Boggs,
seconded by Councilman Santangelo, and passed by unanimous vote to declare the
nominations closed.
Roll call vote on motion to elect Councilman Bob Davila as Mayor.
AYES: 4 Council Members: Santangelo, Boggs, Cormack, Barb
ABSTAIN: 1 Council Member: Davila
Bob Davila was declared Mayor of the City of Downey.
Mayor Davila declared the office of Mayor Pro Tempore open.
It was moved by Councilwoman Boggs and seconded by Councilman Cormack to
nominate Councilman James S. Santangelo as Mayor Pro Tempore of the City of
Downey.
There being no further nominations, it was moved by Councilwoman Boggs,
seconded by Councilman Cormack, and passed by unanimous vote to declare the
nominations closed.
James S. Santangelo was declared Mayor Pro Tempore of the City of Downey.
Mayor Davila expressed his appreciation to former Mayor Barb for the
outstanding work he has done the past year and hopes he will be able to do as
good a job. He thanked the Council Members, people and organizations present
this evening, and extended a special thanks to Father Gipson for delivering
the Invocation. Mayor Davila introduced family members and friends present in
the audience.
Mr. Tom Hagemann, representing Supervisor Peter Schabarum, congratulated
Mayor Davila on his election as Mayor. He then made a presentation of a
commendation to former Mayor Randall Barb for the efforts of working together
with the County and expressed the hope that the County and City can continue
to work together in harmony.

Mrs. Davila presented a bouquet of flowers to Mrs. Barb.
Mayor Davila presented the First Lady Necklace to his wife Gloria.
Mayor Davila presented a plaque, tietack, and certificate to Councilman
Barb for serving as Mayor.
The meeting was adjourned at 8:10 p.m.
