HomeMy WebLinkAboutMinutes-05-31-85-Adjourned Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING MAY 31, 1985 The City Council of the City of Downey held an adjourned regular meeting at 1:00 p.m. May 31, 1985, in the Council Chamber of the Downey City Hall, Mayor Randall R. Barb presiding. PRESENT: Council Members: Randall R. Barb Mayor James S. Santangelo Diane P. Boggs ABSENT: Bob Davila Mayor Pro-Tem (excused) Robert G. Cormack (excused) ALSO PRESENT: Bud Ovrom, City Manager James R. Cutts, Director of Community Development William A. Ralph, Director of Public Works Lee Powell, Director of Administrative Services William F. Martin, Police Chief Don Davis, Fire Chief James R. Jarrett, Director of Community Services Scot Yotsuya, Assistant to the City Manager Robert L. Shand, City Clerk -Treasurer Study Session - City of Downey Budget for Fiscal Year 1985-86 Mr. Ovrom said there is no significant change in the Budget format from last year, and he recommended a separate study session on Capital Projects because it is a separate document. He then commented on the City Manager message portion of the Budget, which includes the new Paramedic Program; Community Development Block Grant/Code Enforcement Officers; Full -Time Police Aides; Budgetary Reorganizations; Office Productivity Projects; Revenue Issues; Revenue Sharing; Capital Project Priority Setting; Sign Financing Assistance Program; and Other Changes. The Chamber of Commerce has requested that their contribution be increased from $20,000 to $40,000. The Budget reflects $20,000, the payment of which is proposed to come out of Revenue Sharing Funds. Councilwoman Boggs would be hesitant to grant a 100 percent increase since the cost of living index is used throughout the Budget. Councilman Santangelo requested a copy of the Chamber of Commerce Budget. During discussion, Mr. Cutts explained staff is working with the Chamber on establishing goals and objectives. Councilman Santangelo disagrees with the City establishing any goals for the Chamber of Commerce. Mr. Ovrom pointed out the need to know what the money is being spent on, since the City is only allowed to give the Chamber money for promotional purposes. He then continued with a review of the Budget, including sources of General Fund Revenues; General Fund Capital Outlay Requests; Summary of Resources; Equipment by Fund; and Authorized Manpower Levels. Mayor Barb declared a recess from 2:30 p.m. to 2:42 p.m. The meeting resumed with Council Members Santangelo, Boggs, Barb present; Council Members Davila, Cormack absent. Resuming with the Budget Study, the following departmental categories were reviewed: City Council: The Independent Cities Association has been deleted. The dues for League of California Cities has been transferred to the General Administration budget. Councilman Santangelo requested the Council receive one check instead of two for monthly reimbursement. Council Minutes 5/31/85 (adj.) The Council preferred to withhold any discussion on the Independent Cities Association until there is a full Council. The Council will review the Sister City visitations in the amount of $3,000. City Attorney: A City Attorney study is being prepared. Mr. Ovrom suggested this portion of the budget be held over until the study has been presented for Council review. City Clerk - Treasurer Budget: There were no corrections or deletions. City Manager Budget: No changes or deletions. Administrative Services Budget: Discussion was held regarding the projected amount for telephone charges shown in the Purchasing & Central Services budget. Questions were raised regarding retirement costs. There were no corrections or deletions. Mayor Barb declared a recess from 3:14 p.m. to 3:20 p.m. The meeting resumed with Council Members Santangelo, Boggs, Barb present; Council Members Davila, Cormack absent. Police Department Budget: Councilman Santangelo requested statistics on the Ultralight. There will be an increase of five cadets in Field Operations. Animal Control has been added to this budget. As a member of the Animal Control Board, Mayor Barb would like to negotiate the way SEAACA bills cities. There were no corrections or deletions. Fire Department Budget: There were no corrections or deletions. The Council scheduled the next Budget Study Session for 1:00 p.m., June 10, 1985. Councilman Santangelo requested a Council event calendar. It was moved by Councilwoman Boggs, seconded by Councilman Santangelo, and passed by the following vote to direct staff to publish the Final State- ment of Community Development Objectives and Projected Use of Funds and authorize the City Manager to submit the Statement of Community Development Objectives and Projected Use of Funds and execute all necessary documents in conjunction with the 1985-86 Community Development Block Grant. AYES: 3 Council Members: Santangelo, Boggs, Barb ABSENT: 2 Council Members: Davila, Cormack RESOLUTION NO. 4584 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DIRECTING THE APPOINTMENT OF DON DAVIS AS THE CITY MANAGER PRO TEMPORE OF THE CITY OF DOWNEY The Resolution was read by title only. It was moved by Councilman Santangelo, seconded by Councilwoman Boggs, and passed by the following to set the salary at $6,688 per month. AYES: 3 Council Members: Santangelo, Boggs, Barb ABSENT: 2 Council Members: Davila, Cormack It was moved by Councilman Santangelo, seconded by Councilwoman Boggs, and passed by the following vote to waive further reading and to adopt.
