Shand, City Clerk -Treasurer Judy McDonnell, Executive Secretary The meeting was called to order concurrently with the Community Develop- ment Commission. The Councilwhile the Commission conducted a hear enter into a certain Lease Agreement datedbetween the Commission and Brookshire D amount not to exceed $10 million for a medical building and boarding care'' bounded by Iowa Street, Davis Street, Secretary had the Proof of Publication hearing Partnership, Following the hearing and adoption of Resolution No. 165 by the Commission, the City Council adopted the following Resoluton: RESOLUTION NO. 4501 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY WITH RESPECT TO THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF DOWNEY ENTERING INTO THE LEASE AGREEMENT FOR THE PURPOSE OF FINANCING MEDICAL OFFICE BUILDING AND RETIREMENT CARE FACILITY OF BROOKSHIRE PARTNERSHIP The Resolution was read by title only. It was moved by Councilman Santangelo, seconded by Councilman Davila, and passed by unanimous vote to waive further reading and to adopt. The Council Meeting was called to order again at 8:32 p.m. INVOCATION AND FLAG SALUTE The Invocation was delivered by Reverend Edward Ullrich, Moravian Church of Downey. The Flag Salute', was led by Councilman Cormack. PRESENTATIONS: None HEARINGS: None REMOVAL OF ITEMS FROM CONSENT CALENDAR Agenda Item VIII-G-2, Resolution of Appointment to the Board of Building Appeals -Design Review Board, was removed at the request of Councilman Cormack. Council Minutes 12/18/84 (adj.) -I- Meeting was held in abeyanbce on IDB Financing - whether to as of December 1, 1984, by and in the aggregate principal the purpose of providing financing for retirement facility located on a site Brookshire Avenue and Dolan Avenue. The CONSENT CALENDAR It was moved by Councilman Santangelo, seconded by Councilwoman Boggs, and passed by the following vote to approve the 'Remainder of the Consent Calendar: General Warrants: #001226 - 001232; #002180-'002459: $262,073.53. Downey City Library - Fine Free Week for period of December 22 through December 31, 1984. RESOLUTION NO. 4502 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE FINAL SUBDIVISION MAP OF PARCEL MAP NO. 16463 (12107-57 LAKEWOOD BOULEVARD) AYES: 5 Council Members: Davila, Santangelo, Boggs, Cormack, Barb RESOLUTION NO. 4503 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE APPOINTMENT OF GLORIA REED AS A MEMBER OF THE BOARD OF BUILDING APPEALS-DESIGNREVIEW BOARD Councilman Cormack indicated that. while Gloria Reed is a good candidate, he has talked to Sal Lorenzetti, a merchant who has a restaurant and has been a long-time resident of Downey, who is anxious to serve. He offered Mr. Lorenzetti's name in nomination. Councilwoman Boggs mentioned Mrs. Reed was ''President of the Downey Merchants Association and spent many months dealing with the Sign Ordinance. She feels Mrs. Reed would be the more appropriate person to reprsent the retailers in this capacity. It was moved by Councilwoman Boggs and seconded by Councilman Santangelo to vote on the appointment of Gloria Reed to the Board of Building Appeals - Design Review Board. The title was read by title only. It was moved by Councilman Davila, seconded by Councilwoman Boggs, and passed by the following vote to waive further reading and to adopt. A discussion was held regarding a question of residency. Mr. Lennie Whittington, 8542 Manatee, mentioned a member of the Civic Center Corporation is not a resident of Downey. It was moved by Councilman Santangelo, seconded by Councilman Davila, and passed by unanimous vote to waive further reading and to adopt. RESOLUTIONS Mr. Ovrom explained the Resolution concerning I.D.B. Allocation Transfer would have transferred any unused I.D.B. Allocation to the City of West Covina for 20 cents on the dollar; '',however, they were able to get enough allocation for free. No action is necessary on this Resolution. ON NO. 4504 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPOINTING A REPRESENTATIVE TO THE BOARD OF TRUSTEES OF THE SOUTHEAST MOSQUITO ABATEMENT DISTRICT The Resolution was read by title only. It was moved by Councilwoman Boggs, seconded by Councilman Santangelo, and passed by unanimous vote to reappoint Tom Morton to a two-year term to commence on January 2, 1985, to waive further reading and to adopt. ADMINISTRATIVE REPORTS It was moved by Councilman Cormack and seconded by Councilwoman Boggs to approve an Agreement between the City of Downey and Assistance League of Downey for establishment of a,"Books on Wheels" Program. It was moved by Councilman Santangelo, seconded by Councilman Davila, and passed by unanimous vote to '',amend the Agreement to say "That the costs of overdue books would be the responsibiliy of the person using the service and not ALD." The amendment will be added to Page 2 as Item 6 under Books on Wheel's Project Operation. The original motion as amended was passed by unanimous vote. Request for General Plan, Amendment - Rancho Los Amigos Mr. Ovrom explained the County is proposing to permit private sector development on some of the Rancho property under long-term land leases, which would require Council approval. The property is on the General Plan as public, and the County is requesting a change from public to light industrial with the expectation the zoning would be M-1 for the interior lots and M-1 subject to a specific plan for the corner of Rives and Imperial. Staff has Council Minutes 12/18/84 (adj.) -3- �W7 been working with the County on this project and is comfortable it will be a benefit to both the City and County. It was moved by Councilman Davila, seconded by Councilman Santangelo, and passed by the following vote to authorize initiation of a General Plan Amendment. Mr. Ovrom further explained this matter will require public hearings before the Planning Commission and City Council. Jeanette Wade, residing on Quill Drive, inquired regarding the intentions concerning Parcel D, which faces the residential properties. Mayor Barb replied the Council spoke with members of the County last week, and their intent is for Parcel D to remain a hospital. At some time in the future the County is rserving Parcel H for possible construction of a hospital. Any future development of Parcel D would have to go through the hearing process, and the residents within 500 feet would be notified. Mr. Ovrom said nothing on this Agenda pertains to Parcel D. AYES: 5 Council Members: Davila, Santangelo, Boggs, Cormack, Barb Councilman Davila commented on his aim to have the Boxing Program placed under the jurisdiction of recreation, a program that is safe for young boys and adults. He also proposed that the program be under the direction of a board of at least five members,and he encouraged the Council to support him in establishing a viable, safe program. It was then moved by Councilman Davila and seconded by Councilman Santangelo to approve the Boxing Program and that it be placed under the supervision of parks and recreation and under the direction of a board of directors to oversee its safety. Mr. Roger Lawrence, 9627 Cheddar, member of the Recreation Commission, said after considerable study on this matter, he could not vote in favor of the issue. He also pointed out that the study revealed the protective equip- ment is actually more harmful than protective. The Commission will offer any kind of support for alternatives, but it was 'a unanimous vote of the Commission to not support the Boxing Program. Councilwoman Boggs said the material she has read indicates the 15 percent brain damage is in amateur boxing. She would like to see an alter- native program for the younsters so they would not have the physical risk. In view of the medical data, she cannot support the program. Councilman Cormack commented that due to the risk of brain injuries, lobbying of the A.M.A. and the Legislature, boxing is apt to be outlawed in the State of California. He recommended abandoning the program. Also, there is a letter from San Quintin. Councilman Santangelo indicated he would support Councilman Davila but suggested if there is something that could be done with the equipment, that might be as good a program. Mr. Lennie Whittington, 8542 Manatee, mentioned there were no concerns raised when the program was under the supervision of the Police Department. Also, many youngsters need this type of activity as an outlet. AYES: 2 Council Members: Davila, Santangelo NOES: 3 Council Members: Boggs, Cormack, Barb It was moved by Councilman Davila, seconded by Councilman Cormack, and passed by unanimous vote to donate all of the boxing equipment to the Sister City Association for utilization by San Quintin. ORAL. COMMUNICATIONS - Staff Members: None ORAL COMMUNICATIONS - City Council Councilman Davila requested staff prepare a monthly list of projects being studied or reviewed. He was told the new system would start in January. Council Minutes 12/18/84 (adj.) -4- Councilwoman Boggs asked if the memo concerning the problem of dust and wind at the Downey Library will be looked into. She was informed this has been referred to Public Works. Councilwoman Boggs then inquired about the City's telephone system and whether it is working properly. Mr. Ovrom explained there was a problem last week with General Telephone's transformer, and when the new switching station is completed the service should be better. A discussion was held regarding the response time for telephone repairs. Councilman Davila wished everyone a Merry Christmas and happy and joyous New Year. ORAL COMMUNICATIONS - Audience Mr. Lennie Whittington,',8542 Manatee, presented copies of the new Keene Bill 2216 concerning the Brown Act as it relates to Closed Sessions, which takes effect January 1st. He requested copies be furnished to the boards and commissions. It was announced the Council Meeting of December 26th will be adjourned for lack of a quorum. It was also announced it is not necessary to conduct the Meeting and hearing of December 27th because Shepherd Development is not pursuing IDB financing. MISCELLANEOUS ACTION Mayor Barb explained that in closed session it was the Council consensus to ratify a change in Section 10 of the Police MOU pertaining to mileage for canine handler. It was moved by Councilman Santangelo, seconded by Councilman Cormack, and passed by unanimous vote to ratify the change in the Police MOU. CLOSED SESSION Mayor Barb recessed the meeting to closed session from 9:25 p.m. to 9:30 p.m. to discuss potential litigation. The meeting resumed with all Council Members present. Mayor Barb announced there was no action taken in closed session. ADJOURNMENT: 9:30 p.m. The meeting was adjourned in Memory of Paul Chester Adams, Public Works Maintenance Worker, who passed away December 15, 1984. ftb � r ert L.
