SPECIAL CALLED MEETING
SEPTEMBER 7, 1984
The City Council of the City of Downey held a special called meeting at
8:00 a.m., September 7, 1984, at the Rio Hondo Inn, 10627 Old River School
Road, Downey, Mayor Randall R. Barb presiding.

Supervisor Schabarum focused discussion on the Courthouse for Downey.
The designated location, per County drawings, is a 5-1/2 acre parcel
(including parking) east of the existing new county Library Administration
building on Rancho property and bordering on the south side of Imperial
Highway immediately west of Rives Avenue. Rives Avenue will eventually turn
west and become the southern border of the Courthouse parcel. When completed,
Rives Avenue will join Garfield Avenue west of the Santa Fe Railroad tracks.
Supervisor Schabarum said utilization of surplus land at Rancho will .be
referred to the City Council through the Planning Commission. There are to be
seven court rooms in the new Courthouse.
Land Parcel H, south of the proposed Courthouse location, is earmarked
for a possible 650-bed hospital limited to existing services. Land west of
Parcel H will possibly be developed for high-rise office buildings utilizing
66-year land use leases where property would revert back to the County. The
lease would reflect a ten percent per year value return including a built-in
inflation factor. Supervisor Schabarum emphasized there will be seven Downey
Courts and twelve South Gate Courts. No consolidation.
The vacated property of the old Courthouse site will be sold to the
highest bidder after being made available to local government. This property
could be declared surplus for incorporation into the downtown redevelopment
program.
Supervisor Schabarum reported that the County Administrative Officer is
studying possible consolidation of courts in view of a State law that might
mandate consolidation of courts. One possibility is acquisition of the school
district property at Imperial Highway and Woodruff Avenue for use as a
combined Courthouse for Downey and Norwalk.
Downey/Bell Gardens Bridge
Supervisor Schabarum promised Councilman Cormac'k that they will conduct a
joint personal inspection of the bridge in question spanning the Rio Hondo.
Bicycles were recommended for use during the inspection tour, which is to be
scheduled within the next five -to -six weeks.

The following should be added to the first page, forth paragraph under
"Future Development, Rancho Los Amigos Property:
"Councilwoman Boggs asked Supervisor Schabarum to study the possibility
of Columbus being a location for the Courthouse and was told the County would
take a look at it."
