HomeMy WebLinkAboutMinutes-07-03-84-Reorganization Meetingy70 I MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY REORGANIZATION MEETING JULY 3, 1984 The City Council of the City of Downey held a reorganization meeting at 7:30 p.m., July 3, 1984, in the Council Chamber of the Downey City Hall, Mayor Robert G. Cormack presiding. PRESENT: Council Members: Robert G. Cormack Mayor Ted H. Jackman Mayor Pro Tem Randall R. Barb Bob Davila James T. Quinn ALSO PRESENT: Bud Ovrom, City Manager William A. Ralph, Director of Public Works James R. Cutts, Director of Community Development Don Davis, Fire Chief Scot Yotsuya, Assistant to the City Manager Sylvia Garcia, Admin. Assistant/Communications Specialist Robert L. Shand, City Clerk -Treasurer Judy McDonnell, Executive Secretary The Invocation was delivered by Monsignor John Melvin Young of Our Lady of Perpetual Help. The Flag Salute was led by Councilman Davila. RESOLUTION NO. 4426 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION CONSOLIDATED WITH THE PRIMARY ELECTION AND HELD IN SAID CITY OF DOWNEY ON THE 5TH DAY OF JUNE, 1984, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW The Resolution was read by title only. It was moved by Councilman Quinn, seconded by Councilman Davila, and passed by unanimous vote to waive further reading and to adopt. Mr. Shand administered the oath of office to elected Council Members James Santantelo, Diane Boggs, and Robert Cormack and presented each of them a Certificate of Election. They were then seated with the Council body at this time. Mayor Cormack indicated it has been his priviledge to serve as Mayor and thanked his fellow Council Members who worked with him on many projects, including the Civic Center Project. He mentioned his goals and intentions were centered around the best interests of the City and said he tried to provide leadership in that direction. He then turned the Chair over to Mr. Shand for the election of a new Mayor. Mr. Shand declared the office of Mayor open and asked for nominations. It was moved by Councilman Cormack and seconded by Councilman Santangelo to nominate Councilman Randall R. Barb as Mayor of the City of Downey. It was moved by Councilman Davila, seconded by Councilman Santangelo, and passed by unanimous vote to declare the nominations closed. Randall R. Barb was declared Mayor of the City of Downey. Mayor Barb declared the office of Mayor Pro Tempore open. It was moved by Councilman Santangelo and seconded by Councilwoman Boggs to nominate Councilman Bob Davila as Mayor Pro Tempore of the City of Downey. It was moved by Councilman Cormack, seconded by Councilman Santangelo, and passed by unanimous vote to declare the nominations closed. Council Minutes 7/3/84 (Reorganization) -1- ?Cr7 Bob Davila was declared Mayor Pro Tempore of the City of Downey. Mayor Barb presented a plaque, tietack, and certificate to Councilman Cormack for serving as Mayor. Flowers were presented to Mrs. Cormack. Outgoing Councilman Quinn thanked everyone for their support and indicated he is proud of the new Civic Center, Police Department, and Hotel. Outgoing Councilman Jackman extended his best wishes to the new City Council and gratitude to the citizens of Downey. Mayor Barb introduced Margie Quinn, wife of former Councilman Quinn. Mayor Barb presented the First Lady Necklace to his wife Jodie. He then introduced the members of his family present in the audience. Councilwoman Boggs thanked all of the people who encouraged her to run for the City Council and for their support. She indicated she will always try to keep the best interests of the City and its citizens foremost when making a decision. She also introduced members of her family present in the audience. Councilman Santangelo introduced his family and campaign chairman and pledged the City Council will work together as a team to make the City what it is expected to be. He also indicated he will do his utmost to make everyone proud of him as Downey's Councilman At -Large. Councilman Davila introduced his wife and daughter and expressed his gratitude for the honor bestowed upon him as Mayor Pro Tem and said he will do everything to uphold this office. Mayor Barb mentioned there are projects the City has been working on which are now coming to fruition and he commented regarding the importance of the citizens' support and input.
