MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
ADJOURNED REGULAR MEETING
JUNE 29, 1984
The City Council of the City of Downey held an adjourned regular meeting
at 5:00 p.m., June 29, 1984, in the Council Chamber of the Downey City Hall,
Mayor Robert G. Cormack presiding.

Study Session - Revenue Sharing and City of Downey Budget for Fiscal
Year 1984-85
Mr. Ovrom explained he has submitted a memo which contains $474,693 worth
of items the Council asked to be included in the Budget. He was directed to
increase the Library hours by 58. He has shown an increase of 52 hours out of
the City's Budget in hopes of receiving funds to pay for the other six hours
out of the State Legislature's Budget. Although the Legislature has passed
the Budget the Governor has vetoed a lot of items, which may include the
library money. In that instance if the Council still wished to increase the
hours to 58, the funds would have to be taken out of the City's General Fund.
Councilman Barb commented regarding reductions in Departmental Budgets.
Mayor Cormack favors spending money for a lobbyist to gain grant funds
for the City.
The Council discussed items to either be left in or deleted from the
Budget.
The amount of 45 cents per month will be added to water bills after the
summer to equalize revenue and expenses. A resolution concerning this matter
will be brought back to the Council.
Joyce Lawrence raised questions regarding funds to be received from the
State for the Library.
Mr. Whittington explained that if the Gann -Jarvis bill passes in November
it would be retroactive, and any rate or fee increases passed at this time
would be illegal and have to be rescinded.
It was explained at this point, with all of the additions and deletions
to the Budget, the $300,000 reserve has been reduced by $63,751.
Mr. Ovrom reviewed the Revenue Sharing Fund, which he said has a proposed
ending balance of $1.3 million. It is recommended Revenue Sharing money be
used for capital projects, one-time non -recurring items and not for operating
expenses. He mentioned the Apollo Park Building is being paid for out of
Revenue Sharing Funds.

It was suggested the Apollo Park Building be included under Block Grant
Funds. All Council Members agreed.
Mr. Ralph reviewed the Public Works Budget, including the Street Lighting
Fund; Gas Tax Fund; Sewer Connection Fund; and Parking Lots.
Mr. Cutts commented regarding new position, funding and projects proposed
for Community Development Block Grant Funds. These will all come back to the
Council for approval.
Mr. Ralph reviewed the programs contained in the Water Utility Funds
portion of the Budget.
Mr. Ovrom commented regarding the Golf Course Fund , the operation of
which is divided between the Public Works and Community Services Departments.
Next the Transit Funds portion of the Budget was discussed. A decision
will need to be made on what to do with the funds received.
Redevelopment Agency Fund was reviewed by Mr. Cutts.
Cable TV - Public Access Fund was reviewed by Mr. Yotsuya.
Also reviewed was the Fringe Benefit Fund, Office and Communications
Equipment Fund, and Liability Insurance Fund.
Mr. Powell cited the corrected figures to be contained in the Council
Resolution approving the Budget.
Mayor Cormack opened the hearing on Revenue Sharing and City of Downey
Budget for Fiscal Year 1984-85. He asked if anyone wished to speak regarding
the Budget.
Mr. Lennie Whittington, 8542 Manatee, raised questions regarding the
amounts paid to the City Attorney for 1983-84, noting the figure paid was
higher than estimated. He suggested the City consider providing compact cars
for Department Heads rather than the larger, more expensive vehicles.
There being no one else wishing to speak, it was moved by Councilman Barb
and seconded by Councilman Barb to close the hearing.
RESOLUTION NO. 4421
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING THE FISCAL YEAR 1984-85 BUDGET WITH
IMPLEMENTING DOCUMENTS
The Resolution was read by title only. It was moved by Councilman Barb,
seconded by Councilman Quinn, and passed by the following vote to waive
further reading and to adopt.
Councilman Davila indicated he will be voting "no" on the Resolution
because he feels the funds budgeted for the Police scrambler are not
necessary and should be used for keeping the Library open 58 hours.
Mr. Ovrom explained the Police scrambler and Library are paid for out of
different sources.

The meeting was adjourned at 6:40 p.m. to 7:30 p.m., July 3, 1984, in
Council Chamber of the Downey City Hall, for Reorganization Meeting of the
City Council.
