HomeMy WebLinkAboutMinutes-02-07-84-Adjourned Regular MeetingThe City Council of the City of Downey held an adjourned regular meeting at 5:00 p.m., February 7, 1984, in the Council Chamber of the Downey City Hall, Mayor Robert G. Cormack presiding. PRESENT: Council Members: Robert G. Cormack Mayor Ted H. Jackman Mayor Pro Tem Randall R. Barb Bob Davila (arrived at 5:14 p.m.) James T. Quinn ALSO PRESENT: Bud Ovrom, City Manager Lee Powell, Director of Administrative Services William A. Ralph, Director of Public Works James R. Jarrett, Acting Director of Conmriity Services Harald J. Henriksen, City Engineer Robert Brace, Civil Engineer Kevin O'Connor, Theatre Manager Scot Yotsuya, Assistant to the City Manager Robert L. Shand, City Clerk -Treasurer Award of Site Improvement Contract for Civic Center Mr. Henriksen cammented on the contract documents and said it was asked that an alternate bid be provided for a sidewalk and driveway into the Council parking -.rea. Some of the sidewalk areas and driveway from Brookshire Avenue are to be covered with black brick pavers, as well as the lohbies in the Police Department and City Hall, which are expensive. Staff suggested an alternate of exposed aggregate concrete as a comparison. The cost for the brick pavers if $98,000, whereas the exposed aggregate concrete is $30,000. The amount would decrease slightly if the Council decides on the exposed aggregate concrete as opposed to the black brick pavers. Mr. Henriksen mentioned a complaint was received from the second low bidder, Tom Downey, claiming the low bidder, Javaid Enterprises, does not have a proper license, and three of the sub -contractors do not have licenses. He has been in- fortred by Javaid that at least two of the sub -contractors are attempting to clear the discrepancies. If not, Javaid has indicated they can do that portion of the work themselves, since they have the proper licenses. It was moved by Councilman Quinn, seconded by Councilman Jackman, and passed by the following vote to approve the alternate of exposed aggregate concrete for sidewalk and driveway areas and recommend to the Civic Center Corporation award of a unit price contract for construction of Site Improvements, Phase I, to the lowest and responsible bidder, Javaid Enterprises, Inc., of Rowland Heights, con- tingent upon the City Attorney's review and approval of the corrective action by three sub -contractors in connection with their contractor's licenses, as well as City Attorney approval of the contract docuttents. AYES: 4 Council Numbers: Jackman, Barb, Quinn, Cormack ABSENT: 1 Council Member: Davila Mr. Ovrom commented that a revised Resolution has been presented on the Civic Center Refinancing. Staff has checked into whether any changes would re- quire a new validation proceedings on the Lease, and it was determined to not be necessary. Also, there will be no penalty assessnmt since this was not approved at the last meeting, and there will not be any delays due to the changes that have been made. Councilman Jackman said he was previously disqualified from voting because he held som of the Civic Center Corporation Bonds. He has since divested himself of the bonds, and he has an opinion from the City Attorney which permits him to participate in the discussion and vote. It was moved by Councilman Quinn, seconded by Councilman Jackman, and passed by the following vote to waive further reading and to adopt. AYES: 4 Council Mays: Jackman, Barb, Quinn, Cormack ABSTAIN: 1 Council Member: Davila It was moved by Councilman Quinn, seconded by Councilman Barb, and passed by the following vote to approve the Investrent Schedule and Savings as outlined in the staff report. AYES: 4 Council Members: Jackman, Barb, Quinn, Cormack ABSTAIN: 1 Council Member: Davila Mayor Cormack displayed a sketch of the proposed Corner Stone for the New City Hall. The Masonic emblem will appear on one side, and the City Seal will appear on the other. Councilman Davila would like the name of the American Legion to be added. Councilman Quinn said the VFW should also be invited. It was noted the Masonic ceremony for the Corner Stone will be April 14th. The City Hall dedication will be on a different date. It was roved by Councilman Jackman, seconded by Councilman Quinn, and passed by unanimous vote to approve the layout for the Corner Stone. The meeting was recessed to closed session to discuss personnel. The meet- ing resumed with all Council Nbnbers present. No actions taken. The meeting was adjourned at 3:50 p.m. F�a ilbert L.
