HomeMy WebLinkAboutMinutes-10-15-83-Regular Meeting7303 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY OCTOBER 15, 1983 The City Council of the City of Downey held a continued regular meeting at 2:50 p.m., October 15, 1983, in the Mayor's Office at the Downey City Hall, Mayor Robert G. Cormack presiding. PRESENT: Council Members: Robert G. Cormack Mayor Randall R. Barb James T. Quinn Bob Davila ABSENT: Theodore H. Jackman (excused) ALSO PRESENT: Bud Ovrom, City Manager Mayor Cormack called the meeting to order at 2:50 p.m. Mayor Cormack noted that this meeting was being continued from the Council's regular meeting of October 11, 1983. City Manager Ovrom noted that the front door of City Hall was open and a sign had been posted on the door indicating that the Council Meeting was being held in the Mayor's office. The door to the lobby of the Council offices was also open. No one from the public was in attendance. At 2:55 p.m. the City Council recessed to Executive Session for the purpose of interviewing the 5 finalists for the position of Secretary to the Mayor and City Council. Mr. Ovrom noted that he would also raise one matter of -pending litigation and one personnel matter during the Executive Session. The City Council reconvened the public portion of the meeting at 4:30 p.m. The Mayor directed the City Manager to proceed with a formal background in- vestigation on the top two finalists and to report back to the full Council at its next regular meeting on October 25th. Mr. Ovrom asked permission to raise two additional matters for Council consideration. Being that it was a continued regular meeting and the City Council could therefore consider any item which could have been considered at the regular meeting, Mayor Cormack told Mr. Ovrom to proceed: 1. "Tenant Improvements" for City Hall. Mr. Ovrom noted that this item had been discussed somewhat at the last Council meeting. The contractor had prepared and the Council had approved, a set of plans for the interior configuration of the City Hall offices and work areas. In order to help try to reduce costs, the architect wasnow suggesting that those interior improvements could be substantially modified. The City Council discussed the various arguments both for and against making another change order in the interior plans. It was the concensus of the City Council that there would not be any financial savings by making changes in the plans at this late stage of the process. The City Council unanimously directed Mr. Ovrom to authorize the architect and the contractor to proceed with the tenant improvements as originally designed, subject only to certain specific minor modifications the City Manager would make to reduce costs. 2. Firestone Revitalization Study Committee. Mr. Ovrom reminded the City Council that the City had been awarded a grant from the new "Federal Jobs Bill". The City Council had previously approved the concept of using this money to establish a low interest revolving loan fund to help downtown merchants on Firestone Boulevard to rehabilitate their store facades. The Federal grant money may also be used to pay outside consultants to (1) help prepare design standards and criteria to be used in the store facade rehabilitation work and (2) to do some economic base studies for the eventual redevelopment of the Firestone Corridor: In order to help select the consultant or consultants who would do this work, Mr. Ovrom suggested the appointment of a special committeg consisting of representaiiiv $ of.each of the other City commissions or committees involved in the revitalization 730 � process: - 1 from the Planning Commission - 1 from the Design Review Board - 1 from the Project Area Committee - 1 from the Chamber of Commerce - 1 from the Central Business District Committee The City Council discussed the advantages of having one committee with representatives from all of the other impacted committees rather than forming an entirely new committee. It was the unanimous concensus of the Council that this special committee should be formed to help select the consultant to do those reports and to report back to the Council with their recommendations.
