MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
ADJOURNED REGULAR MEETING
APRIL 14, 1983
The City Council of the City of Downey held an adjourned regular meeting at
7:00 p.m., April 14, 1983, in the Downey Community Theatre, Mayor James T. Quinn
presiding.
PRESENT: Council Members:

ABSENT: Bob Davila (excused per prior announcement)
ALSO PRESENT: William F. Martin, City Manager Pro Tem
Carl K. Newton, City Attorney
Christina Sierra, City Attorney's office
Robert L. Shand, City Clerk -Treasurer
Mayor Quinn announced the purpose of the meeting is for a study session on
the City of Downey/Downey Community Hospital Foundation Lease. He then turned
the meeting over to the City Attorney.
Mr. Newton made preliminary remarks relative to Ordinance No. 711 and re-
viewed the guidelines set forth for the study session, emphasizing that the
principal issue will be on the Lease itself. He explained that the other elements,
including the Settlement Agreement, constitute a law suit and is still a subject
for possible litigation. As such, the City Council has the responsibility to pro-
tect the taxpayers "as a trustee of the treasury" and, therefore, certain elements
of the Settlement Agreement cannot be revealed at this time.
Mr. Newton then proceeded to explain the various elements of the Lease terms
— and provisions and then answered a series of prepared questions previously
submitted by members of the community regarding the Hospital Lease.
The meeting was adjourned at 8:07 p.m.
