Cormack presiding. PRESENT: Council Members; Robert G. Cormack Mayor Pro Tem Theodore H. Jackman Bob Davila ABSENT: James T. Quinn Mayor Randall R. Barb ALSO PRESENT: Dudley Lang, Assistant City Manager Michael Wagner, Consultant Jeanne Cook, Deputy City Clerk -Treasurer Meadow Park School Site - Tax Exempt Financin RESOLUTION NO. 4212 THE RESOLUTION AUTHORIZING APPLICATION FOR ALLOCATION OF MORTGAGE REVENUE BONDS, CONFIRMING FILING OF NOTICE OF SALE THEREOF WITH MORTGAGE BOND ALLOCATION COMMITTEE AND PROVIDING OTHER MATTERS PROPERLY RELATING THERETO The Resolution was read by title only. It was moved by Councilman Davila to waive further reading and to accept the Resolution with the conditions that Downey Savings & Loan shall assist in the transition of the Downey West Little League and all necessities to complete the new ball field in its new location with all required financing that cannot be raised by donation to insure the continuation of the Downey West Little League ball games without interruption. The motion died for lack of a second. It was moved by Councilman Jackman, seconded by Mayor Pro Tem Cormack, and passed by the following vote to waive further reading and to adopt Resolution No. 4212. Councilman Jackman expressed concern about the Little League, noting he understands a new ball diamond will cost $30,000 to build. He asked if Downey Savings & Loan can help locate a diamond with more than a $5,000 contribution. Mr. Tom Lynch, Vice President and Director of Real Estate for Downey Savings & Loan, replied this has been discussed. However, it is his understanding the Little League has been using the school ball diamond without charge. He said Downey Savings' construction people have built adequate ball diamonds in the past for substantially less than $25,000. Councilman Jackman mentioned there are at least 200 youth in the Little League, which takes in the southern part of Downey, and they are attempting to raise money. He feels with the size of the project Downey Savings is looking at, that considera- tion should be given to contributing more to the Little League. Mr. Lynch said this can be considered as well as attempting to find another location for the Little League, but he pointed out Downey Savings has already committed itself to donating at least $5,000. He feels the Little League could help with the labor but that they have not submitted any type of a program other than to indicate they have a bid from a contractor. Mr. Lynch said prior to making further financial commitment, he feels the Little League should study alternatives as to how much labor they can provide, how much existing equipment can be reused, and whether there are other ball diamonds in the City not being used to capacity. Councilman Davila said the Little League has exhausted its efforts to find another location, and he expressed hope that if the Little League is unable to acquire necessary donations for relocation, that Downey Savings will use its influence to help the Little League raise funds. Further discussion ensued.
