HomeMy WebLinkAboutMinutes-07-06-82-Reorganization Meeting%jam MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY REORGANIZATION MEETING JULY 6, 1982 The City Council of the City of Downey held a reorganization meeting at 7:30 p.m., July 6, 1982, in the Council Chamber of the Downey City Hall, Mayor Lyell W. Swearingen presiding. PRESENT: Council Members: Lyell W. Swearingen Mayor James T. Quinn Mayor Pro Tem Robert G. Cormack Theodore H. Jackman Milton R. Mackaig ALSO PRESENT: John W. Donlevy, City Manager Dudley Lang, Assistant City Manager William A. Ralph, Director of Public Works William F. Martin, Police Chief Harry Rayson, Building Official Ronald E. Cano, Assistant to City Manager Robert L. Shand, City Clerk -Treasurer Judy McDonnell, Executive Secretary The Invocation was delivered by Councilman Jackman. The Flag Salute was led by Councilman Quinn. Mayor Swearingen introduced his wife and family. Mr. Shand reported on the Canvass of Election Ballots submitted by the Registrar of Voters for the June 8th consolidated election. He cited the votes re- ceived by Bob Davila for District Two and Randy Barb for District Four. RESOLUTION NO. 4117 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION CONSOLIDATED WITH THE PRIMARY ELECTION AND HELD IN SAID CITY OF DOWNEY ON THE 8TH DAY OF JUNE, 1982, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW The Resolution was read by title only. It was moved by Councilman Jackman, seconded by Councilman Mackaig, and passed by unanimous vote to waive further read- ing and to adopt Resolution No. 4117. Councilman Mackaig said the last four years have been rewarding, and he has witnessed many changes in the City. He has tried to serve the people he represents honestly and has refused to represent special interest groups. He is looking for- ward to other types of service but will continue to serve the citizens of Downey in any manner he can. Councilman Mackaig congratulated Randy Barb, his successor. Mayor Swearingen stated it has been an exciting experience to serve as Councilman for the past four years, and he has seen tremendous changes take place in the City with regard to the new City Hall complex, the hotel, a lucrative Cable TV agreement, and a much more efficiently operated City government. He commended the City Manager and his fine organization of staff which he believes will be a much more cost effective operation without reducing the quality of City services. — He thanked his many appointees to boards, commissions and committees for their efforts over the past four years. Mayor Swearingen then referred to the issue of the Downey Community Hospital and said it is important the City and the Hospital Foundation not lose track of the real purpose behind the City's involvement in the Hospital, which is to serve the community's health needs. Outgoing Mayor Swearingen then turned over the chair to Mr. Shand for the election of a new Mayor. Mr. Shand declared the office of Mayor open and asked for nominations. Council Minutes 7/6/82 (Reorganization) -1- 7oQ3 It was moved by Councilman Cormack and seconded by Councilman Jackman to nominate Councilman James T. Quinn as Mayor of the City of Downey. It was then moved by Councilman Jackman and seconded by Councilman Cormack to declare the nominatio s closed. James T. Quinn was declared Mayor of the City of Downey. Mayor Quinn thanked the Council for electing him as Mayor. He then commented on the goals and objectives the Council can achieve during the upcoming months, which include maintaining a healthy and strong community; continuing to concentrate on an aggressive economic development program; concentrate on the arts and humani- ties to get the most effective utilization of the Theatre; continue to maintain strong financial base with a balanced budget; continue to maintain the highest level of Police, Fire, parks and streets within the City's financial means; meet individually with each of the Council's boards and commissions to get their input and give direction for the benefit of all residents of the City; and concentrate on continuing to maintain the highest level of recreation the City can afford and con- tinue to develop and reconstruct, where necessary, park facilities to be available for citizens. Mayor Quinn declared the office of Mayor Pro Tem open. It was moved by Councilman Jackman and seconded by Councilman Barb to nominate Councilman Robert G. Cormack as Mayor Pro Tempore of the City of Downey. It was then moved by Mayor Quinn and seconded by Councilman Jackman that the nominations be closed. Robert G. Cormack was elected Mayor Pro Tempore by unanimous vote. Mayor Quinn presented a plaque, tie tack, and certificate to Mr. Lyell Swearingen for serving as Councilman and Mayor. Mrs. Margie Quinn presented flowers to Mrs. Swearingen. Mrs. Swearingen presented the First Lady Necklace to Mrs. Quinn. Councilman Barb indicated that a lot goes on at the Council Meetings which everyone needs to be a part of. He thanked the people who attended tonight's meet- ing, as well as the people who worked hard on his campaign. He praised Downey as -ne of the finest communities in the southeast area and commented on many of the City's assets. Councilman Barb further expressed his hopes for the City Council and the future of the community. Councilman Davila expressed gratitude to his wife for the pressure she was under during his campaign, as well as his daughter and others who worked on his campaign. He is grateful to the voters in District Two who had confidence in him. Mayor Quinn announced the meeting will be adjourned to 5:00 p.m., July 12, 1982, for a closed session regarding a personnel matter. Mrs. Opal Henn, representing the Rose Float Association, thanked all of the Councilmen for their help through the years to the Association and invited everyone to attend the first social tomorrow night at Furman Park. She also expressed hope that Miss Downey will be able to go to Guadalajara in October. It was noted Mrs. Henn was the first Miss Downey. The meeting was then adjourned at 8:08 p.m. to 5:00 p.m., July 12, 1982, in the Council Chamber of the Downey City Hall. Robert L. Shand, City Clerk--Tr_easurer mes T.
