HomeMy WebLinkAboutMinutes-05-20-82-Adjourned Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING MAY 20, 1982 The City Council of the City of Downey held an adjourned regular meeting at 4:00 p.m., May 20, 1982, in the Council Chamber of the Downey City Hall, Mayor Lyell W. Swearingen presiding. PRESENT: Council Members: Lyell W. Swearingen Mayor James T. Quinn Mayor Pro Tem Robert G. Cormack Theodore H. Jackman 2•i lton R. Mackaig ALSO PRESENT: John W. Donlevy, City Manager Dudley Lang, Assistant City Manager Ronald E. Leege, Director of Finance Don Davis, Fire Chief William A. Ralph, Director of Public Works William A. Goggin, City Planner James R. Jarrett, Recreation Supervisor Robert L. Shand, City Clerk -Treasurer Continued Hearing and Study Session on City of Downey Budget for Fiscal Year 1982-83 Mayor Swearingen recessed the meeting to closed session from 4:02 p.m, to 5:02 p.m, to discuss personnel salaries. The meeting resumed with all Council Members present. Mayor Swearingen opened the hearing on the Budget for Fiscal Year 1982-83, which was continued from the adjourned regular meeting of May 18, 1982. It was moved by Councilman Quinn, seconded by Councilman Jackman, and passed by unanimous vote to approve the City Manager's recommendations submitted in the closed session regarding personnel salaries. Mr. Donlevy explained he has submitted a memo to the Council regarding the items of discussion that will be held over to the end of the Budget for final review: National League of Cities; Animal Control, which will be reduced for a $20,000 savings; and a closed session will be held regarding the Animal Control and the City Attorney. There will be a Budget amendment regarding Transit, which will come back to the Council after the Budget is adopted. Mr. Donlevy then commented on the leased items including copy machines, under- cover police vehicles, and the postage machine. The equipment rental is the depreciation fund. It was agreed the Council will adjourn this meeting at 5:30 p.m. Councilman Jackman indicated he will be out of town the first week of June and return on the 7th. The next date for the continued Budget session and hearing will be 4:00 p.m., June 7, 1982. Public Works Budget: The Budget for 1982-83 is approximately $225,000 less _ than the 1981-82 Budget. Major changes include consolidation of park maintenance functions and field maintenance and the elimination of 13 positions. With regard to street trees, staff will be recommending $50,000 for a maintenance contract. Mr. Ralph explained it is hoped to use some of the $50,000 for tree trimming, to do entire blocks at one time. The Council Members concurred with the tree maintenance program. A discussion was held regarding actual expenditures vs. estimated costs. It was moved by Councilman Quinn, seconded by Councilman Mackaig, and passed by unanimous vote to accept the Public Works Budget. Community Development - Planning Division: The 1982-83 Budget is less than last year and includes the elimination of one full-time Senior Steno position. The Council Minutes 5/20/82 (adj.) -1- Planning Division will consist of the City Planner, Assistant City Planner, two Principal Planners, an Associate and one Executive Secretary. It was moved by Councilman Quinn, seconded by Councilman Jackman, and passed by unanimous vote to accept the Community Development --Planning Division Budget. Community Development - Building Division: Several employee positions will be charged to Federally -funded programs, and there is no elimination of any positions. There are no other changes in the budget. Councilman Mackaig inquired what will happen when there are no longer Federal Funds and whether it would involve eliminating any positions. Mr. Donlevy replied that as long as these programs are in existence they should be utilized to the maximum, and if the grant funds are discontinued, then to balance the budget will mean going back to personnel services and looking at further r,-- - ductions in manpower. Responding to further questions, he explained there are approximately ten positions paid under grant programs. It was moved by Councilman Quinn, seconded by Councilman Jackman, and passed by unanimous vote to accept the Community Development - Building Division Budget. Mayor Swearingen asked if there was anyone present to speak to the Budget, and there was no response. The meeting was then adjourned at 5:30 n_m_ Robert L.
