OCTOBER 13, 1981
The City Council of the City of Downey held a regular meeting at 7:30 p.m.,
October 13, 1981, in the Council Chamber of the Downey City Hall, Mayor Milton R.
Mackaig presiding.

INVOCATION AND FLAG SALUTE
The Invocation was delivered by Councilman Cormack. The Flag Salute was led
by Councilman Swearingen.
PRESENTATIONS: None
HEARINGS
Mayor Mackaig opened the hearing on General Plan Amendment - Civic Center. He
inquired if the City Clerk had the Proof of Publication, and the response was yes.
It was moved by Councilman Swearingen and seconded by Councilman Quinn to re-
ceive and file the Proof.
Mr. Goggin reported on the location of the area involved and said the amendment
would change the General Plan configuration to public lands --civic center. The
zoning would be open space civic center. He requested the hearing be continued to
the next meeting in order for staff to bring back the environmental impact report.
Mayor Mackaig inquired if the City Clerk had received any correspondence, and
the response was no.
There being no one present to speak regarding the General Plan Amendment -
Civic Center, it was moved by Councilman Swearingen, seconded by Councilman Quinn,
and so ordered to continue the hearing to 7:30 p.m., October 27, 1981, in the
Council Chamber of the Downey City Hall.
Mayor Mackaig opened the hearing on Zone Change Case No. 179, located between
Dolan and Brookshire Avenues and Second Street and the northerly property line of
Downey Elementary School Property. He inquired if the City Clerk had the Proof of
Publication, and the response was yes.
It was moved by Councilman Swearingen, seconded by Councilman Quinn, and so
ordered to receive and file the Proof.
Mr. Goggin reported on the location of the area involved and the proposal to
change the zone from R-4 to C-3, to be compatible with the hotel project, and to
Open Space -Civic Center. He requested the hearing be continued to be compatible
with the General Plan hearing.
Mayor Mackaig inquired if the City Clerk had received any correspondence, and
the response was no.
There being no one present to speak in favor or in opposition to the Zone
Change, it was moved by Councilman Swearingen, seconded by Councilman Quinn, and
so ordered to continue the hearing to 7:30 p.m., October 27, 1981, in the Council
Chamber of the Downey City Hall.

CASH CONTRACTS
It was moved by Councilman Swearingen, seconded by Councilman Quinn, and
passed by the following vote to award a unit price contract totaling $76,125.00,
to Vernon Paving Company, the lowest and best bidder, for resurfacing of City
streets and parking lot under Cash Contract #481, Citywide Resurfacing, and
authorize a change order for additional work in the amount of $6,875 (Account
#26-16238 & 40-17100).

ABSENT: 1 Council Member: Jackman
MISCELLANEOUS ACTIONS
It was moved by Councilman Swearingen, seconded by Councilman Quinn, and
passed by the following vote to approve the appropriation of funds from the Downey
Fund 51 Water Account's retained earnings for Purchase of Water Rights at a cost
of 24 acre feet at $450 per acre foot, for a total of $10,800 (Norman Lautrup).

ABSENT: 1 Council Member: Jackman
It was moved by Councilman Swearingen, seconded by Councilman Quinn, and
passed by the following vote to approve the Mayor signing a letter requesting the
County of Los Angeles to pay to the City of Downey 100 percent of Street Lighting
Funds held by the County in Special District Augmentation Fund Account #143.64.

It was so ordered to set a hearing on Compact Auto Parking Requirements -

Built Housing (Zone Change Case #178) for 7:30 p.m., November 10, 1981, in the
Council Chamber of the Downey City Hall.
It was so ordered to set a hearing on Permissive Conditional Use Permit #3 -
Proposed Nursery for the growing of plants at 10035 Imperial Highway, for 7:30 p.m.,
October 27, 1981, in the Council Chamber of the Downey City Hall.

of license fees for rental property.
