Mackaig presiding. PRESENT: Council Members: Lyell W. Swearingen Mayor Pro Tem James T. Quinn Robert G. Cormack Theodore H. Jackman Milton R. Mackaig Mayor ALSO PRESENT: Loren D. Morgan, Acting City Manager Ronald W. Leege, Director of Finance Donald Wagner, -Assistant to City Manager Thomas Tincher, Housing & Redevelopment Coordinator Jeanne Cook, Deputy City Clerk -Treasurer Mayor Mackaig recessed the meeting to closed session to consider Personnel Memorandums of Understanding. The meeting resumed at 5:15 p.m., with all Council Members present. RESOLUTION NO. 3983 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE MEMORANDA OF UNDERSTANDING WITH THE DOWNEY POLICE OFFICERS ASSOCIATION, THE DOWNEY FIREMAN'S ASSOCIATION, THE DOWNEY CITY EMPLOYEES' ASSOCIATION AND THE CALIFORNIA TEAMSTERS PUBLIC, PROFESSIONAL AND MEDICAL EMPLOYEES UNION The Resolution was read by title only. It was moved by Councilman Swearingen and seconded by Councilman Jackman to waive further reading and to adopt Resolution No. 3983. The vote was unanimous. RESOLUTION NO. 3984 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE 1981-82 MANAGEMENT SUPERVISION PAY PLAN WITH IMPLEMENTING DOCUMENTS The Resolution was read by title only. It was moved by Councilman Swearingen and seconded by Councilman Quinn to waive further reading and to adopt Resolution No. 3984. The vote was unanimous. RESOLUTION NO. 3985 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE 1981-82 MANNING TABLE (MANAGER OF REVENUE AND LICENSE CLERKS) The Resolution was read by title only. It was moved by Councilman Swearingen and seconded by Councilman Quinn to waive further reading and to adopt Resolution No. 3985. The vote was unanimous. -- RESOLUTION NO. 3986 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE 1981-82 CLASSIFICATION PLAN (SECRETARIAL POSITIONS & POLICE & FIRE COMMUNICATIONS OPERATORS) The Resolution was read by title only. It was moved by Councilman Swearingen and seconded by Councilman Quinn to waive further reading and to adopt Resolution No. 3986. The vote was unanimous. RESOLUTION NO. 3987 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE MANAGEMENT -SUPERVISION PAY PLAN FOR 1981-82 (WATER SUPERINTENDENT) ,.. Council Minutes 6/26/81 (adj.) -1- The Resolution was read by title only. It was moved by Councilman Swearingen and seconded by Councilman Quinn to waive further reading and to adopt Resolution No. 3987. The vote was unanimous. 1981-82 Work Program and Budget for the Community & Neighborhood Enhancement Project Mr. Tincher explained the entire Community & Neighborhood Enhancement Program is dependent on the availability of HCD Funds. He said City staff members had a meeting with Congressman Grisham's office, SCAG, and HUD personnel, and .HUD has agreed to support the City in transferring units from the Nance Street site to the Meadow Park site. HUD has asked that a letter supporting the transfer be trans- mitted both from the City and Goldrich, Kess & Stern, the developers who had the 40 units approved. Mr. Tincher requested authorization to proceed with drafting the letter and forwarding it to HUD immediately. Mayor Mackaig asked if the City would be locked in with the developer since the project is now different, or could the project be opened up to include other developers who might want to bid. Mr. Tincher replied this is locked in because it is a technicality which has caused a problem with HUD. The only way the units can be transferred is because there was no competition in the bidding; and, the package of both the 40 units and the developer would be transferred to the new site. Mr. Tincher pointed out staff will negotiate with the developer regarding the nature of the project. It was moved by Councilman Jackman, seconded by Councilman Quinn, and passed by the following vote to direct staff to write a letter to HUD indicating the Council's support of transferring the units from the Nance Street site to the Meadow Park site. Mr. Tincher responded to questions of the Council regarding HUD's involvement in the program. AYES: 4 Council Members: Swearingen, Quinn, Jackman, Mackaig NOES: 1 Council Member: Cormack Mr. Tincher then reviewed the Community & Neighborhood Enhancement Budget for 1981-82, which he said reflects $2 million for future funding, a balance in the existing fund of $786,000, and including anticipated revenues, the budget totals $2,857,000. General Administration reflects one-half his assistant's salary, but his own salary has been programmed to Redevelopment. The budget includes indirect administrative costs which can be a revenue source to support Civic Center develop- ment. Speaking to the Housing & Rehabilitation Assistance Program, Mr. Tincher said the two positions at Apollo Center --the Manager of Housing & Human Services and the Housing & Human Services Aide, would be maintained with existing funds; there would be a minimal program of providing rebate assistance, but there are no funds to continue the critical maintenance loans. The Housing Rehabilitation Pro- gram is dependent upon receipt of the 1980-81 and 1981-82 entitlements. The only addition proposed is a handyman and graffit removal program of one or two people full time or part time as needed to provide both a service to the elderly handicapped and also graffiti removal. The budget does not reflect a continuation of using HCD to fund code enforcement activities or citizen participation. Planning Project Management reflects a major change of funding one-half Principal Planner position in his office to assist in redevelopment planning activities. Funds have been set aside for consulting work. Proposed capital improvements include continuation of the Golden Park sidewalk program, support for various projects with regard to the redevelopment effort, and the Meadow Park project. RESOLUTION NO. 3988 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE 1981-82 WORK PROGRAM AND BUDGET FOR THE COMMUNITY & NEIGHBORHOOD ENHANCEMENT PROJECT The Resolution was read by title only. It was moved by Councilman Swearingen and seconded by Councilman Quinn to waive further reading and to adopt Resolution No. 3988. The vote was unanimous. Mr. Tincher requested the City Council meeting be recessed until after action by the Community Development Commission on the Reinvestment in Downey Work Program and Budget. Then the Operative Agreement between the Council and Commission can be considered. Mayor Mackaig declared a recess from 5:40 p.m. to 6:10 p.m. The meeting resumed with all Council Members present. Council Minutes 6/26/81 (adj.) -2- 6 It was moved by Councilman Swearingen, seconded by Councilman Quinn, and passed by unanimous vote to approve Operative Agreement No. 6 between the City and the Community Development Commission. Mr. Morgan expressed the Downey City employees' appreciation of the City Council for its support. Mayor Mackaig stated City Hall will be closed on Friday due to the July 4th holiday, and there will be no press conference on that day.
