ADJOURNED REGULAR MEETING
MAY 26, 1981
The City Council of the City of Downey held an adjourned regular meeting at
7:OO p.m., May 26, 1981, in the Council Chamber of the Downey City -Hall, Mayor
Milton R. Mackaig presiding.

Study Session on the Capital Outlay (Equipment) Budget and the Capital
Improvement Budget for 1981-82
Mr. Morgan stated the Capital Improvement Budget totals $6,883,400, of which
$3,158,288 is for the Civic Center Development Project. The Equipment Budget
totals $1,691,060 and includes $270,000 for replacement of a snorkel in the Fire
Department. It is necessary to appropriate funds for the snorkel and place the
order for the delivery date of January 1983. Staff is reviewing the possibility
of a lease -purchase plan to allow payments for a period of seven years.
Councilman Jackman inquired if there are funds in the Equipment Rental Fund for
replacement of the snorkel.
Chief Davis replied there would be approximately $165,000 by July 1983. .Also,
it is anticipated the sale of the present snorkel will net approximately $30,000.
The full replacement cost has escalated at such a rate it has exceeded the depre-
ciation amount that is placed monthly into the Equipment Fund. He distributed
snorkel equipment literature and said the cost for the new snorkel is approximately
$275,000. Chief Davis commented on the capabilities of the new truck.
Mayor Mackaig requested Mr. Morgan to make sure the City's replacement funds
are increased because of the accelerated costs.
During discussion Chief Davis said the City's present snorkel would not be sold
until the new truck is delivered.
Councilman Jackman referred to the State Park Bond Funds proposed for use on
the Golden Park Community Building and asked if those funds have been received.
Mr. Neavill explained the application has been submitted, and the funds should
be available in August or September. The state has approved the project as meeting
the criteria for State Park Bond Funds. SB 179 Funds have also been applied for
and should be received sometime this summer. Revenue Sharing Matching Funds will
be available when the Budget is adopted. The preliminary plans will be reviewed by
the Recreation & Community Services Commission, submitted for Council review at its
next meeting in June, and then reviewed at a community meeting. It is anticipated
the plans will be ready for bid by the end of the summer. The Park Bond Funds
apportioned for the City are based on population.
It was moved by Councilman Jackman, seconded by Councilman Quinn, and passed
by unanimous vote to approve the Capital Outlay (Equipment) Budget and Capital
Improvement Budget for Fiscal Year 1981-82.
It was then moved by Councilman Jackman, seconded by Councilman Swearingen,
and so ordered to adjourn the meeting at 7.21 p.m.
