ADJOURNED REGULAR MEETING
MARCH 9, 1981
The City Council of the City of Downey held an adjourned regular meeting at
4:30 p.m., March 9, 1981, in the Council Chamber of the Downey City Hall, Mayor
Theodore H. Jackman presiding.
PRESENT: Council Members:
Lyell W. Swearingen
Milton R. Mackaig Mayor Pro Tem
James T. Quinn
Robert G. Cormack
Theodore H. Jackman Mayor
ALSO PRESENT: Charles W. Thompson, City Manager
William A. Goggin, City Planner
Harry Payson, Building Official
Tom Matuk, Code Enforcement Officer
Robert L. Shand, City Clerk -Treasurer
Mayor Jackman recessed the meeting to executive session to discuss a personnel
matter. The meeting resumed at 5:05 p.m. with all Council Members present.
It was moved by Councilman Cormack, seconded by Councilman Quinn, and passed
by the following vote to appoint Loren D. Morgan as the interim City Manager.
Councilman Swearingen stated for the record that Mr. Morgan has always been a
friend of his and is a fantastic man, and while he hopes Mr. Morgan will not take
this personally, he will have to vote against him.
Councilman Cormack supported Mr. Morgan for the interim position because he is
a man well thought of in the community and is qualified due to his experience in
Downey.
Councilman Swearingen said there is staff in the City he feels should take
preference.
AYES: 3 Council Members: Quinn, Cormack, Jackman
NOES: 2 Council Members: Swearingen, Mackaig
It was moved by Councilman Cormack and seconded by Mayor Jackman to accept the
Sign Ordinance in its entirety with the exception as recommended by the Planning
Commission.
It was moved by Councilman Mackaig and seconded by Councilman Cormack to amend
the motion to include Section 9148.08(f), to read as follows: "Signs painted on
the side and rear walls of buildings, fences, walls, roofs, or other surfaces not
permitted by this Chapter, provided, however, on interior lots having single occu-
pancy buildings, one sign on the side of a building may be permitted which shall
not exceed one-third of the area of the front wall sign; however, in no case shall
the side wall sign exceed twelve (12) square feet in area."
Mr. Goggin explained the types of situations when a business might want signs
painted on the side or real walls of buildings., etc., and he questioned whether a
small business would request 12 square feet of sign.

Roll call vote on original motion, as amended:
AYES: 5 Council Members: Swearingen, Mackaig, Quinn, Cormack, Jackman
It was then moved by Councilman Mackaig, seconded by Councilman Swearingen,
and so ordered to adjourn the meeting at 5:15 p.m.
