HomeMy WebLinkAboutMinutes-02-26-81-Adjourned Regular Meeting, MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING FEBRUARY 26, 1981 The adjourned regular meeting of the City Council of the City of Downey scheduled for 4:30 p.m., February 26, 1981, convened at 6:20 p.m, in the Council Chamber of the Downey City Hall, Mayor Theodore H. Jackman presiding. PRESENT: Council Members: Lyell W. Swearingen Milton R. Mackaig Mayor Pro Tem James T. Quinn Robert G. Cormack Theodore H. Jackman Mayor ALSO PRESENT: Charles W. Thompson City Manager John H. Saunders, Personnel Officer Thomas Tincher, Housing & Redevelopment Coordinator Robert L. Shand, City Clerk -Treasurer Mayor Jackman opened the hearing on the Cooperation Agreement with the County Housing Authority for Senior Citizen Low -Rent Housing Project. He inquired if the City Clerk had the Proof of Publication, and the response was yes. It was moved by Councilman Swearingen, seconded by Councilman Mackaig, and so ordered to receive and file the Proof. Mayor Jackman inquired if the City Clerk had received any correspondence on this matter, and the response was no. Mayor Jackman then asked if there was anyone present who wished to speak to the Cooperation Agreement with the County Housing Authority. There was no response. It was moved by Councilman Mackaig, seconded by Councilman Quinn, and so ordered to close the hearing. It was moved by Councilman Cormack, seconded by Councilman Mackaig, and passed by the following vote to delay action on the Cooperation Agreement with the County until the Council returns from Washington D.C. (See motion to reconsider.) AYES: 3 Council Members: ackaig, Quinn, Cormack NOES: 2 Council Members: Jackman, Swearingen Mr. Thompson requested the Council to reconsider the delay because there is a deadline involved. Councilman Cormack said he is in favor of senior citizen housing but is also in favor of doing this without anymore outside interference than possible. Discussion followed. It was moved by Councilman Quinn, seconded by Mayor Jackman, and passed by the following vote to reconsider the motion to delay action on the Cooperation Agreement. AYES: 3 Council Members: Swearingen, Quinn, Jackman NOES: 1 Council Member: Cormack - ABSTAIN: 1 Council Member: Mackaig RESOLUTION NO. 3924 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE DEVELOPMENT, CONSTRUCTION AND OWNERSHIP OF A LOW -RENT ELDERLY HOUSING PROJECT OF NOT TO EXCEED 150 DWELLING UNITS AND APPROVING THE FORM OF COOPERA- TION AGREEMENT BETWEEN THE CITY OF DOWNEY AND THE HOUSING AUTHORITY OF THE COU14TY OF LOS ANGELES AND AUTHORIZING ITS EXECUTION The Resolution was read by title only. It was moved by Councilman Cormack and seconded by Councilman Quinn to waive further reading. Council Minutes 2/26/81 (adj.) -1- 6-�s9 It was moved by Councilman•Cormack, seconded by Councilman Quinn, and passed by the following vote to adopt Resolution No. 3924. AYES: 3 Council Members: Swearingen, Quinn, Jackman NOES: 2 Council Members: Mackaig, Cormack Mayor Jackman concurred with Councilman Cormack regarding involvement of the County in the senior citizen housing project. Mr. Tincher indicated action can be deferred on the Meadow Park Rehabilita- tion Center Project. He mentioned a response has not been received from HUD regarding the City's December 13th letter relative to the Community Development Block Grant Program. He commented regarding a proposed alternative concerning the 40-unit family housing required as a part of the City's 1980-81 application and the Meadow Park proposal concept. It was suggested the 40-unit housing would be permanent housing for handicapped and their families. Mr. Thompson discussed the arrangements for the Council while in Washington, D.C., to meet with Senator Cranston's chief deputy who is a housing expert, and he expressed hope the Council can also meet with Senator Hayakawa's representative. Councilman Mackaig requested the Meadow Park Rehabilitation Center Project be postponed until the next meeting. Mr. Tincher stated information is being prepared relative to HUD's actions concerning the City's program.
