ADJOURNED REGULAR MEETING
JOINT MEETING WITH PERSONNEL ADVISORY BOARD
FEBRUARY 11, 1981
The City Council of the City of Downey held a joint meeting with the Personnel
Advisory Board at 4:30 p.m., February 11, 1981, in the Council Chamber of the
Downey City Hall, Mayor Theodore H. Jackman presiding.

Mayor Jackman explained the Council will be looking for a new City Manager and
will depend a great deal on the Personnel Advisory Board for its help and input.
A letter has been formulated to be sent out to 50-100 people who the Council feel
might be qualified and to see what their interest would be. The City Manager's
Association meeting in Monterey will also be informed that the position is open.
The Council would like the Board to review the resumes as they are received and se-
lect those persons it feels would be the best qualified. Mayor Jackman suggested
perhaps the Council should first inform the Board what it needs as a City Manager.
He hopes the list of qualified applicants would be reduced to eight or twelve for
personal interview by the Council. Mayor Jackman further explained the Council has
considered hiring a consultant to conduct the search, and while no decision has
been made on that as yet, the Council first wants to do this alone with the Board's
help.
Mr. DiLoreto stated past City Councils have recruited persons who have City
Manager experience, and he suggested this could be overlooking a great source of
people in the private sector who may serve as well, if not better.
Councilman Quinn agreed the Council needs a person with good administrative
abilities.
Mayor Jackman does not object to hiring a person without prior City Manager ex-
perience, or a person who is now an Assistant City Manager, nor would he object to
hiring a person qualified in an administrative position. He would insist, however,
that the person have the educational background in administration, preferably in
the municipal field.
Councilman Swearingen concurred with Mr. DiLoreto that corporate management
can do the job, but that they must have the education.
Councilman Cormack expressed primary concern about the individual and said
whether from industry or government, he should have integrity and ambition.
Mr. Barron concurred with some of the qualifications cited by the Council but
indicated he will withhold a firm recommendation until he knows exactly what the
Council has in mind.
Mayor Jackman suggested the Personnel Advisory Board interview each of the
Council Members individually to determine what their views might be.
Mr. Barron explained he has been in management in private industry for many
years and also spent several years with the State in an administrative position.
Mayor Jackman mentioned he has prepared a letter for mailout, as well as a
list of individuals, and he would like to discuss this in executive session.

It was suggested the Personnel Board establish the evening for Council inter-
views and then inform each of the Council Members of their respective times.
Mayor Jackman mentioned it is hoped to have a replacement for the City Manager
in 90 days, if possible, but the Council does not intend to rush this.
Discussions were held regarding ways in which to advertise for the position,
further qualifications, and conducting interviews.
At 5:10 p.m., Mayor Jackman recessed the meeting to executive session with the
Personnel Advisory Board to discuss a personnel matter. The meeting resumed at
5:40 p.m., with all Council Members present.
The meeting was then adjourned at 5:40 p.m.
