MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
ADJOURNED REGULAR MEETING
SEPTEMBER22, 1980
The City Council of the City of Downey held an adjourned regular meeting at
4:30 p.m., September 22, 1980, in the Green Room of the Downey Community Theatre,
Mayor Theodore H. Jackman presiding.

Study Session on Uniform Building & Fire Codes
Mr. Rayson discussed an analysis of proposed revisions to the Downey Municipal
Code concerning Building Regulations.
Mr. Thompson explained Chief Davis and Mr. Rayson have met and reviewed the
Fire and Building Codes in an effort to coordinate the two so as to overcome possi-
ble contradictions or conflicts.
Under Section 8225 on Page 13, Sub -section 1705(1), second paragraph, the
words "or equal" were added to the end of the final sentence.
A change was suggested under Section 8901.1 - Subparagraph l(f), wherein the
words "and causing" were to be replaced with "might cause." Mr. Rayson will check
this with the.City Attorney. (Note: On September 23, 1980, the City Attorney's
opinion was to not change the words.)
Copies of the Analysis of Proposed Revisions to Downey Municipal Code, Article
VIII - Building Regulations, Chapters on Housing Code, Electrical Code, Mechanical
Code, Dangerous Buildings Code, Building & Property Rehabilitation, and Solar Energy
Codes are available in the office of the City Clerk. Copies of the proposed
ordinances reflecting the above revisions are also available.
Chief Davis presented a proposed ordinance, wherein certain sections of the
Downey Municipal Code would be repealed and other sections added in order to adopt
the Uniform Fire Code, 1979 Edition of the International Conference of Building
officials and Western Fire Chiefs' Association.
Chief Davis then rendered an analysis of the proposed revisions along with
data on automatic fire sprinklers, statistical sheets, and the proposed ordinance.
One change made in Section 3315 was to delete the words "completion of major
alteration or" (on the eighth line from the top of Page 6). Another change was
made in Section 10.308 (b) 1, wherein the words "alterations or" were deleted from
the eighth line up from the bottom of Page 6.
Mr. Thompson commented on a proposed argument favoring Proposition W to appear
on the November General Election ballot regarding senior citizen housing within
Downey. The contents of the statement were read aloud.
A discussion was held, wherein it was concluded that the statement should not
come collectively from the City Council.
Mr. Tincher explained the full meaning of the proposed ballot measure.
Mayor Jackman indicated he would sign the argument statement as an individual
person not representing any Council Members.
Mr. Tincher will review this matter with the City Attorney for any refinements.

Mayor Jackman said he would like to schedule an executive session regarding a
personnel matter at 6:45 p.m., September 23, 1980, prior to the 7:00 p.m. study
session for continued discussion on the Uniform Building & Fire Codes.
The meeting was then adjourned at 6:30 p.m, to 6:45 p.m., September 23, 1980,
in the Council Chamber of the Downey City Hall.
