HomeMy WebLinkAboutMinutes-04-15-80-Reorganization MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY REORGANIZATION MEETING APRIL 15, 1980 The City Council of the City of Downey held a reorganization meeting at 7:30 p.m., April 1-5,1980, in the Council Chamber of the Downey City Hall, Mayor Kenneth J. Miller presiding. PRESENT: Council Members: Milton R. Mackaig Theodore H. Jackman Mayor Pro Tem Lyell W. Swearingen William L. Greene Kenneth J. Miller Mayor ALSO PRESENT: Charles W. Thompson, City Manager Howard F. Stup, Director of Community Development William A. Ralph, Director of Public Works Ronald W. Leege, Director of Finance William F. Martin, Police Chief Don Davis, Fire Chief John H. Saunders, Personnel Officer Robert L. Shand, City Clerk -Treasurer Judy McDonnell, Executive Secretary The Invocation was delivered by Bishop Ted S. Jackman, Church of Jesus Christ of Latter Day Saints. The Flag Salute was led by Councilman Greene. Mr. Shand reported on the Canvass of Election Ballots, which was conducted in his office at 2:00 p.m., April 10, 1980. The canvass was open to the public, and there were three observers present. Mr. Shand explained an examination of the pre- cinct election tally sheets of the various polling places revealed minor irregularities lacking any effect on the actual vote count. The majority of errors were limited to the manner in which the candidates' totals were entered on the tally sheets. However, in view of dual tally sheets for comparison purposes, any errors were readily identified. The cumulative vote count announced at the conclu- sion of the April 8th election remains unchanged. RESOLUTION NO. 3785 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF DOWNEY ON THE 8TH DAY OF APRIL, 1980, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW The Resolution was read by title only. It was moved by Councilman Mackaig and seconded by Councilman Jackman to waive further reading. It was moved by Councilman Mackaig, seconded by Councilman Jackman, and passed by unanimous vote to adopt Resolution No. 3785. Councilman Greene stated that without the support of his family it would not have been easy to serve as Councilman during the past four years. He said it has been a pleasure to serve with all of the people he has served with and knows the new Council is up to the challenge. He also thanked the citizens for supporting the Council. Mayor Miller introduced his wife, family and business partner and extended his appreciation for their endurance over the past four years. He said tonight brings to an end his ten years of involvement with City Hall. He mentioned it has been a priviledge to serve as Councilman and a great honor to have served as Mayor, parti- cularly during a time in the history of California cities with Propositions 13 and 4 and now Proposition 9. He congratulated the two new Council Members and Councilman Jackman on his re-election. Mayor Miller thanked the City staff and employees and expressed particular gratitude to Mr. Thompson. He commented on some of the accomplishments of the City Council during the past four years. Mr. Shand administered the oath of of Theodore H. Jackman, James T. Quinn, and R them a Certificate of Election. They were time. Council Members and presented to each of Council body at this Council Minutes 4/15/80 (reorganization) ..-Y..P. -1- Outgoing Mayor Miller then turned the chair over to Mr. Shand for the election of a new Mayor. Mr. Shand declared the office of Mayor open and asked for nominations. It was moved by Councilman Mackaig and seconded by Councilman Swearingen to nominate Councilman Theodore H. Jackman as Mayor of the City of Downey. It was then moved by Councilman Mackaig and seconded by Councilman Cormack to declare the nominations closed. Theodore H. Jackman was declared Mayor of the City of Downey. Mayor Jackman expressed his gratitude to the people who worked on his campaign for re-election and to the Council for electing him to the office of Mayor. He feels the Council will have a good year and intends to move along with projects the City is now involved in. Mayor Jackman then presented a plaque, tie tack, and certificate to Mr. Miller for serving as Councilman and Mayor. Mrs. Ida Jackman presented flowers to Mrs. Melba Miller. Mr. Miller presented the First Lady Necklace to Mrs. Jackman. Each of the Council Members introduced members of their family and friends present in the audience. School Board Member John Shea was also introduced. Mayor Jackman declared the office of Mayor Pro Tempore open and asked for nominations. It was moved by Councilman Swearingen and seconded by Councilman Quinn to nominate Councilman Milton R. Mackaig as Mayor Pro Tempore of the City of Downey. It was moved by Mayor Jackman, seconded by Councilman Swearingen, and so ordered that the nominations be closed. Mr. Terry Middlebrooke, 9332 Dalewood, commented that after being associated with City Councils in local cities over the past 30 years, he has never met a more dedicated person than Ken Miller, a man dedicated to an idea and pursuing that - idea. He said Mr. Miller is one of the best members of the City Council the City of Downey has ever had. Mr. Joe Glenn concurred with Mr. Middlebrooke's remarks.
