ADJOURNED REGULAR MEETING
OCTOBER 16, 1979
The City Council/Community Development Commission of the City of Downey held
an adjourned regular meeting at 5:00 p.m., October 16, 1979, in the Council
Chamber of the Downey City Hall, Mayor/Chairman Kenneth J. Miller presiding.

Reinvestment Budget Study
Mr. Tincher asked if any questions existed on the Community Neighborhood
Enhancement Program.
Councilman Jackman inquired as to where consultants are now being used on
the program.
Mr.. Tincher replied a Reinvestment Planning Consultant has been working
under the Community Neighborhood Enhancement Program for the past year and a
half to finish the downtown planning activities. The work program calls for
hiring an architect or landscape artist to design the Firestone Corridor layout
within the remainder of this program year.
Mr. Thompson commented that the City now retains a consultant on an hourly
basis (Mike Wagner at $13 per hour). Mecky Myers and Associates are retained as
Relocation Specialists at $13 per hour.
Discussion followed regarding relocation cost estimates.
Mr. Tincher reviewed the Redevelopment Budget, Page 124, D-1, on the Cardono
Project (currently budgeted) and identified the areas requiring the services of
Mecky Myers for relocating tenants. Under the Diller Project, the dog kennel and
Blocker Machine Shop will require an agreement with Mecky Myers for consultation.
He said relocation work for the church at the Mingura Project is in progress.
Discussion was held regarding details for relocation costs on the Diller and
Cardono Projects.
Mr. Tincher said Budget figures are estimated. Final actual costs cannot be
established until negotiations have been completed. He indicated that after
adoption of the Work Program and Budget staff will then have direction to proceed
to sell the projects to developers.
Councilman Jackman voiced a desire for more time to study the budget docu-
ment prior to issuing any "green light." He mentioned he has questions on the
Cardono Project and prefers to discuss them in executive session.
Concern was expressed by Council Members regarding the severe interest
requirements for construction financing.
Councilman Jackman suggested setting up as many budget study sessions as
required to be more knowledgeable of the situation.
Councilman Mackaig said the financial picture can change in six months on
specified property condemnation prices.
Councilman Jackman suggested meeting next Monday night, October 22, 1979, at
5:00 p.m. (until 8:00 p.m.) to study the Reinvestment Budget and Relocation
Procedures.

Mayor Miller would like to see where other budgeted money in the Reinvest-
ment Program was spent (relate to prior year).
Mr. Thompson referred to monthly Financial Recap sheets as a source of
information on fiscal transactions.
Mr. Thompson then presented a memo.to the Council regarding a Proposed Rate
Increase for the Los Angeles Yellow Cab Company serving Downey. The proposed -
rate is $1.00 flag drop, $1.00 per mile, and $10.00 per hour waiting time. The
Los Angeles City Council has approved a rate increase for all cab companies in
the City of Los Angeles. Mr. Thompson will contact both cab companies serving
the southeast area and invite them to establish competitive rates. The City
would then offer permits to both carriers. He will report back to Council at
its next meeting.
At 5:50 p.m. the meeting was recessed to Executive Session to discuss
litigation. The meeting resumed at 6:20 p.m. with all Council Members present.
At 6:20 p.m. the meeting was then adjourned to 5:00 p.m., October 22, 1979,
in the Council Chamber of the Downey City Hall, to continue the study on the
Reinvestment in Downey Budget.'
