The City Council of the City of Downey held a regular meeting at 7:30 p.m.,
September 11, 1979, in the Council Chamber of the Downey City Hall, Mayor

Sandra Myttleman, 7737 East Otto Street, representing approximately 60 youth
in the Downe_: First Ward of the Church of Jesus Christ of Latter Day Saints,
vch nteered their services to projects which would be helpful to the City.
Spindel commented on work done by volunteers, such as planting trees,
�__mming shr hbery, and nicking up litter.
Miss 24yttleman was instructed to contact the City Manager's office.

Mrs. Charles Hutchinson, 8502 Dacosta Street, representing the Assistance
League of Downey, requested the Council grant relief of the two-hour parking re-
striction in the parking lot adjacent to the League's meeting place at 11206
Downey Avenue, which she said would amount to 2� hours one day each month.
Mr. Thompson mentioned he had previously told Mrs. Hutchinson to contact the
Baptist Church to see if their parking lot would be available.
Mrs. Hutchinson advised she will be meeting with the Minister of the Baptist
Church next Thursday.
The Council then directed Mr. Thompson to also contact the Baptist Church
regarding this matter.
Carol Knight, 3339 Cherokee Street, South Gate, President of the Rancho
Chapter, California Association of Physically Handiczpped, inquired regarding t're
problem of filling bus driver positions for the handicapped and .� �n senior c4t4
vans. She asked the City to do whatever is possible to fill those positions, and
The offered the assistance of her organization tc help in anvwav it can.
Mr. Saunders commented on the CETA regulations and said staff is doing what
it can to fill the driver positions.

RESOLUTION NO. 3720
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION
FOR ADDITIONAL POLICE SECURITY PATROL IN THE I-105 FREE-
WAY AREA
Mr. Thompson commented on receipt of the negotiated contract with Cal -trans
covering Police patrol of the I-105 Freeway Corridor in Downev. He pointed out
the State will reimburse the City for one patrol officer 24 hours a day, seven
days a week, for the total amount reimbursement of$211,000 per year, commencing
October 1, 1979.

MISCELLt=OUS ACTIONS
Councilman Greene commented on the importance of the City of Downey becoming
a member of SCAG in order to have a voice at the SCAG meetings concerning the
I-105 Freeway. He mentioned that on -the Agenda for the SCAG meeting is a
recommended action supporting Downey's request for someone from a Corridor city to
be appointed to the Steering Committee of the Housing Element. However, the agenda
also shows the intent to appoint Mayor Cade of Compton, and Compton only has one

lot in the Freeway Corridor. He feels someone from Lynwood or Downey should be
appointed.
It was moved by Councilman Greene, seconded by Councilman Swearingen, and
passed by the following vote that Downey join SCAG immediately.
Councilman Mackaig voiced his opposition.
Discussion followed.
Mr. Sorensen advised that his office is, and has been since the inception of
scag, general counsel for SCAG. His office does not make policy decisions but
does advise SCAG on legal matters.

Request of Water Board for joint studv session with Citv Council on the
Water Rate Study. The study session was set for 7:30 a.m., September 19, 1979, to
be held in conjunction with the water Board meeting. (Later set for September 18,
1979 - see page 5.)
it was moved by Councilman Swearingen, seconded by Councilman Mackaig, and
passed by the following vote to approve the purchase and installation of the
Visualtex Visual Voting Svstem. This would require increasing the 1979-80
Equipment Fund Budget by $2,794.70 (62/4 1110.0930) and the Council°s rental
charge budget by $280.00 (10/4 1110.0860); allow the Manager of Procurement to
purchase the item by charging the Equipment Fund for the expenditure; and allow
the Finance Department to amortize the initial cost over a ten year useful life.
The Council opted to vote on acquisition of the System at this time in the
absence of Councilman Jackman.

Councilman Greene feels this should wait until Councilman Jackman returns.
It was moved by Councilman Mackaig to postpone action on the Resclution.
The motion and second to adopt the Resolution were withdrawn. Taken under
submission to the next meeting.
Senior Citizens Rubbish Pick-up Refund
Responding to questions, Mr. Thomason stated the $7500 figure established as
one criteria used as a basis for the refund is the same criteria used in the
Utility Users Tax and is based on Federal figures. He said a maximum refund
amount should be established by the Council.
Discussion followed.
Mayor Miller said the City's file reflects approximately 180 people received
the -refund in the past, and those people should still be eligible.today. He sug-
gested the City send cut notices with the assistance of the young people who
volunteered their services earlier in the meeting. Mayor Miller indicated these
people should be notified and then if there are new applications they can be con-
sidered. He made a motion to approve the rubbish refund in that fashion., which
was seconded by Councilman Greene.

Councilman Mackaig said this should be in two motions.
It was then moved by Councilman Greene and seconded by Councilman Mackaig to
reinstate the rubbish refund, which was discontinued on December 12, 1976.
Mr. Spindel said the refunds were set at 80C a month.
During discussion, Councilman Mackaig requested further clarification on the
amount to be refunded.
Mr. Thompson stated if the Council reinstates the rubbish refund that was
discontinued on December 12, 1978, it would be establishing a limit of 80C a month.
Councilman Greene withdrew his motion and requested this be brought back with
further information.
It was moved by Councilman Greene, seconded by Councilman Swearingen.,. and so
ordered to set a hearing on Zone Change Case No. 147. 8830 Rosecrans Avenue, for
7:30 a.m., September 26, 1979, in the Council Chamber of zhe Downev City ?fall.
REPORTS
Mr. Thompson advised the Council needs to set a time and date for a work
session on the Firestone Corridor Plan, which has now been completed.
The work session was set for 4:00 p.m., September 18, 1979.
In view of the Planning Commission meeting at ;':30 p.m., September 19; 1979,
t'he.tudv session with the Water Board was rescheduled for 7:30 p.m., September
18, i979.

Councilman Greene inquired about the fee for annealing a zoning case_ and
whether the fee is refunded if the appeal is won.
Mr. Sorensen exclained that someone, either the general to}_wavers or the one
seeking the rezoning, :lust bear the Costs Of p':ioli Cation, notice, etc., and it
has been the Council's policy that the one seeking action by the Council should
bear the cost.
Councilman Swearingen referred to a memo concerning sidewalks along the west
side of Paramount at Plarren High School.
Mr. Spindel said staff will check to see that the School District follows
through or. this.
Councilman Swearingen inquired if the letter objecting to the acpiicaticn of
Southern California Edison Company for rate increase had been sent out. The
reply was ves, and copies will be distributed to the Council.
Councilman Swearingen stated his objection to 'the wage increase for United
States Congressmen which will occur on September 28th, and he asked whether anv-
thing car, be done.
Mr. Thompson suggested the Council can adopt a resolution and forward it to
Dcleney's Congressmen, U.S. Senators, and the newspapers.
Courcil,Swearingen also favored sending letters in opposition to pay
increases for other public officials.

The motion was seconded by Councilman Mackaig, who suggested the resolution be
signed by all Council Members and sent to the newspapers.

ing at the Downey High School gymnasium, for the purpose of informing residents
about Proposition 1 on the November ballot. He said he was invited to speak at

establishing procedure for posting notice on hearings for zoning matters He

Mr. Goggin explained the Ordinance was changed because of the large amount
of rezoning the City will be doing as a result of the Zoning Ordinance which in-
volves changing existing commercial zoning from C-4 to C-2.
A discussion was held regarding the proposed zone change on Foster Bridge
and Suva.
Mr. Thompson explained a meeting has been set next week between the attorneys
for the City and the Downev Community Hospital.
The meeting was then adjourned at 9:15 p.m. to 4:00 p.m., September 18, 1979,
in the West Conference Room of the Council Chamber at the Downey City Hall.
