HomeMy WebLinkAboutMinutes-06-25-79-Adjourned Regular Meeting_"7, MINUTES OF THE CITY COUNCIL/COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING JUNE 25, 1979 The City Council/Community Development Commission held an adjourned regular meeting at 5:00 p.m., June 25, 1979, in the Council Chamber of the Downey City Hall, Mayor/Chairman Kenneth J. Miller presiding. PRESENT: Council Members/Commissioners: Milton R. Mackaig Theodore H. Jackman Mayor Pro Tem/Vice-Chairman Lyell W. Swearingen Kenneth J. Miller Mayor/Chairman ABSENT: William L. Greene ALSO PRESENT: Charles W. Thompson, City Manager Ervin Spindel, Director of Community Development:. Ronald Leege, Director of Finance John T. Neavill, Director of Parks & Recreation William F. Martin, Police Chief Don Davis, Fire Chief John H. Saunders, Personnel Officer Thomas Tincher, Housing & Redevelopment Coordinator Robert L. Shand, City Clerk -Treasurer Mayor Miller announced that Councilman Greene is in Mexico. No items on the Community Development Commission Agenda. City Council Study Session on City of Downey Budget for Fiscal Year 1979-80 Mayor Miller asked the City Manager to review the Equipment Budget. Councilman Mackaig said he had a question on the Andy Cardono project in the Redevelopment Program. He asked Mr. Tincher for a project status report and what the OPA start-up date would be. Mr. Thompson said the tine has passed as to when Mr. Cardono's financing plan was to go into effect. He explained Mr. Cardono has encountered some diffi- culties in finalizing his financing. Technically, Mr. Cardono has not conformed with the agreement because no financing letter has been delivered by him to the Redevelopment Commission. The Commission and Mr. Cardono would have to agree on an extension. Councilman Mackaig requested an executive session at this time for reason of possible litigation. Mayor Miller declared a recess to executive session from 5:12 p.m. to 5:50 p.m. for discussing possible litigation. The meeting resumed with Council Members Mackaig, Jackman, Miller present; Council Members Swearingen, Greene absent. Mayor Miller announced Councilman Swearingen had to leave the meeting. The Council resumed the Budget Study Session. Mr. Leege explained changes made in the new proposed Budget, including a transfer of sewer project funds per Council request. Capital Projects Funds in- clude $476,700 for Civic Center improvement. Gas Tax - Miscellaneous Street Improvements for $405,400 to show all moneys estimated to be available for projects. Mr. Thompson explained the recent water line break on Firestone Boulevard will necessitate an additional cash outlay to cover costs of a new 8-inch water main across Firestone. Mr. Spindel also explained how the new water line will be engineered. There being no other questions regarding the Water Budget, Mayor Miller commented on Parks & Recreation SB 174 Funds for Wilderness Park. He asked if these funds are also available for Independence Park and what is the source of the State bond money. Council/Community Dev. Comm. Minutes 6/25/79 (adj.) -1- EM Mr. Neavill explained that of the $267,000 State Park Bond funds designated for Independence Park, the City has received 90 percent of the money which is available and will be used for architectural designs, plans and specifications. Also, he said, the City has received 10 percent of.SB 174 funds designated for Wilderness Park completion for $124,040. This money is being matched by $41,350 from Revenue Sharing Funds included in the 1979-80 recommendation. The total amount available for Wilderness Park will be $165,390 for the coming year. The third year allocation will be used for developing basketball courts at Furman Park. Mr. Jim Knoll, President of the Downey Chamber of Commerce, appeared to answer any questions or comments the Council might have regarding the Chamber of Commerce budget request. He said the Chamber's dues have increased 25 percent. It was moved by Councilman Mackaig and seconded by Councilman Jackman to adjourn the meeting at 6:04 p.m. Robert L.
