OF THE CITY OF DOWNEY
ADJOURNED REGULAR MEETING
SEPTEMBER 25, 1978
The City Council/Community Development Commission of the City of Downey held
an adjourned regular meeting at 4:00 p.m., September 25, 1978, in the Council
Chamber of the Downey City Hall, Mayor/Chairman William L. Greene presiding.

Mr. Thompson stated the 1978-79 Reinvestment in Downey Work Program and
Budget has been restructured to a more simplified version in accordance with the
Council's comments last meeting. The word "Redevelopment" would refer to items
under the Redevelopment Commission --the term "Neighborhood and Community
Enhancement" would be items under the City Council.
Mayor Greene asked about the possibility of tax increment money running out.
Mr. Thompson explained there has been a reduction in revenue as a result of
Proposition 13, and if steps are not taken by the State Legislature, there could
be funding problems on the Redevelopment projects now under way in other areas.
He pointed out that Downey is only considering projects that would pay for
themselves.
Councilman Mackaig asked what guarantee or protection the City would have if
it entered into Owner Participation Agreements (OPA) for Redevelopment.
Mr. Thompson replied every OPA would have to be ehecked out and completely
executed before any steps would be taken for the bonding. Financing would have
to be part of the contract.
Mayor Greene asked that approval of the contract with Mr. Manny DeDios of
Municipal Services, Inc., be withheld until Councilman Jackman is present.
Mr. Thompson explained many property owners in the City are anxious to get
started. Downey's staff is one and one-half people as compared to 31 in other
cites, and the assistance of Municipal Services has been relied upon because they
have staff available to assist when needed.
Discussion followed.
Mayor Greene feels it is difficult, as a Councilman, to serve as a Community
Development Commissioner when there is so much material presented and so little
time to give it proper consideration.
Councilman Swearingen suggested each Council Member appoint someone to act
as a deputy commissioner.
Mr. Thompson explained that when the City first entered into the Redevelopment
Program, he recommended the Council act as the Redevelopment Agency because he
felt it was important the Council have first-hand knowledge of the program since
it was new. Now, he said, at this stage, there is less need for the Council to
be as involved in actual day-to-day operations.
Discussion ensued regarding establishing a commission comprised of Downey
residents. A suggestion was made of paying the commissioners $25 a meeting, or a
total of $50 per month.

Mr. Tincher commented on how the Redevelopment Program will work in the
neighborhoods on a block -by -block basis. He does not anticipate an increase in
the workload the Council has presently undertaken.
Further discussion followed.
Mr. Tincher then commenced with a review of the Downey Redevelopment Project
Work Program and Budget. He outlined the plans for redevelopment in each of the
Subareas shown on maps attached to the Budget.
A discussion was held regarding approving the proposed ten-year contract
with Municipal Services, Inc., at this time or waiting until Councilman Jackman
returns.
It was moved by Mayor Greene, seconded by Councilman Miller, and passed by
the following vote to approve the Agreement with Municipal Services, Inc.
AYES: 3 Council Members: Miller, Swearingen, Greene
ABSENT: 1 Council Member: Jackman
ABSTAIN: 1 Council Member: Mackaig
It was moved by Mayor Greene and seconded by Councilman Miller to approve the
Budget for the Redevelopment Program.
RESOLUTION NO.
A RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF DOWNEY ADOPTING THE 1978-79 WORK PROGRAM
AND BUDGET FOR THE DOWNEY REDEVELOPMENT PROJECT
The Resolution was read by title only. It was moved by Commissioner Miller
and seconded by Commissioner Swearingen to waive further reading.
It was moved by Commissioner Miller and seconded by Commissioner Swearingen
to adopt the Resolution.
It was pointed out the Resolution is scheduled for the September 26th meeting.
The motion and second were then withdrawn.
Mr. Thompson commented on the difference between the Redevelopment Program
and the Neighborhood and Community Enhancement Program.
Mr. Tincher reviewed the Budget for the Neighborhood and Community Enhancement
Program, which he said totals $1,691,000 for this year.
At 6:42 p.m., it was moved by Councilman Mackaig and seconded by Councilman
Swearingen to adjourn the meeting.
