HomeMy WebLinkAboutMinutes-05-30-78-Adjourned Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING MAY 30, 1976 The City Council of the City of Downey held an adjourned regular meeting at 4:00 p.m., May 30, 1978, in the Council Chamber of the Downey City Hall, Mayor William L. Greene presiding. PRESENT: Council Members: Theodore H. Jackman Kenneth J. Miller Mayor Pro Tem Milton R. Mackaig Lyell W. Swearingen William L. Greene Mayor ALSO PRESENT: Charles W. Thompson, City Manager Ervin Spindel, Director of Community Development Martin F. Wynne, Director of Finance John T. Neavill, Director of Parks & Recreation William F. Martin, Police Chief Edwin H. Wood, Fire Chief John H. Saunders, Assistant to City Manager Thomas Hemphill, Administrative Assistant Terence Middlebrooke, Manager of Revenue Carlos Mendez, Manager of Data Processing James Funk, Principal Planner Robert L. Shand, City Clerk -Treasurer Mr. Gordon Strand, 12359 Gneiss, President of the Downey Youth Band, presented the Council Members with complimentary tickets for the June 6th Youth Band concert. Councilman Mackaig inquired regarding the whereabouts of the Youth Band during Memorial Day. Mr. Strand explained that many of the band members were not in Downey on that particular day. ORDINANCE NO. 545 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING SECTION 6272, WHICH SECTION RELATES TO BUSINESS LICENSING (WHOLESALE SALE OF FIREWORKS) The Ordinance was read by title only. It was moved by Councilman Jackman and seconded by Councilman Miller to waive further reading. It was moved by Councilman Jackman, seconded by Councilman Miller, and passed by unanimous vote to adopt Ordinance No. 545. I'.t was moved by Councilman Miller, seconded by Councilman Swearingen, and passed. by the following vote to authorize the City's insurance adjuster, Carl Warren and Company, to offer a settlement on Damage Claim #315, not to exceed $1500. Mr. Shand outlined the insurance procedure for claim settlement over $1000 and less than $50,000. It was stated the proposed settlement would involve Workers' Compensation Insurance for the injured driver, the homeowners' insurance company, as well as the City of Downey. It was pointed out that this particular request is directed toward an out -of -court settlement which would hopefully eliminate the necessity of having the case heard in court, which would involve greater expendi- tures for attorney's fees. It was further pointed out the request is being made at this time because the designated date for settlement conference is June 12th, one day prior to the next regular Council Meeting. Discussion followed. AYES: 5 Council Members: Jackman, Miller, Mackaig, Swearingen, Greene City of Downey Budget for Fiscal Year 1978-79 Mr. Spindel presented the Public Works Budget, including comparison charts re- flecting Gasoline Tax revenue and expenditures, distribution of maintenance service for regular City operations, and CETA operations (within the Public Works Budget). This portion of the presentation excluded Water Division. He distributed organization charts for the Public Works Department. Council Minutes 5/30/78 (adjourned) -1- U"053 :Discussion followed regarding the Public Works organization charts and details on supervision personnel. Mr. Spindel answered questions involving distribution of fringe benefits assisted by input of the Director of Finance. Mr. Thompson provided information regarding on -job supervisors. A detailed discussion ensued regarding wages for superintendents. Councilman Jackman questioned the manner wherein the budget reflects the distri- bution of costs among the Department divisions. He briefly reviewed Capital Outlay items requested by the Public Works Department. He commented that the budget appears to be fragmented and difficult in determining the total expense for various line items. Mr. Thompson said the next budget study session meeting will include a discus- sion on "budget methodology," explaining how the municipal budget functions. Mr. Spindel then proceeded to present the Water Division Budget. A discussion followed regarding calculations for sick leave, vacation, workers' Compensation, and retirement benefits applied to salary figures. At 6:23 p.m., it was moved by Councilman Jackman and seconded by Councilman Mackaig to adjourn the meeting to 7:30 a.m., June 2, 1978, in the Council Chamber of the Downey City Hall, for a joint meeting with the Downey Community Hospital Board to discuss the room rate adjustment contained in the Hospital Budget for 1978-79.
