ADJOURNED REGULAR MEETING
REORGANIZATION
APRIL 18, 1978
The City Council of the City of Downey held an adjourned regular meeting at
7:30 p.m., April 18, 1978, in the Council Chamber of the Downey City Hall, Mayor
Richard M. Jennings presiding.

The Invocation was delivered by Reverend Tom Jolly, Downey Memorial Christian
Church, followed by the Flag Salute led by Judy McDonnell.
Mayor Jennings announced this is an adjourned meeting, and he inquired if the
City Clerk had posted the necessary Notices of Adjournment.
Mr. Shand replied yes. He then stated as directed by Resolution No. 3520,
adopted by the City Council at its regular meeting held March 14, 1978, he met in
the City Clerk's office of the Downey City Hall at 2:00 p.m., Wednesday, April 12,
1978, with the Deputy City Clerk, to canvass the returns of the General Municipal
Election held Tuesday, April 11, 1978. Mr. Shand explained the results of this
canvass reflected the added count of three votes in Precinct 64 of District No. 4
to the name of candidate Lucas --the additional count had no effect on the status
of the recorded votes for the two other candidates in District No. 4.
RESOLUTION NO. 3532
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD IN SAID CITY OF DOWNEY ON THE 11TH DAY OF
APRIL, 1978, DECLARING THE RESULT THEREOF AND SUCH
OTHER MATTERS AS ARE PROVIDED BY LAW
The Resolution was read by title only. It was moved by Councilman Jackman,
seconded by Councilman Miller, and so ordered to waive further reading.
It was moved by Councilman Jackman, seconded by Councilwoman Scotto, and passed
by unanimous vote to adopt Resolution No. 3532.
Councilwoman Scotto indicated she is grateful for the opportunity to have
served on the City Council the past four years, and she thanked staff for its sup-
port and her appointees from District 4. She wished all the Council Members success
in their years of service to the City and expressed her gratitude to the Council's
secretary, Inice Durham, for all her assistance.
On behalf of the City Council, Councilman Greene presented a bouquet of flowers
to Councilwoman Scotto.
At this time, Messers. Milton R. Mackaig, Jr., and Lyell W. Swearingen were
seated next to the other Council Members.
Mayor Jennings introduced two former Mayors of the City, Mr. Scott Temple and
his wife Faith, and Mr. Joseph Di Loreto and his wife Gloria.
Councilmen Miller and Jackman each extended their appreciation and good wishes
to Mayor Jennings and Councilwoman Scotto.

Mayor Jennings outlined the accomplishments of the City Council that have come
to fruition during the last year he has served as Mayor of the City, which he noted
were the combined efforts of the Council, staff, and citizens. He then asked the
City Clerk to administer the oath of office to the incoming Council Members.
Mr. Shand administered the Oath of Office to elected Council Members, Milton R.
Mackaig, Jr., and Lyell W. Swearingen, and presented to each of them a Certificate
of Election.
Councilman Mackaig said he is looking forward to serving on the Council and
working with the other Council Members. He thanked the people who voted for him
and introduced his wife, Evelyn.
Councilman Swearingen introduced his wife, Bernice, his daughter-in-law and
three grandchildren, his campaign managers, Mr. and Mrs. Scott Temple, and his
campaign committee. He thanked the people who voted for him and said he will serve
the City to the best of his ability.
Mayor Jennings presented to Mrs. Marion Greene, the official First Lady's
necklace. He then resigned as Mayor and Councilman of the City of Downey.
The chair was turned over to the City Clerk and nominations were declared open
for Mayor.
It was moved by Councilman Miller and seconded by Councilman Jackman to
nominate Councilman William L. Greene as Mayor of the City of Downey.
It was moved by Councilman Jackman and seconded by Councilman Miller that the
nominations be closed.
Roll call vote to elect Councilman William L. Greene as Mayor of the City of
Downey:
AYES: 4 Council Members: Miller, Jackman, Mackaig, Swearingen
ABSTAIN: 1 Council Member: Greene
On behalf of the City Council, Mayor Greene presented flowers and a necklace
to Mrs. Mildred Jennings for serving as the City's First Lady during the past year.
Mayor Greene then presented a certificate, plaque, and pin to Mr. Jennings,
commending him for serving as Councilman and Mayor of the City during the past
eight. years.
Mayor Greene acknowledged the presence of Mr. DiLoreto and Mr. Temple and
commented on the responsibility of being a Council Member. He then declared the
office of Mayor Pro Tempore open.
It was moved by Councilman Jackman and seconded by Councilman Swearingen to
nominate Councilman Kenneth J. Miller as Mayor Pro Tempore of the Citv of Downev.
It was moved by Mayor Greene and seconded by Councilman Jackman that the
nominations be closed.
Roll call vote to elect Councilman Kenneth J. Miller as Mayor Pro Tempore of
the City of Downey.
AYES: 4 Council Members: Jackman, Swearingen, Mackaig, Greene
ABSTAIN: 1 Council Member: Miller
Mayor Greene introduced his mother, his daughter, Lauren, and son, Bryan. He
also welcomed the new Council Members.
Mr. Phil Ortiz congratulated the new and outgoing Council Members.
Councilmen Miller and Jackman welcomed the new Council Members.
There being no further business to come before the City Council, the meeting
was adjourned at 8:05 p.m.
