HomeMy WebLinkAboutMinutes-12-08-77-Adjourned Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING DECEMBER 8, 1977 The City Council of the City of Downey held an adjourned regular meeting at 6:00 p.m., December 8, 1977, in the Council Chamber of the Downey City Hall, Mayor Richard M. Jennings presiding. PRESENT: Council Members: Kenneth J. Miller William L. Greene Mayor Pro Tem Hazel N. Scotto Richard M. Jennings Mayor ABSENT: Theodore H. Jackman (excused) ALSO PRESENT: Charles W. Thompson, City Manager Ervin Spindel, Director of Community Development Martin F. Wynne, Director of Finance Robert L. Shand, City Clerk -Treasurer Water Facility Acquisition ORDINANCE NO. 535 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THAT CERTAIN LEASE AND SUBLEASE BETWEEN SAID CITY AND THE CITY OF DOWNEY WATER FACILITIES CORPORATION The Ordinance was read by title only. It was moved by Councilman Miller, seconded by Councilman Greene, and so ordered to waive further reading. It was moved by Councilman Miller, seconded by Councilman Greene, and passed by the following vote to adopt Ordinance No. 535. Mayor Jennings inquired as to the financial status of obligation notes held by Park Water Company for water company construction rendered on various customer sites over the past years. Mir. Thompson stated to the best of his judgement there is no liability existing on these particular notes because the original developers have departed from the sphere of activity. Any notes that might possibly constitute a lien against Park Water Company would be cleared during settlement of escrow. AYES: 4 Council Members: Miller, Greene, Scotto, Jennings ABSENT: I Council Member: Jackman Mayor Jennings was excused from the meeting at 6:12 p.m., at which time Mayor Pro Tem Greene chaired the meeting. Mr. Thompson proceeded to explain the contents of the bids received on the Animal Control Facility and noted an irregularity in the low bid does exist that cannot be waived. Burk Bussiere will contact the Federal Government regarding the delay in the bid procedure and attempt to get a new starting date and then rebid. Mayor Pro Tem Greene inquired about possible problem with turnover of help at the Animal Control Facility. Mir. Thompson replied the turnover is mainly in the kennel keeper area and said a report will be rendered. Councilwoman Scotto commented a similar problem existed one year ago. Discussion ensued wherein Councilman Miller inquired about the status of the Tax Reform Committee. He said the need exists for an outline of various programs and that no date has been set for an initial meeting. Mr. Thompson indicated he will prepare an outline program for the Tax Reform Committee. Councilwoman Scotto suggested a pre -meeting mailout be made regarding the coming meeting.
