OF THE CITY OF DOWNEY
ADJOURNED REGULAR MEETING
OCTOBER 26, 1977
The City Council of the City of Downey held an adjourned regular meeting at
4:23 p.m., October 26, 1977, in the Green Room of the Downey Community Theatre,
Mayor Richard M. Jennings presiding.
PRESENT: Council Members:

ABSENT: Kenneth J. Miller (arrived at 4:24 p.m.)
Theodore H. Jackman
ALSO PRESENT: Charles W. Thompson, City Manager
Ervin Spindel, Director of Community Development
Martin F. Wynne, Director of Finance
John T. Neavill, Director of Parks & Recreation
William A. Goggin, City Planner
Ray T. Lake, Building Official
Francis E. Carter, Assistant City Planner
John H. Saunders, Assistant to City Manager
Thomas Tincher, Housing & Human Services Coordinator
Frank Stan, Real Estate Officer
James Funk, Principal Planner
Robert L. Shand, City Clerk -Treasurer
Mayor Jennings announced the purpose of the meeting is for a study session on
the Neighborhood Rehabilitation Program. He then turned the meeting over to the City
Manager, who introduced participants prior to a slide presentation to the Council.
Councilman Miller arrived at the meeting at 4:24 p.m.
A slide presentation was narrated by Mr. Thompson and Mr. Tincher, assisted by
Mr. Funk and Mr. Manny DeDios of Municipal Services, Inc. A written report on the
presentation entitled "Downey Today and Tomorrow" is on file in the office of the
City Clerk. The presentation included the following elements:
1. Proposed Housing Rehabilitation and Financial Assistance.
2. Capital Improvements.
3. Redevelopment.
4. Expanded Code Enforcement.
Mayor Jennings stated he would appreciate the statement that people are moving to
suburban areas because of better schools should be removed from the presentation.
Nir. Thompson explained the intent was to say a reason people have moved to Downey
is because of better schools.
Questions were raised regarding low and medium priced housing, the financing,
land assembly, and dis-incentives.
Discussion followed regarding types of loan services available.
Mr. Thompson pointed out the City could use Revenue Sharing Funds to get the
Redevelopment Agency started.
Councilman Greene suggested visiting the proposed redevelopment areas prior to
conducting the next Rehabilitation meeting.
At 7:43 p.m., the meeting was adjourned.
