HomeMy WebLinkAboutMinutes-08-23-77-Adjourned Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING AUGUST 23, 1977 The City Council of the City of Downey held an adjourned regular meeting at 6:38 p.m., August 23, 1977, in the Council Chamber of the Downey City Hall, Mayor Richard M. Jennings presiding. PRESENT: Council Members: Kenneth J. Miller William L. Greene Mayor Pro Tem Theodore H. Jackman Hazel N. Scotto Richard M. Jennings Mayor ALSO PRESENT: Charles W. Thompson, City Manager William A. Goggin, City Planner Robert L. Shand, City Clerk -Treasurer Mayor Jennings stated a speaker was scheduled to present Supervisor Baxter Ward's version of the Red Car Line but has failed to arrive. Therefore, Mr. Goggin will discuss the Billboard Section of the Comprehensive Zoning Ordinance following Mr. Thompson's explanation regarding a recent PUC action. Mr. Thompson stated he was informed today that PUC has taken action to turn down the request of the Cities of South Gate and Paramount to intervene in Downey's Acquisition of Park and Southern California Water Companies. He said the PUC order now stands, and Downey should proceed immediately with the sale of bonds. He pointed out it will take approximately five -to -six weeks to do all things necessary to actually sell the bonds. Discussion followed. Mr. Thompson commented on the bond market and reviewed the status of legislative bills pending regarding sale of bonds. Mr. Goggin indicated staff has studied the Billboard Section of the Sign Ordinance. He submitted information concerning the location and size of existing billboards in the City. He said as requested, new standards were prepared for signs in the downtown central business district, including a list of conditions for dis- tances between signs and distances from intersections. Mr. Goggin commented on the areas where billboards would be permitted and where they would not. Discussion followed regarding the effect of billboard advertising. Mayor Jennings noted receipt of a letter from Mr. Dato of Foster & Kleiser, re- questing a meeting with either the City Council or a committee of the Council to show the locations which would conform with the proposed ordinance. Councilman Miller stated study sessions should be held regarding the Utility Users Tax and setting the Tax Rate. He requested a tax committee recommendation be presented to the Council showing a true picture of what the facts might be. It was noted the next Tax Study Committee meeting will be held at 7:30 p.m., August 24th, in the Green Room. Councilman Miller suggested the August 25th Study Session of the Council include the Utility Users Tax. The August 25th Study Session was then scheduled to begin at 5:30 p.m. to dis- cuss billboards with representatives of Foster & Kleiser and Pacific Outdoor, and at 6:30 p.m., the Council would begin a study on the Utility Users Tax.
