Shand, City Clerk -Treasurer Judy McDonnell, Executive Secretary The Invocation was delivered by Reverend Tom Jolly, Downey Memorial Christian Church, followed by the Flag Salute led by Councilman Miller. HEARINGS Mayor Jennings declared that this is the time and place for the public hearing on the Housing Element of the General Plan and Environmental Impact Report of said Elemen He inquired if the City Clerk had the Affidavit of Publication, to which the City C1er responded in the affirmative. It was moved by Councilman Greene, seconded by Councilman Jackman, and so ordered to receive and file the Affidavit. Mayor Jennings inquired if the City Clerk had received any correspondence on this matter, and the City Clerk replied he had not. Mayor Jennings then inquired if there was anyone present who wished to speak in favor or in opposition to the Housing Element of the General Plan, and there was no response. Mr. Ron Hough, Principal Planner in the Planning Division, narrated a slide presen- tation of residences in the City. He said the Housing Element has been prepared accord- ing to the State guidelines and is the last of the nine mandated elements to be added to the General Plan. The slide presentation also consisted of statistical maps including Downey and 12 surrounding communities. Mr. Hough pointed out that according to the Housing Assistance Plan for Downey there are more than 700 substandard units in the City, many of which could be rehabilitated, and part of the Housing Program of the Housing Element is aimed at assisting residents of lower income, elderly, or handicapped house- holds in bringing their homes up to Code. He noted one of the worst housing problems exists in the proposed 105 Freeway corridor. Mr. Hough indicated much of the new develop- ment in the City is multiple units, and rather than propose additional multiple family development, the Housing Element is concentrated more on neighborhood conservation, housing rehabilitation programs and activities that will help to improve the community overall and preserve the existing housing stock. Mr. Jim Funk, Principal Planner in the Planning Division, pointed out that the goals, objectives and policies in the Housing Element of the General Plan are tailored toward Downey`s problems rather than those recommended by the State, County, or SCAG. He said the primary goal recommended is the maintenance of sound and viable residential neighborhoods and rehabilitation of declining neighborhoods. Also recommended is the policy to pursue an aggressive rehabilitation, demolition and replacement program for substandard dwelling units, a balanced housing stock, and new and existing dwelling units offering a wide range of housing opportunities for all economic segments of the population. Mr. Funk stated the following amendments to the General Plan are recom- mended: To better protect existing homogeneous single family residential districts Council Minutes 6/28/77 -1- from further apartment development encroachment; to perpetuate and enhance the City as a predominately owner -occupied single family residential community; to provide for apartment development only in areas which can provide and maintain adequate standards of quality and Livability for all residents; to revise, promote and give high priority to maintenance and rehabilitation of single family dwellings, especially in designated neighborhood conservation areas and making adjustment to the circulation element to update and accommodate additional traffic generated by previously allowed conversions of single family areas of the City to higher density residential development. Mr. Funk commented on the programs contained in Chapter 4 of the Housing Element. Mayor Jennings inquired if there was anyone present who wished to speak in favor of the Housing Element of the General Plan, and there was no response. He then inquired if there was anyone present who wished to speak in opposition. Mr. L. W. Howell, 10345 Vultee Avenue, said the Housing Element is too regimented, and he does not feel the citizens of Downey are interested in having regimentation dictated either by the State, County, or City. There being no one else present wishing to speak in opposition, it was moved by Councilman Jackman, seconded by Councilwoman Scotto, and passed by unanimous vote to close the hearing. Mayor Jennings asked the Council if it objected to having Oral Communications, items not on Agenda, immediately following the public hearing. No objections were stated. Councilman Miller suggested Mr. Howell meet with Planning Division staff to gain greater insight into what staff and he, himself, would like to see happen to the City. He favored the "turning around" of the density situation, wherein there would be retained a greater portion of homeowners in the City. Councilman Greene explained that no one from the City is going to tell someone he has to fix up his home; however, if people see others fixing up their homes it can be contagious to where others will want to do the same. Mr. Funk reviewed the 5th Street zone exception case, wherein a request to establish a four -unit apartment building on R-1 property was denied. He stated staff is proposing to make a study and bring back to the Council recommendations for modifying the Land Use Element of the General Plan where appropriate in order to protect the homogeneous single family residential areas from encroachment of apartment development. Mr. Goggin explained the Planning Commission is taking a harder look at apartment development in the City, and there should be a general review of all questionable areas in the City to see which way the General Plan should be amended. He indicated he would like Mr. Howell to discuss this matter with the Planning Division. A discussion was held regarding the 5th Street zone exception case. Speaking to the fourth "WHEREAS" of the following Resolution, Councilwoman Scotto stated the paragraph begins with "WHEREAS, there is a need to encourage new residential construction...." She requested that "there is" be changed to "there may be." It was so noted. RESOLUTION NO. 3414 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE HOUSING ELEMENT ENVIRONMENTAL IMPACT REPORT, HOUSING ELEMENT BACKGROUND REPORT, AND HOUSING ELEMENT The Resolution was read by title only. It -was - moved by Councilman Miller, seconded by Councilwoman Scotto, and so ordered to waive further reading. It was moved by Councilman Greene, seconded Councilwoman Scotto, and passed by unanimous vote to adopt Resolution No. 3414 as corrected. ORAL COMMUNICATIONS (Items not on Agenda) Mr. Henry Oberndorf, 9731 East Imperial Highway, General Chairman of the Downey Community Flag Day Committee, expressed gratitude for the help and cooperation given in the preparation of the "Downey Honor Our Flag Pageant." He further expressed appreci- ation to the City Council for its attendance at the ceremony. Mr. Oberndorf presented to Mayor Jennings a set of Bicentennial Flags. Mayor Jennings commented on receipt of a letter from Mrs. Gloria Heer, Coordinator of the Health Systems Agency Committee, thanking the Council for its help through the election, particularly Councilman Greene and Councilwoman Scotto, members of staff and the Health and Environmental Sanitation Committee. He extended appreciation to Mrs. Heer for her efforts and making sure information was distributed to the people in Downey. Council Minutes 6/28/77 -2- Councilwoman Scotto concurred and congratulated Councilman Greene, who is now serv- ing on the Health Services Agency. Speaking to the Sidewalk Construction on Lakewood Boulevard, Mr. Howell indicated his back. yard fence extension, except for a small portion, has been constructed to his satisfaction by the contractor. Mr. David Larson, owner of Downey Cyclery, 11430 Paramount Boulevard, commented on the San Gabriel River bicycle trail and dirt path in Rio San Gabriel Park leading to the trail. Mayor Jennings explained the bicycle access path at Rio San Gabriel Park is an Agenda item. A brief discussion was held regarding the procedure for hearing oral communications of items not on the Council Agenda. Mayor Jennings asked for a roll call vote of the Council on whether this item should be taken up at the proper place on the Agenda: AYES: 4 Council Members: Miller, Greene, Jackman, Jennings ABSTAIN: 1 Council Member: Scotto Mr. Herman Weiner, 7919 Lyndora Street, inquired about a curfew for children in the City. Captain Shade replied Section 4108 of the Downey Municipal Code provides that no person under the age of 18 shall loiter upon public streets between the hours of 10:00 p.m. and sunrise. q vea Mr. Richard Mittleman, 7737 Otto Street, cited problems of a vacant home at 9904 ^�.-asta Street. He commented he has contacted the City several times attempting to find a solution to the problem. Mr. Lake asked Mr. Mittleman to contact the Building Division and he will provide him with full information on the property. Councilman Greene asked that the Council be kept advised on this matter. Mrs. Charmaine Weiner, 7919 Lyndora Street, voiced a complaint regarding a parked camper at the same location on her street for weeks, and she commented on the stagnant water which has accumulated in the street, as well as a trail of dirt left by the street sweeper when sweeping around the vehicle. Mayor Jennings indicated he will personally look into this matter. Mr. Walter Peterson, 4338 West 154th Street, Lawndale, said he has income property in Downey at 10115-10129 Foster Road. He mentioned there is a block wall between his property and the business next door, and vehicles from the business have caused repeated damage to the block wall, which he has had to pay for. He asked if there is an ordinance requiring bumpers to protect adjoining properties. Mayor Jennings stated he has been advised by the City Attorney that this is a civil matter and should be pursued through the courts. Mr. Spindel said City staff will go out and investigate. PRESENTATION OF CITY OF DOWNEY BUDGET FOR 1977-78 Mr. Thompson explained the suggestions and requirements of the Council have been made and brought forward as directed in the Budget sessions. He said the amount of $580,000 to be received from the Edison Company will be added to the opening balance, minus $150,000 to be set in reserve for the 1976-77 Budget for potential insurance liability. Councilman Jackman asked about the 1976-77 Budgeted amount for liability insurance, as well as the premium paid by the City. Mr. Wynne explained in past years there has been one account for utilities, lia- bility and fire insurance; the total amount in the 1976-77 budget for that category was $267,590; and the premium amount for liability insurance was approximately $150,000. Mr. Thompson said he will review this and submit the insurance liability informa- tion to Councilman Jackman and the rest of the Council. Mayor Jennings inquired if the request of Helpline Youth Counseling has been approved by the other cities. Council Minutes 6/28/77 -3- Mr. Thompson replied as he recalls, the Council approved a certain amount dependent upon amounts approved by the other cities, and no money will be released until the City has been assured enough other cities have approved Helpline°s request. Mayor Jennings requested a report on the action taken by the other cities. Commenting further on the liability insurance premium, Mr. Wynne explained that in past years and in 1976-77, there was a combined budget amount for both utilities and liability and fire insurance. In this budget, he said, the utilities have been broken out from liability and fire insurance. At this time, the Budget Resolution was presented to the Council. Mayor Jennings declared a recess at 8:52 p.m. The meeting resumed at 9:05 p.m. with all Council Members present. Responding to questions, Mr. Thompson stated it is recommended $46,000 in counter - cyclical money be taken out of the General Fund, and he will come back to the Council with a special report and recommendation on this amount. Councilman Jackman requested further answers regarding proposed use of the Edison Company money. He then asked if the Budget includes any consideration for additional business license revenue. Mr. Thompson replied no. Mayor Jennings commented that last year, a "stopgap measure" was used to adopt the Budget in that capital expenditure money was taken from the Cigarette and Hotel -Motel Tax and put into the General Fund, and this year, the City is receiving a "windfall" from the Edison Company. He indicated he feels strongly the Council should start a gradual incremental tax increase, and it is his opinion four cents a year for the next two or three years for creating a reserve would be the proper way to do this. Councilman Miller concurred that the "windfall money" will not provide long-term benefit as far as the City meeting its operational expenses. He said the tax incident study should be most revealing, and if received in time should allow the Council to act on tax revenue matters. Councilman Jackman stated taxes should not be raised this year if they are not needed. Councilwoman Scotto indicated she is anxious to see the tax incident study. Councilman Greene said he could not agree to a four cent increase but asked how much the increase would cost a property owner in the City. Mr. Thompson replied that a four cent increase on a home with an assessed valu- ation of $32,000 would total approximately $2.50 a year. RESOLUTION NO. 3415 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE FISCAL YEAR 1977-78 BUDGET WITH IMPLE- MENTING DOCUMENTS The Resolution was read by title only. RESOLUTION NO. 3416 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REVISING MANAGEMENT -SUPERVISION PAY PLAN FOR 1977-78 The Resolution was read by title only. It was moved by Councilwoman Scotto, seconded by Councilman Jackman, and so ordered to waive further reading. It was moved by Councilwoman Scotto, seconded by Councilman Jackman, and passed by unanimous vote to adopt Resolution No. 3416. It was moved by Mayor Jennings that Division Heads and Superintendents be granted an expense allowance up to $75 for purposes of civic or professional club fees; that Department Heads be granted up to $100 for such purpose; and that this be a reportable item quarterly to the City Council. Motion died for lack of a second. Council Minutes 6/28/77 -4- r c)'4110 It was moved by Councilman Miller and seconded by Councilwoman Scotto to direct staff to bring the Tax Incident Study back to the City Council by August 1st. Mr. Thompson said staff will strive for that date. Mayor Jennings suggested waiting until the Council Meeting of July 12th for receiv- ing an interim report from the City Manager, and if necessary, authorize overtime in order to get the report in by August 1st. Mr. Thompson pointed out the major portion of the work is being done by the Plan- ning Division, Finance Department, and Engineering Division, and one of the critical items pending is the Zoning Ordinance, which is basically the responsibility of the Planning Division. He said a report on the Tax Incident Study will be submitted to the Council July 12th. Captain Shade reported the Ordinance is necessary to regulate and control under the permit procedure amusement pinball machines and electronic games. He commented on problems that have occurred with juveniles frequenting arcades where rules have not been established, and it is proposed the Ordinance would require a police permit and set reasonable rules for the conduct of such a business. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTIONS 6240, 6242, 6247, 6248.1, 6250, 6254, 6255, 6256, 6266 AND 6267 OF CHAPTER 2, ARTICLE VI, OF THE DOWNEY MUNICIPAL CODE RELATING TO BUSINESS LICENSING The Ordinance was read by title only. It was moved by Councilwoman Scotto, seconded by Councilman Greene, and so ordered to waive further reading. It was moved by Councilwoman Scotto and seconded by Councilman Greene to introduce the Ordinance. Councilman Miller suggested the Business License increase should be discussed at the time the Tax Impact Study is completed. He asked for a report wherein a tax on gross receipts would automatically increase year after year with the City receiving more in revenue. Councilman Miller further asked that the report include a parallel between the Sales Tax and Business License Revenues that would be based on gross receipts using typical examples of businesses back at the time the present Ordinance went into Council Minutes 6/28/77 -5- effect, equated to today's tax dollars. He said there needs to be an adjustment to tax dollars on anything that has a flat rate. Mayor Jennings stated it would be more harmful to the City to increase the tax more than it is or more than surrounding cities. Following further discussion, the Ordinance was taken under submission. It was moved by Councilman Jackman, seconded by Councilman Miller, and passed by unanimous vote to adopt Resolution No. 3417, RESOLUTION NO. 3418 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DESIGNATING SPECIAL HANDICAPPED PARKING SPACES IN VARIOUS CITY -OWNED PARKING LOTS The Resolution was read by title only. It was moved by Councilwoman Scotto, secon- ded by Councilman Jackman, and so ordered to waive further reading. It was moved by Councilwoman Scotto, seconded by Councilman Jackman, and passed by the following vote to adopt Resolution No. 3418. Councilman Greene asked where the handicapped parking spaces will be at the Rio Hondo Golf Course. Mr. Spindel replied the guidelines put together by the State Architect require the parking spaces be easily accessible to the entrance, but it would be left up to the dis- cretion of the City. Councilman Greene indicated the only time the parking spaces would be used is when someone attends a banquet. Mr. Thompson stated the parking spaces to the side could work very handily to the entrance. Mr. Spindel reported on the dedication of property for street purposes by three property owners on Laura Street. Mr. Spindel indicated it was felt more advantageous to have a local enforcement agency so the City Council could be the appeal body should someone appeal any enforcing problem. AYES: 5 Council Members: Miller, Greene, Jackman, Scotto, Jennings RESOLUTION NO. 3422 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING APPLICATION TO THE CALIFORNIA COUNCIL OF CRIMINAL JUSTICE FOR A PLANNING AND RESEARCH GRANT IN THE POLICE DEPARTMENT The Resolution was read by title only. Responding to questions, Captain Shade reported on the purpose of the grant. He noted the third year funding will begin August 1, 1977 to August 1, 1978; the funding is $51,874, and the City's hard match is $2593. Mr. Wynne mentioned the amount should be budgeted to the General Fund. During discussion, Captain Shade further explained the project funds salaries for one Police Lieutenant and one Criminal Justice Planner. Up until the project started, he said, the Police Department's planning and research operation was assumed on a part- time basis by several individuals within the Department, and this project was to bring together the cohesive comprehensive planning unit that now exists with these two people. Council Minutes 6/28/77 -7- Mayor Jennings asked if the money will be reappropriated out of 1976-77 money. Mr. Spindel replied at this time authorization for bids is requested; a price is estimated for the year for sidewalk construction; and then the specific projects are individually approved by the City Council. He said a record is kept of the Sidewalk Matching Fund allocations, and the total projects stop at $10,000. Mr. Spindel noted the appropriation will be 1977-78 money. Project No. 312, Imperial Highway and Brookshire Avenue, in the amount of unit prices bid, to Vernon Paving Com- pany of Cerritos, the lowest and best bidder; authorize the transfer of funds in the amount of $5,000 from Account No. 26-16168 to Account No. 26-16176; and allocate an additional $1,000 from A.D. 69 funds to Account No. 82-1-4050. Cash Contract No. 411, Downey Community Recreation Center Modifications Mr. Neavill responded to questions regarding the proposed location of the front and rear doors. He said the reason for the eight foot partitions is to provide needed privacy for the Supervisors' offices as well as allowing ventilation circulation; the partitions on the east side of the building for Department and Division Heads are floor to ceiling --on the west side, eight foot partitions for the Supervisors. Mayor Jennings suggested moving the Superintendents and having the conference room in the middle. Mr. Thompson replied the reason was to make it available to the kitchen area. Mayor Jennings disagreed with the size of the Park and Recreation Director's office. Discussion ensued. Mayor Jennings asked that the senior citizens be completely moved into their new quarters at Apollo Recreation Center before this takes place. It was moved by Councilwoman Scotto, seconded by Councilman Greene, and passed by unanimous vote to approve plans and grant authority to advertise for bids on Cash Con- tract No. 411, Downey Community Recreation Center Modifications (Account No. 21-13919). It was moved by Councilman Greene, seconded by Councilwoman Scotto, and passed by unanimous vote to approve plans and specifications and grant authority to advertise for bids on Cash Contract No. 413, Removal of Handicapped Barriers at Furman, Apollo, and Rio San Gabriel Parks (Account No. 40-13929). It was moved by Councilwoman Scotto, seconded by Councilman Greene, and passed by unanimous vote to authorize the Department,>of Community Development to prepare plans and specifications for Sidewalk Construction on Florence Avenue east of Lesterford Avenue using SB-821 funds (Account No. 40-13917). It was moved by Councilman Jackman, seconded by Councilman Greene, and passed by unanimous vote to approve Agreement with Central and West Basin Water Replenishment District for Excessive Pumping. It was moved by Councilwoman Scotto, seconded by Councilman Greene, and passed by the following vote to direct the Department of Community Development to initiate Chapter 27 proceedings for construction of full parkway width sidewalk on Downey Improvement Project No. 697, West side Lakewood Boulevard, Florence Avenue to Cherokee Drive, and waive informal notice. Mayor Jennings asked why the costs for sidewalk construction on Florence Avenue should be borne by the City and the costs for this project borne by the landowner. Mr. Spindel explained the difference is that Florence Avenue, where the property owner is being required to clear obstruction at his expense, is being financed by Bike- way Funds because this is a direct access to the San Gabriel River bikeway path. Both Florence and Lakewood, he said, are Priority I streets, Mr. Spindel indicated staff would have to check and see whether Chapter 27 could be applied on Florence if over 50 percent of the block has sidewalks. There is over 50 percent on Lakewood. Mr. Spindel pointed out that he will bring a further report back to the Council, and if it is the Council's desire to assess the property owner on Florence for the sidewalk, then the City's portion could be taken out of the Bikeway Fund. Mayor Jennings stated concern that both property owners be treated equally if the same conditions apply to both. AYES: 5 Council Members: Miller, Greene, Jackman, Scotto, Jennings Council Minutes 6/28/77 -8- Councilwoman Scotto asked about the planting of trees on Lakewood Boulevard. Mr. Spindel replied it is doubtful because of State requirements; however, staff will look into it and if possible, trees will be planted. Cash Contract No. 405, Bicycle Access Paths, Rio San. Gabriel and Crawford Parks Betty Krantz, 7720 Brookmill Road, stated many people middle age or older use bicycles primarily for recreation and fitness, and additional access paths will make it easier to get to prime riding areas. She encouraged improvement of the bicycle access paths to be put in at different points in the City and inquired specifically about an access from Crawford Park to the Rio Hondo Channel. It was noted there is an official opening in the fence to the trail at Crawford Park, and there is access to the Sam. Gabriel River bike trail from Rio San Gabriel Park. Mr. David Larson, owner of Downey Cyclery, 11430 Paramount Boulevard, indicated there is access to the San Gabriel River bike trail on both the south and north ends of Rio San Gabriel Park; however, at the north end, the trail is void of grass because of the bicycle riders. He mentioned at the south end of the park people have to push their bikes across the grass and he favored paving the access path on the south end of the park. Donna Smith, 9123 Via Amorita, commented stickers in the grass can puncture bicycle tires, and the bicycle rims can also be bent from riding on rocks and gravel. Councilwoman Scotto mentioned during her election campaign, bicycles was the number one issue of the people she talked to; the City"s Bicycle Committee feels strongly about this; and staff has also recommended it. It was moved by Councilwoman Scotto and seconded by Mayor Jennings to approve plans and specifications and grant authority to advertise for bids on Cash Contract No. 405. Councilwoman Scotto noted the estimated amount of the work is $4200. Councilman Jackman inquired if there are any rules against riding bicycles in the park. Mr. Neavill replied there is an existing ordinance prohibiting it, although there are not enough park leaders to enforce it. People, he said, are permitted to walk their bikes in the park or ride them where safe. Mayor Jennings indicated he enjoys the rural atmosphere of the park, and for that reason, he does not want to see concrete put in. Discussion followed. CITY MANAGER'S REPORT Mr. Thompson reported that in the adoption of the Budget, $150,000 for insurance reserve should be specifically spelled out as a supplemental appropriation in the 1976-77 Budget. It was moved by Mayor Jennings, seconded by Councilwoman Scotto, and passed by unanimous vote to approve the supplemental appropriation in the 1976-77 Budget to Account No. 10-1420 from the General Fund Balance. It was moved by Councilwoman Scotto, seconded by Councilman Miller, and passed by unanimous vote to authorize staff to prepare Ordinance on Paramedic Transportation, and that the rates be based upon reasonable and customary allowance provided by typical insurance policies. ORAL COMMUNICATIONS Councilman Miller asked about the cost for painting a center line on Suva Street. Mr. Spindel replied it would be done with City forces. He said staff will review this, and he pointed out that in some cases lines cause more problems than they solve. Mayor Jennings said if a center line is placed on Suva Street he wants one placed on Rives Avenue. Council Minutes 6/28/77 -9- Councilman Greene commented there should be a pedestrian zone crossing from Furkan Park to 8th Street. Mr. Spindel responded that many unprotected crosswalks have been eliminated because they cause more accidents than they prevent. Councilman Greene called the Council's attention to a letter from Mrs. Kelly regard- ing Graffiti on City Entrance Sign and other locations in the City. He said he considers graffiti on a City of Downey sign to be an emergency. Mr. Spindel explained that Mrs. Kelly was told the work could not be done until August because of his Department's heavy workload at this time. He commented people would have to be pulled off other jobs they are doing; also, the Department is shorthanded. Discussion followed. It was moved by Councilman Greene, seconded by Mayor Jennings, and passed by the following vote to authorize staff to remove graffiti on all of the City entrance signs. Councilman Miller suggested CETA employees be trained to operate the specialized equipment and do the work. Mr. Thompson noted additional CETA employees will be hired under a new program, and possibly could be trained for this work; or, maybe on special occasion someone could be hired to do the work. AYES: 5 Council Members: Miller, Greene, Jackman, Scotto, Jennings Mayor Jennings mentioned there are several driveways no longer in use on the west side of Woodruff Avenue adjoining Stonewood Shopping Center. He said it has been his understanding that the City's policy is to remove unused driveways. Mayor Jennings also suggested the Council consider adopting an ordinance requiring citizens to separate their trash for recycling. Councilwoman Scotto said this should first go thkough committee and staff. Mayor Jennings suggested a study session regarding insurance. Mr. Thompson indicated a report will be submitted to the Council to answer any questions. Mayor Jennings mentioned the City Planner believes the Sign Section of the Compre- hensive Zoning Ordinance will be submitted to the City Council for approval by July 12th, and then referred back to the Planning Commission. Mr. Goggin stated the Ordinance can possibly be submitted to the Council for final action by July 26. He indicated the ordinance has to be retyped, renumbered, and then sent to the City Attorney. Also, Mr. Goggin said, the Planning Commission will send back a written report on all of the corrections suggested by the Council. The Council will then take final action. Councilman Miller said there are -used vehicles parked in an abandoned service station on the southeast corner of Florence and Old River School Road. A study session on the Comprehensive Zoning Ordinance was set for 5:00 p.m., July 14, 1977, in the Council Chamber of the Downey City Hall. The Council concurred that the luncheon scheduled with Supervisor Schabarum for Wednesday, July 6th, should be postponed for several weeks. Mayor Jennings referred to a recent newspaper article, wherein it was stated Governor Brown is now discussing use of the 105 Freeway Corridor as a Bus Way.
