CONTINUED PUBLIC HEARING
PROPOSED COMPREHENSIVE ZONING ORDINANCE
The City Council of the City of Downey held a continued public hearing on the
Proposed Comprehensive Zoning Ordinance at 7:45 p.m., November 16, 1976, in the
Council Chamber of the Downey City Hall, Mayor Hazel N. Scotto presiding.

Robert L. Shand, City Clerk -Treasurer
Mayor Scotto declared that this is the time and place for the public hearing on
the Proposed Comprehensive Zoning Ordinance which was continued from the City Council
meeting held November 10, 1976. She inquired if the City Clerk had received any
correspondence on this matter, and the City Clerk replied he had not.
Mayor Scotto inquired if there was anyone present who wished to speak regarding
the proposed Ordinance.
Ms. Janine Richerson, representing Western Oil and Gas Association, 609 South
Grand, Los Angeles, addressed the Council regarding the sign ordinance and made the
following recommendations:
Section 9148.08(3), allow an eight r.p.m. rotating sign.
Section 9148.10(d), allow a window sign to be 25 percent of the window area
since these signs are only allowed four times during the year for special
advertising.
Section 9146.16(5), change the height and size criteria to 25 feet with a 60 square
foot area per face for free standing signs.
On price signing, incorporate the State Code regulations.
Delete the sign amortization schedule for service stations and allow them to
maintain their signs.
Section 9144.14(2)(b), delete.
Mr. Jim D'Alessandro, Downey realtor, spoke regarding Section 9146.10(1)(a) and
the measurements for constructive signs which he said are not adequate. Commenting
on real estate signs, he indicated 9 square feet in all other zones should be increasedto
approximately 32square feet. He said the telephone number of the company's office should
be the largest letters on a real estate sign, and he objected to the removal of a sign
when the property is in escrow or contract recorded because that is simply the first
step.
Ms. Ida Wilkins, 12210 Rives Avenue, read a statement from her attorney request-
ing he be advised in advance of any Council meetings scheduled to discuss child care
in the home. She indicated she is not prepared to make a presentation this evening.
Staff was asked to contact Ms. Wilkins and her attorney when a study session is
scheduled to discuss day care centers.
Mr. William B. Cole, General Manager of the Downey Chamber of Commerce, concluded
his review on the written comments of the Downey Chamber.
There being no one else wishing to address the City Council, it was moved by
Councilman Jennings, seconded by Councilman Jackman, and so ordered to continue the
hearing on the Proposed Comprehensive Zoning Ordinance to 7:30 p.m., December 7, 1976.
A study session was scheduled for the December 7th meeting for discussing child
care centers and amateur radio operators.
There being no further business to come before the City Council, the meeting was
adjourned at 8:31 p.m.
