MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
ADJOURNED REGULAR MEETING
APRIL 27, 1976
The City Council of the City of Downey held a regular adjourned meeting at
5:00 p.m., April 27, 1976, in the Council Chambers of the Downey City Hall,
Mayor Hazel N. Scotto presiding.

Councilman Jennings explained the basic City Budget for Fiscal Year 1976-77
and the planned program budgeting system.
City Manager Thompson explained the reasoning behind the program concept
budget. He presented an overview summary for the recommended budget and announced
that May loth is the date for submitting the budget document to the City Council
for 1976-77 fiscal year. The budget total of $11,791,633 does not include salary
increases. Mr. Thompson said the budget figure at this time could possibly have a
$1 million gap between revenue and expenditures.
A discussion followed regarding Los Angeles County and the City of Los Angeles
as being pace setters for salary bench marks in the basin area. Downey compares to
ten cities for averaging salary range.
The preliminary budget reflects a 2.7 percent increase over last year in the
face of a lower revenue factor. The cost of living index equals 6.1 percent.
Finance Director Patton presented an overview of the budget revenue analysis.
He indicated that the figures being presented to the Council are the first estimate
of revenue which will be updated in one week.
Discussion followed regarding revenue.
Mr. Patton explained the details of the various revenue elements including
franchise tax, License fees, permits, etc.
Mr. Thompson presented details of the current animal control and a proposed
budget item for dog control.
Mr. Thompson said he will request the Director of Parks & Recreation to
re -assess the Downey Theatre annual revenue potential.
Discussion followed regarding the Downey Theatre annual loss including Losses
realized on various benefit shows. The City Manager will investigate this detail.
In reviewing the revenues for the Golf Course Enterprise Fund, Mayor Scotto
said she would like to see an administrative fee assessed against the golf course
similar to that of the Water Division Enterprise Fund.
Councilman Jennings stated he would like to see a list of groups slated to
use the Rives Avenue School in the event it is acquired by the City.
Mr. Thompson explained the Civil Defense (Personnel Reimbursement Program)
for City employees who performed tasks involving the disaster program.
A discussion was held regarding safety lighting and the Highway Aid Program
(Highway through Cities money).
Mr. Thompson indicated the necessity to possibly convene in executive session
to discuss salaries.

Mr. Patton commented on the possible acquisition of the Pico Rivera Water
System by means of a bond issue.
Discussion followed regarding the golf course driving range concession, as
well as the water rights at the golf course.
Mr. Thompson pointed out the water tank reservoir is in need of repair. He
said he would review the water rights situation at the golf course leading to the
possibility of a project for refurbishing the water system.
Further discussion ensued regarding the Grants in Aid Fund.
The Council then discussed the CETA program and possible problems that might
exist in the event the CETA program is discontinued. A question could arise as
to how certain tasks now performed by CETA employees could be absorbed into the
regular work routines.
Mayor Scotto recessed the meeting to executivesession at 8:35 p.m. to discuss
salaries.
The meeting resumed at 9:00 p.m. with all Council Members present.
There being no further business to come before the City Council, the meeting
was adjourned at 9:00 p.m. to 5:00 p.m., May 4, 1976, in the Council Chambers of
the Downey City Hall.
