Jennings presiding. PRESENT: Councilmen: Walter S. Temple, Donald H. Winton, Hazel N. Scotto, Richard M. Jennings ABSENT: Councilmen: Joseph E. DiLoreto (arrived at 5:45 p.m.) ALSO PRESENT: Charles W. Thompson, City Manager Ervin Spindel, Director of Community Development Harald J. Henriksen, City Engineer Robert L. Shand, City Clerk -Treasurer Mayor Richard Jennings called the meeting to order at 5:38 p.m. He ex- plained the purpose of the meeting was for a study session on Assessment District 117, Adoree Avenue, et al. Mayor Jennings said the hearing on Assessment District 117 will take place at the regular meeting of May 13, 1974, which will be held in the Downey Theatre instead of the Council Chambers. City Manager Charles Thompson presented a brief summary on the Assessment District progress to date. Community Development Director Ervin Spindel distributed paper sheets con- taining cost data on the Assessment District and proceeded to discuss property owners' costs, billing procedures, and engineering costs. Councilman Joseph DiLoreto arrived at the meeting at 5:45 p.m. Mr. Spindel explained the 1911 Act regarding majority protests and power within the City Charter that would enable the City Council to override a majority protest. He also explained the program which he plans to present to the public at the City Council Meeting on Monday evening, May 13th, regarding improvements for Assessment District 117. Mayor Jennings interrupted the study session and inquired of the other Councilmen if they would desire to hear from a citizen, Mr. Bruce Watson, who was the only person in the audience. The Council consented and the Mayor in- formed Mr. Watson he was welcome to speak so long as he limited his questions and remarks to the issue being studied. Mr. Bruce Watson, 7326 Neo Street, Apartment J, Downey, proceeded to address the Council. Mayor Jennings again commented that Mr. Watson should limit his conversation to the improvement project under study. When Mr. Watson failed to do so, the Mayor directed the City Manager to have a sergeant -at -arms remove Mr. Watson from the Council Chambers. A police officer escorted Mr. Watson from the Council Chambers. After further discussion on the Assessment District, the meeting was adjourned at 6:50 p.m. Robert L.
