ADJOURNED REGULAR MEETING
SEPTEMBER 6, 1974
The City Council of the City of Downey held a regular adjourned meeting at
5:30 p.m., September 6, 1974, in the Council Chambers of the Downey City Hall,
Mayor Richard M. Jennings presiding.
PRESENT: Councilmen: Walter S. Temple, Joseph E. DiLoreto, Hazel N.
Scotto, Richard M. Jennings
ABSENT: Councilmen: Donald H. Winton (excused)
ALSO PRESENT: Charles W. Thompson, City Manager
Ervin Spindel, Director of Community Development
Richard D. Patton, Director of Finance
Charles Eccleston, Traffic Engineer
Robert L. Shand, City Clerk -Treasurer
Mayor Jennings explained the purpose of the meeting was to study the Proposed
Citywide Lighting District and any other subject by vote that the Council desired
to consider. He requested that the Council hear any comments from the members of
the audience inasmuch as this is a study session. The Council members agreed.
The study session consisted of a report from Community Development Director
Spindel explaining the proposed Citywide Lighting District program. To assist in
the study, the Community Development Department provided master plan maps of City
street lighting, as well as a chart of the Lighting District Reorganization. The
study session included discussions on the cost of lighting in commercial areas as
compared to residential safety lighting and residential street lighting and rates
for street lighting in apartment house areas.
Mr. Ken Miller, 7336 Cleargrove Drive, Downey, asked questions regarding
budget requirements for district street safety lighting.
Mr. Spindel explained the advantages of using assessment district method as
compared to ad valorem taxation for street lighting costs.
Councilman DiLoreto requested Mr. Spindel to prepare an alternate proposal
for use at Monday night's (September 9, 1974) Council meeting, showing commercial
medium intensity and commercial high intensity zones as compared to overall City
zone.
A discussion took place regarding lighting zone rates for the lighted areas
of the City and the possible formation; of a number 4 lighting zone.
Mayor Jennings called upon the Finance Director to define secured and
unsecured tax rolls.
Finance Director Patton quoted definitions from the California State Statute.
Mayor Jennings called upon any members of the audience who desired to address
the Council.
Mrs. Emily Mader, 12640 Glynn Avenue, asked if the Lighting District Annexa-
tion would involve "more and new street lights".
Mr. Spindel replied there is no intention to install new or additional street
lights in any zone unless the people in a given zone so request. He then
explained the legal purpose of posting the Lighting District notices throughout
the City.
Mr. Ken Miller discussed assessed values of old Lighting District vs. pro-
posed new Lighting District, including safety lighting. He also inquired if the
future hearings would be conducted for additional Lighting Districts.
The Council said yes, hearings would be held for any additional Lighting
Districts.

Councilman Temple requested Mr. Spindel to present a written report on Monday
night, September 9th, showing a comparison and including pros and ,cons of
"assessment" vs. "increase in general tax rate".
There being no further business to come before the City Council, the meeting
was adjourned at 6:51 p.m.
