The City Council of the City of Downey held a regular meeting at 7:30 p.m.,
April 8, 1974, in the Council Chambers of the Downey City Hall, Mayor Richard M.
Jennings presiding.

The Invocation was delivered by Councilman Thomas Morton, followed by the
Flag Salute led by Councilman Walter Temple.
Councilman Thomas Morton commented on the achievements of Mr. William G.
Greene, who has served as his appointee to the Planning Commission. He said much
of what has been done in District 4 has been due to the responsiveness, integrity,
and the long hard work of Mr. Greene.
With the assistance of Councilman Morton, Mayor Richard Jennings presented a
plaque to William G. Greene in appreciation for his years of service on the
Planning Commission.
Mr. William Greene indicated his hope that the new Planning Commissioner for
District 4, as well as all Commissioners, will study the General Plan because it
tells each Commissioner in detail what the Council and the City expects. He
commented on his 14 years of service on the Commission and thanked the City for
letting him serve.
On behalf of the Downey Lions Club, Dr. Ben Pacheco, District Governor of
District 4L2 of Lions International, and Mr. Phil Ortiz, President of the Downey
Lions Club, presented a plaque to retiring Councilman Thomas Morton as a symbol
of appreciation for Councilman Morton's contributions to the betterment of Downey
for the past 12 years.
Mrs. Le Keyser, President of the Downey City Employees Association, presented
a token of appreciation to Councilman Morton for his 12 years of service on the
City Council.
Mr. Robert Griffin, President of the Downey City Management Association, pre-
sented a gift to Councilman Morton and extended the Association's appreciation
for Councilman Morton's long and dedicated service to City government in Downey
as a Councilman, as a Mayor, and as a fine gentleman.
Speaking to the Downey Lions Club, Councilman Thomas Morton expressed his
-- appreciation for the presentation and said he has enjoyed a good rapport over the
years with the Lions Club. He further extended his appreciation to the Downey
City Employees Association for its presentation and stated it has been his
pleasure to have worked with City employees over the years. Councilman Morton
pointed out that although he has tried to be objective in everything he has done
and has tried to be factual, honest, and fair, most of all he has tried to be
friendly and understanding. He noted he will be taking with him a tremendous
number of friendships that have evolved among the City employees over the 12 years
he has been on the City Council. Councilman Morton stated he appreciates the
numerous letters and notes he has received from individual employees. To the
Downey City Management Association, Councilman Morton also extended his gratitude
for the presentation.

Councilman Morton noted he has been satisfied just to serve the City of
Downey, and he feels he has helped make Downey a better place. He said he has
made his contribution and it has been on the side of progress, it has been a
healthy growth, and he is proud to have been a part of the City of Downey.
Mrs. Arrington, representing Angela Domico, an 86-year old Downey resident,
presented Mrs. Domico's donation of the American Flag made from cancelled postage
stamps. She read a letter from Mrs. Domico and expressed Mrs. Domico's wish that
the flag be hung in the office at Wilderness Park.
Mayor Richard Jennings and Parks d Recreation Director James Ruth accepted
on behalf of the City of Downey.
Mrs. Arrington thanked Councilman Morton for being District Four's Councilman.
Mr. Ruth was requested to send a letter of appreciation to Mrs. Domico.
Mayor Richard Jennings declared that this is the time and place for the
public hearing on Downey City Lighting District Annexation 74/1 Buell Street. He
inquired if the City Clerk had the Affidavit of Posting of Notice and Affidavit
of Publication, to which the City Clerk responded in the affirmative.
It was moved by Councilman Walter Temple, seconded by Councilman Joseph
DiLoreto, and so ordered to receive and file the Affidavits.
Mayor Jennings inquired if the City Clerk had received any written protests
or objections, and the City Clerk replied he had not.
Community Development Director Ervin Spindel reported the cost of installa-
tion of eight steel standards is $1,024, and the annual operating cost will be
$542.28. He said the tax rate for paying off the installation for the first two
years will be .4512G per $100 assessed valuation for installation costs and
maintenance, and the third year and continuing rate will be .210 per $100 assessed
valuation.
It was moved by Councilman Joseph DiLoreto, seconded by Councilman Walter
Temple, and so ordered to receive and file the Engineer's report.
Mayor Jennings inquired if there was anyone present who wished to speak in
protest to the Annexation, and there was no response.
RESOLUTION NO. 2923
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ORDERING ANNEXATION OF A CERTAIN AREA TO THE DOWNEY CITY
LIGHTING DISTRICT AND TO MAINTAIN AND FURNISH ELECTRICAL
CURRENT TO THOSE STREET LIGHTING FIXTURES LOCATED ON
STREETS AND PUBLIC PLACES WITHIN THAT AREA UNTIL
JANUARY 31, 1983 (ANNEXATION 74/1 BUELL STREET)
The Resolution was read by title only. It was moved by Councilman Joseph
DiLoreto, seconded by Councilman Walter Temple, and so ordered to waive further
reading.
It was moved by Councilman Joseph DiLoreto, seconded by Councilman Walter
Temple, and passed by the following vote to adopt Resolution No. 2923.

public hearing of protests or objections against the Improvement of Adoree Avenue
and other Streets, as described in Resolution of Intention No. 2914. He inquired
if the City Clerk had the Affidavit of Publication, the Affidavit of Posting, and
the Affidavit of Mailing, to which the City Clerk responded in the affirmative.
It was moved by Councilman Walter Temple, seconded by Councilman Joseph
DiLoreto, and so ordered to receive and file the Affidavits.
Mayor Jennings inquired if the City Clerk had received any written protests.
City Clerk Robert Shand reported letters of protests were received from the

It was moved by Councilman Walter Temple, seconded by Councilman Joseph
DiLoreto, and so ordered to receive and file the written protests.
Community Development Director Ervin Spindel reported on the proposed con-
struction of street and alley improvements in the area bounded by Adoree Avenue
on the north, Downey Avenue on the east, Gardendale Street on the south, and
Paramount Boulevard on the west. He said the total estimated cost of the
assessment district is $410,000; the City's contribution is approximately
$195,000; and the remaining $215,000 will be assessed the property owners on the
basis of benefits received.
It was moved by Councilman Walter Temple, seconded by Councilman Joseph
DiLoreto, and so ordered to receive and file the Engineer's report.
Mayor Jennings reminded the people present that the hearing will be con-
tinued to the Council Meeting of May 13th, and no written protest may be filed
after tonight because the letter to the property owners stated written protests
must be filed before the hearing is opened. He noted further the reason the
hearing is being continued is that one Councilman is absent and will have to
listen to the tapes between now and May 13th to update himself.
Mayor Jennings inquired if there was anyone present who wished to speak on
behalf of the written protests, and there was no response. He inquired if there
was anyone present who did not file a written protest that wishes to be heard.
Mr. Frank Stanley,representing the Missionary Baptist Church, 8119-8115
Gardendale Street, inquired regarding the Church's share of the assessment.
Councilman DiLoreto stated in the notice to property owners it seems only
reasonable that the City give some indication to the property owners of the amount
of money involved. He said a Lot of problems of communication with citizens could
be alleviated if citizens are provided with as much precise information as
possible.
Mr. Spindel was asked for the normal procedure involved on a hearing of this
type as to when the costs are related to the people involved. He said generally
the property owners are given the estimate of costs when they request it; that
when the first notices on the assessment were sent out the total exact estimate
had not been calculated because there was a City contribution recommended, which
was approved at the adoption of the Resolution of Intention. Mr. Spindel stated
the figures are now available.
City Engineer Harald Henriksen explained the Resolution of Intention was not
passed until a month ago, and it was not known until that time whether to proceed
with this district or not. He said construction costs were estimated, however,
costs over the last six -to -eight months have varied widely. Mr. Henriksen
indicated it took two -to -three weeks to estimate individual costs and method of
assessing individual properties and staff was conferring with the City Attorney
at late as a week ago as to the proper method for assessing the properties.
Mr. Spindel mentioned in answer to Mr. Stanley's question, each parcel's
assessment is $580.
Councilman DiLoreto inquired if the property owners could be notified by
mail prior to the next hearing as to what the approximate cost will be.
City Attorney Royal Sorensen replied there is no legal objection to doing
that if the Department has time, and if the Council orders it, it can be done.
He said it should be pointed out very clearly that this is only an estimate, be-
cause under the 1911 Act a final determination cannot be made until the project
is completed, and if the people understand that, it may avoid some misunderstanding
at a later date.
The following people addressed the City Council and were informed of the
estimated cost of the assessment on their property:
George Johnson - 8029-8037 Cheyenne Avenue, $615 for each parcel.

R. K. Lewis - 8128 Adoree Avenue, $550; 8124 Comolette Avenue, $550; 12950
South Paramount Boulevard,$1080; and 12942 South Paramount Boulevard, $340.
Ralph Ridings - 8033 Comolette Avenue, inquired if any of the Revenue Sharing
funds are going to be used to Lighten the load on the taxpayers of this area and
what the future outlook is for these funds being increased.
Mayor Jennings replied the Revenue Sharing money has been allocated through
1975 to various projects within the City. He said the allocation to this assess-
ment district was a total of $195,000, combining Gas Tax money and Revenue Sharing.
City Manager Charles Thompson explained the funds allocated to this are
General funds, or Gas Tax funds, however, they are of City funds in the improve-
ment district and total $195,000. He said the question as to whether additional
funds could be allocated would be strictly according to the policy of the City
Council. Mr. Thompson stated Revenue Sharing moneys were approved by the Council
for neighborhood rehabilitation, which will include this as well as other
neighborhoods, and there are other plans and improvements in the neighborhood
that would be City cost.

Mayor Jennings asked the City Council to join with him in requesting the
Director of Community Development to notify every person in this Assessment
District as to the approximate amount of the cost of their share before the
May 13th meeting. He further asked the City Attorney if the property owners will
have the right to a written protest when they receive the approximate cost.
Mr. Sorensen replied that the property owners can always file a written pro-
test. He said the written protest which would determine whether the Council could
proceed under certain circumstances has to be a written protest that is filed
before the hearing, however, if there is sufficient protest and the Council does
not want to proceed with the matter, of course, it can always terminate
proceedings whether there is a majority protest Legally or not. Mr. Sorensen
explained further that if there is a majority protest by area, the Council can
proceed, if it overrides that protest by a four -fifths vote, and the Council has
the authority to do it. He stated if there is a majority protest and the Council
does not override it by a four -fifths vote, then the proceedings must be
terminated.
Mayor Jennings informed those present that each person within the Assessment
District will receive a written estimate of the cost for his property and may
either protest in writing or preferably be present in the Council Chambers on
May 13th.
Councilman Temple inquired if the amount of the assessment could be changed
at a later date.
Mr. Spindel replied yes, and there are some items that could be reasonably
used for City contributions such as engineering on the alleys, which at the
present time is included in the assessments of the property owners. He said the
alley approaches are also included in the property owners' assessments and would
amount to about $32,000 to $35,000.
Councilman Temple requested the letters be sent out in time to allow the
property owners to respond.
Mr. Spindel indicated it is hoped the letters will be out by the end of the
week.
It was moved by Councilman Joseph DiLoreto, seconded by Councilman Walter
Temple, and so ordered to continue the hearing on the Improvement of Adoree
Avenue and other Streets be continued to 7:30 p.m., May 13, 1974, in the Council
Chambers of the Downey City Hall, and at that time all interested parties will
have an opportunity to be heard.
Mr. Spindel was asked to include in the letters to property owners the time
and date of the continued hearing.

public hearing on Downey Improvement Project No. 653 A and B, Dolan Avenue
(Iowa Street to Southern Pacific Railroad). He inquired if the City Clerk had
the Affidavit of Posting of Notice and Mailing, to which the City Clerk responded
in the affirmative.
It was moved by Councilman Walter Temple, seconded by Councilman Joseph
DiLoreto, and so ordered to receive and file the Affidavits.
Mayor Jennings inquired if the City Clerk had received any written protests
or objections, and the City Clerk replied he had not.
Community Development Director Ervin Spindel reported this is a voluntary
Chapter 27 proceeding, and the property owners have agreed to the project to pay
off the assessments over a ten year period. He said the estimated cost of the
assessments are as follows: Site A, 11445 Dolan Avenue, $5,700; and Site B,
11420 Dolan Avenue, $2,000.
It was moved by Councilman Walter Temple, seconded by Councilman Joseph
DiLoreto, and so ordered to receive and file the Engineer's report.
Mayor Jennings inquired if there was anyone present who wished to speak in
protest to the improvements, and there was no response.

DiLoreto, and so ordered to close the hearing.

DiLoreto, and passed by the following vote to grant authority to the Department
of Community Development to proceed with construction of Downey Improvement
Project No. 653.

Communication from The White House regarding Federal Aid Resolution

Communication from William Goggin, City Planner, regarding Planning
Resolution pertaining to Zoning Ordinance and Subdivision Regulations Concerning
Conversion of Apartments to Condominiums.
Mr. Goggin reviewed the Council's adoption of an interim ordinance prohibit-
ing the conversion of existing apartments to condominiums. He said the text of
Resolution No. 139 of the Planning Commission has been approved as to form by the
City Attorney, and the resolution asks the Council to hold a public hearing and
eventual adoption of the resolution in the form of an ordinance of the City
Council as part of a change in subdivision regulations and part of the zoning
ordinance. He stated this will then give the City some rights in controlling the
division of existing apartment houses to condominiums.

Discussion followed regarding legal publication.

Temple, and passed by the following vote to set a hearing on proposed Ordinance
Recommending Certain Changes to the Zoning Ordinance pertaining to Conversion
of Apartments to Condominiums for 7:30 p.m., May 13, 1974, in the Council
Chambers of the Downey City Hall.
Councilman Temple indicated he would be in favor of advertising when items
are brought up that are of a major influence on the community.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTION 3307 OF THE DOWNEY MUNICIPAL CODE
The Ordinance was read by title only.
Fire Chief Edwin Wood explained this is to correct a typographical error
contained in Section 3307 which defined an assembly as being 40 persons rather
than 50 persons. He said this will bring the Ordinance into conformity with
Title 19 of the California Administrative Code.

DiLoreto, and so ordered to waive further reading.

RESOLUTION NO. 2927

REVISING EXISTING PARKING RESTRICTIONS ON FLORENCE AVENUE
AND RESCINDING RESOLUTION NOS. 2289 AND 2476

Councilman Joseph DiLoreto inquired if the establishment of this Resolution
will change those areas where parking is allowed presently, but not during
certain hours.
Community Development Director Ervin Spindel replied the Resolution will
establish tow -away zones during the peak hours when stopping is prohibited.
However, he said, there are areas where peak hour restrictions are being changed
to no stopping anytime: The south side of Florence Avenue between Old River
School Road and Rives Avenue, Brookshire Avenue and Bellman Avenue, and Woodruff
Avenue and the Rio San Gabriel Bridge; and on the north side of Florence Avenue
between Downey Sanford Bridge Road and Rio San Gabriel Bridge.
Councilman Temple asked why both the north and south sides of Florence were
not classified No Stopping Anytime.
Mr. Spindel indicated the Traffic Committee felt there were certain areas,
particularly some of the business areas, where this would probably make an undue
hardship. He said, however, the south side of Florence between Brookshiare
and Bellman would be changed from a peak hour restriction to No Stopping Anytime,
and there are some businesses along there; that the Traffic Committee felt this
was a hazardous location, particularly turning the corner northbound from
Brookshire to eastbound on Florence.
Councilman Thomas Morton added that he had requested the Traffic Committee
to study the problem between Brookshire Avenue and Lakewood Boulevard. He spoke
of the radius problems and site problems when travelling east on Florence between
Brookshire and Lakewood and of the minor accidents and problems in that area.

Mr. Dick Sandberg, 10065 Pico Vista Road, owner of the office building at
8542 East Florence Avenue, located between Brookshire and Bellman, spoke in
opposition to the proposed Resolution. He said he would be glad to go along
with the parking situation if it was proven to him that it is necessary from
9:00 in the morning to 3:00 in the afternoon. Mr. Sandberg agreed there have
been a few minor accidents in this area, however, he stated, the traffic is not
that bad up until 3:00 in the afternoon. He mentioned there are other owners
also against this Resolution --the owner of Holiday Travel, the Manager of Downey
Savings $ Loan, and the owner of property just east of Downey Savings d Loan on
the corner of Bellman.
Mr. Spindel explained how the effected property owners were notified and
urged to attend the Traffic Committee meeting if they wished to protest.

City Manager Charles Thompson explained one of the major benefits to the
proposition if passed is it would provide some flexibility to local communities
to assess certain damage that might be of a local disaster but not large enough
to be declared a state of emergency.
Councilman Joseph DiLoreto asked if the purpose is to allow for loans that
would otherwise not be available.
Mr. Thompson replied one of the major purposes would be a reduction in the
assessed valuation for tax purposes and would reflect that change in an assessed
valuation. Further, he said, it provides only where the property is destroyed
by some sort of calamity and would allow for reassessment of the tax ad valorem
value of that property, even though it might not meet the requirements for a
state-wide emergency.

1995 Functional Classification of Highways
Community Development Director Ervin Spindel displayed a map showing the
classification of highways projected to the year 1995, as required under Federal
Law. He stated this will be the basis of establishing the Federal Aid Urban
System upon which Federal Aid Highway Funds may be expended, and the system has
been coordinated with neighboring cities. Mr. Spindel said the plan was approved
by the Planning Commission.

Downey Improvement Project No. 636 Koopman Avenue and Pivot Street
Community Development Director Ervin Spindel reported as of this date, access
agreements have not been received from any of the property owners. He said the
agreements were sent out; members of Staff have discussed this matter at length
with Mrs. Wellman, Mr. Bohte, and Mr. Parks; and although Mr. Bohte and Mr.
Parks previously signed the deed dedicating away their access rights, they have
not signed the agreement at the present time. Mr. Spindel indidated inasmuch as
the interest depends on the date the assessments are confirmed, and if the assess-
ments are confirmed tonight, he will give the total amount of interest for each
site and the total assessment. He explained engineering fees are only in the
agreement for re -acquiring access rights.

Mr. Spindel mentioned before the Resolution is adopted the Engineer's report
should be adopted as modified and also the paveout matching funds for Parcel No. 6
should be formally approved by the Council prior to adoption of the Resolution.

CITY MANAGER'S REPORT
City Manager Charles Thompson discussed a Bus Transportation Report which
has been studied and reviewed by Staff as to the possibility and feasibility of
various kinds of mass transit needs in the City and exceptional uses not pro-
vided by the RTD. He said it would be reasonable to say approximately 600
students would ride a convenient type of system, and .25c was considered to be
a reasonable fare.
Mr. Thompson stated the projection based on that survey indicated there
would be a difference between anticipated revenue and the cost of such a system
of about $670 per week, or on an annual basis of about $35,000. If implemented,
he said, the City could anticipate a subsidy of about $50,000 for such a system.
Mr. Thompson indicated if the system were given a two -to -three year trial basis
it potentially might come close to paying for itself or a break-even point.
Councilman Thomas Morton suggested the City Manager's survey be referred to
the designated City Council Committee to study the bus situation, with their
review and recommendation more appropriately pointed toward budget time.
Mr. Thompson spoke regarding the Potential Use of the Present No. 1 Fire
Station at such time as it might be closed due to the construction of a new No. 1
Station. He said it is felt there could be some uses, for example, should the
City have a municipal bus system this could be a location for a park -and -ride
kind of service or as a bus station. Also, he mentioned, the property could be
utilized as a community or youth center or utilized for a number of City -sponsored
activities such as the Historical Society and Drug Counselling Center. Mr.
Thompson indicated in spite of these potential uses, it is felt at this time there
would be a better use placed on this property by putting it out to bid and dispos-
ing of it for private use so it can be returned to the tax roll, and that would be
his recommendation.
Mayor Richard Jennings pointed out it is very possible that when the bids
are received on the new Fire Station the prices will be prohibitive.
ORAL COMMUNICATIONS
Gladys Wellman, 8113 East Phlox Street, spoke regarding the request of Mr.
Richard Raabe to have Downey Improvement Project No. 636 Koopman Avenue and
Pivot Street, re -opened.
Mayor Richard Jennings informed Mrs. Wellman that the Council considered
Mr. Raabe's letter and voted unanimously against re -opening the hearing.
Mr. Bruce Watson, 7326 Neo Street, made comments regarding financing of
Assessment District No. 117 and of the amount of money expended in building
Wilderness Park.
Mr. Ken Miller, 7336 Cleargrove Drive, expressed his appreciation to
Councilman Thomas Morton for his contributions to the City and to Councilman
DiLoreto for his action on the Assessment District. He mentioned the discussion
regarding a bus system and inquired if any contact had been made with the school
district with the thought of utilizing the buses during off hours. The City
Manager said yes.
Mary Carlson, 8124 Phlox Street, discussed the resurfacing of her street and
asked who will pay for any street repairs. Mrs. Carlson inquired when the Council
is going to dispose of the Utility Tax and when the waste baskets on the streets
are going to be emptied and the cross gutters cleaned.
Mayor Richard Jennings agreed that the cross gutters are full of debris.
He said since Phlox Street has been brought up to City specifications, it is the
City's responsibility to keep it in proper repair.
Discussing the legality of assessing property owners for the resurfacing of
a dedicated street, City Attorney Royal Sorensen said the proceedings have been
in accordance with the appropriate statutes, and in his opinion, the assessments
that have been levied are legal.
Carol Blevins addressed the City Council regarding Assessment District 117
and inquired if the Letters to property owners could contain a breakdown of the
assessment as to how it is going to be paid over the years.
Community Development Director Ervin Spindel replied it will be included.

City Attorney Royal Sorensen explained these assessments, when they are
finally determined and confirmed, will be lump sum amounts and the property
owners will have an opportunity to pay them off within 31 days from the date of
the assessment. He said if the property owners do not pay off in cash, the
matter will then go to bond, and the bonds will be ten payment bonds, with the
interest payable twice a year and principal payable once a year. Mr. Sorensen
stated any person whose property is assessed will be able to pay off the unpaid
balance of the bond at any time until it is down to $50. by simply paying a
penalty thereon up to the next interest date. Also, he said, a 5% redemption
provision would apply on the unpaid balance.
Councilman Walter Temple suggested the interest for the full period should
be included in the letter, inasmuch as interest for ten years is quite a bit of
money.
Discussion ensued.
Speaking to the matter of the Koopman Avenue improvement project, Community
Development Director Ervin Spindel inquired if in the next week or two any of the
property owners decide to sign the agreement on the access rights, would the
Council desire that assessment be eliminated?
The Council said yes.
Mr. Spindel stated the Secretary of Transportation is conducting hearings on
whether or not the Load Limit for Trucks should be increased on State highways.
He said it is felt these trucks have to get off State highways and onto City
streets, and the weight limit now is about all the City streets can stand. He
requested permission to write a letter to the Secretary of Transportation oppos-
ing any increase in weight limit. Permission was granted by the Mayor.
Councilman Temple commented on the northeast corner of Paramount Boulevard
and Florence Avenue and the questionable display of artificial plants along the
sidewalk. He inquired regarding having a fence around Wilderness Park after the
lakes are filled.
City Manager Charles Thompson said this matter is being studied as well as
various types of fencing to be used in different areas of the park.
Councilman Walter Temple opened a discussion on the Hours of Operation of
the City, 8:00 a.m, to 5:00 p.m. and cited possible hardships for some residents
who cannot apply for permits or inquire about plot plans, etc. He suggested
various methods of accommodating the public such as Saturday hours at the one -stop
permit counter on trial tests by a skeleton crew, or staggered hours with
six o'clock closing.
Mr. Thompson reviewed such a survey conducted two years ago. He said the
results indicated 293 out of 300 inquiries favored no change in the existing
hours. Mr. Thompson stated he would review the matter again.
Councilman Joseph DiLoreto inquired of Mr. Terry Middlebrooke through the
City Manager if out-of-town businesses doing business in the City of Downey, such
as realtors advertising in Downey, pay a business license fee.
Mr. Thompson answered such businesses are required to obtain a business
license.
Mr. Terry Middlebrooke, Manager of Revenue, said outside real estate people
do not pay business license fees at the present time, inasmuch as the City does
not have a definite ordinance on this situation.
Discussion followed.
Councilmen Morton and DiLoreto commented other cities charge realtors for a
license to conduct business in the City while headquartered in another city.
Mr. Thompson suggested the City Attorney check into the matter and report
back.
Councilman Thomas Morton commented on the status of the Sign Ordinance and
also cited a portable sign on public right-of-way in front of a travel agency on
Florence Avenue. He also commented on lot cleaning that might be necessary on
the northwest corner of Florence and Brookshire.

Councilman Morton also expressed appreciation to Mr. Ken Miller on his
respect extended to Councilman Morton over the years and also extended thanks to
the City Employee groups for their presentations to him.
City Manager Charles Thompson reported on SCAG meeting for Transportation
Plan regarding the 105 Freeway and provisions under Federal Transportation Act
stating that if the freeway is abandoned, equal funds for the freeway allocation
can be made available for mass transit. He invited Councilmen to join him at
the meeting on the morning of April 9th.
Mayor Jennings inquired if members of the audience were having problems
with audio clarity in the Council Chambers. Mrs. Hazel Scotto commented that it
is difficult to distinguish who is talking into the microphone. Mr. Ken Miller
concurred with Mrs. Scotto.
Mayor Jennings said attempt will be made at the next meeting to place the
microphones more closely to the personnel.
