HomeMy WebLinkAboutMinutes-11-27-73-Recessed Study Meeting4 7'7F MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY RECESSED STUDY MEETING NOVEMBER 27, 1973 The City Council of the City of Downey held a recessed regular meeting at 7:30 p.m., November 27, 1973, in the Council Chambers of the Downey City Hall, Mayor Thomas H. Morton presiding. PRESENT: Councilmen: Joseph D. DiLoreto, Walter S. Temple, Donald H. Winton, Thomas H. Morton ABSENT: Councilmen: Richard M. Jennings (arrived at 8:19 p.m.) ALSO PRESENT: Charles W. Thompson, City Manager Ervin Spindel, Director of Community Development James D. Ruth, Director of Parks & Recreation William A. Goggin, City Planner Robert L. Shand, City Clerk -Treasurer Mayor Thomas Morton made opening remarks regarding the proposed City of Downey draft of the Environmental Resources Management Element of the General Plan. He explained the basic requirements, wherein the State has mandated that the report to implement the General Plan must be adopted by the end of December, 1973, which does not leave much time to make any changes and process the report to the Planning Commission and get their report back. The Mayor commented that some program recommendations in the report are reflections of what the City has been doing in the past. Councilman Walter Temple suggested reviewing the report chapter by chapter. Mayor Morton proceeded to review the order of priorities listed in the report. City Planner William Goggin explained the reason for priorities appearing as they do in the report. Councilman Richard Jennings arrived at the meeting at 8:19 p.m. Councilman Donald Winton remarked that according to State code, the City must do a separate noise study in the future. Mayor Morton commented the noise study was started this past year because the Council asked the Sanitation & Health Committee to make the study, even to the extend of recommending noise measuring equipment. Mayor Morton then proceeded to call for comments page by page in the report. Upon completion of the report review, he said pages 49, 50, 51, and 52 are to be left to the City Manager to make the necessary changes consistent with what has already been set out in the body of the report. It was moved by Councilman Donald Winton, seconded by Councilman Walter Temple, and so ordered to instruct the City Manager to make changes as the Council has discussed tonight and then refer the matter back to the Planning Commission. Mayor Morton stated in addition to a letter from the Southern California Edison Company, the Council has received a letter from the League of Women Voters of Downey also recommending the City Council adopt the plan.
