ADJOURNED REGULAR MEETING
JUNE 20, 1973
The City Council of the City of Downey held a regular adjourned meeting
at 7:30 p.m., June 20, 1973, in the Council Chambers of the Downey City Hall,
Mayor Thomas H. Morton presiding. The meeting was adjourned to this time and
place from the regular meeting of June 11, 1973 by motion of the City Council.
PRESENT: Councilmen: Richard M. Jennings, Walter S. Temple,
Thomas H. Morton
ABSENT: Councilmen: Joseph E. DiLoreto, Donald H. Winton
ALSO PRESENT: Charles W. Thompson, City Manager
Ervin Spindel, Director of Public Works
Richard D. Patton, Director of Finance
James D. Ruth, Director of Parks & Recreation
Loren D. Morgan, Police Chief
Robert L. Shand, City Clerk -Treasurer
Mayor Thomas Morton announced that the meeting is a study of the 1973-74
City of Downey Budget and will be transferred from the Council Chambers to
the Green Room of the Downey Theatre.
Councilmen Joseph E. DiLoreto and Donald H. Winton joined the meeting at
7:40 p.m.
The meeting resumed at 7:40 p.m. in the Green Room of the Downey Theatre
with all Councilmen present.
The Council established a policy for a minimum General Fund Reserve.
It was moved by Councilman Donald Winton, seconded by Councilman Walter
Temple, and passed by the following vote to set aside $100,000 per year for a
General Fund Reserve out of estimated revenues: $200,000 in anticipated sur-
plus for the 1972-73 fiscal year shall go into the Reserve; $100,000 of
revenues will be transferred into the Reserve Fund during each fiscal year of
1973-74, 1974-75, and 1975-76 so as to have a total General Fund Reserve of
$300,000 as of June 30, 1976.

Other Council actions included:
Jennings, Temple, Winton, Morton
a. Directed City Manager to draft a recommendation during the next year
for consolidating plan checking at the one -stop counter.
b. Directed City Manager to draft a recommendation during the next year
for depreciation values in the Funded Vehicle Replacement Program.
c. Directed City Manager to study possibility of having fulltime main-
tenance man on night crew for servicing City Hall building and Theatre.
d. Directed City Manager to study what maintenance work can be done on
outside contract vs, maintenance man.
e. Deleted $65,150 from Operating, Capital Outlay and Capital Improvements
Budget requests.
A study of the 1973-74 City of Downey Budget was held until 12:50 a.m.,
June 21, 1973, at which time Mayor Thomas Morton adjourned the meeting until
5:30 p.m., June 25, 19739 in the Green Room of the Downey Theatre.
